111年度執行機動車輛噪音與柴油車型式審驗、召回調查及先進管制措施研究計畫

中文摘要 本計畫主要為配合環保署依據空污及噪音管制法,辦理型式審驗及進行車輛污染先進管制策略研究。新車源頭及品質一致性管理部分,共計完成核發1,643件新車型合格證、執行69家車廠新車抽驗,並查核1,464輛次品管資訊,確保新車污染與噪音品質一致性;使用中機動車輛品質一致性管制方面,遴選使用中車輛1引擎族5車次執行使用中污染召回調查確認高風險污染車型排放水準;此外,執行50車型實車ECU查驗,及6縣市環保局影像偵煙作業推動經驗交流,其中針對後者所蒐集的設備規格、設備架設遴選原則及軟硬體基本要求等項目,產出「移動污染源影像偵煙實務運作指引」;各縣市執行噪音管制稽查部分,完成鹿港彰濱、臺中南屯區、臺中后里區、雲林縣、嘉義縣,及嘉義市等6處排煙動力站場地資訊蒐集,及原地噪音量測可行性評估,歸納建立合適場地量化指標,增加各縣市通知到檢勤務執行選項;就機動車輛源頭管理策略方面,噪音部分提出國外進口車輛納入額外噪音檢測程序管理,柴油車污染方面則針對使用中車輛品質一制性及新車抽驗原地重測管制規定,提出部分條文修正建議(如輕型車輛使用中品管測試納入全球輕型車輛調和試驗週期Worldwide harmonized Light vehicles Test Cycle);使用中柴油車輛污染管理方面,則建議參考歐盟國家作法,國內可評估導入怠速PN檢測,替代無負載急加速不透光率檢測,防止排放竄改,確保排放品質。

Project on implementing type approval of diesel vehicle emission and motor vehicle noise, emissions investigation and research for advanced control measures

英文摘要 This project assists Environmental Protection Agency in accordance with the Air Pollution and Noise Control Act to perform new vehicle type approval inspections, and conduct research on advanced vehicle pollution control strategies. As for source management of motor vehicle, 1,348 new vehicle type approval certifications, 69 manufacturer new vehicles inspections, and 1,464 conformity of production determinations are adopted in order to increase the policy benefit of motor vehicle. As for in-used motor vehicle, the recall investigation on 5 vehicles in 1 engine family is performed to confirm the emission levels. In addition, the ECU version inspections for 50 models of heavy duties OBD validated procedure is developed; 6 counties cities communications of smoke image detections are carried out, and the equipment specifications, equipment setting rules, and basic software and hardware requirements of latter are conducted, then “Practical Operational Guideline for Mobile Pollution Source Smoke Image Detection” is created. As for the preparing of noise test site for stationary noise test conducted by Counties and cities. This project also investigates 6 emission inspection stations, including Lukang Changbin, Taichung Nantun, Taichung Houli, Yunlin County, Chiayi County, and Chiayi City, to assess sound environment and the possibility of stationary noise determinations, then the quantitative indicators is sorts out for options of noise test site selection. In terms of motor vehicle source management strategy, the noise field proposes that ASEP test procedure should be performed on foreign imported vehicles, and diesel vehicle emission field proposes the amendments to the control regulations (For example, the Worldwide harmonized Light vehicles Test Cycle could be conducted as the measurement method of quality control test for light vehicles) ; in terms of emissions from in-use diesel vehicle, the Feasibility assessment of idling PN measurement, which refer to the practices of EU countries, is recommended in future instead of emission smoke test with engine no-load operation, and to prevent emission tampering and ensure emission quality.
