新竹縣-111年度促進垃圾減量回收補助計畫

中文摘要 111年度新竹縣辦理促進垃圾減量回收補助計畫主要推行工作包括三大項目共計十二項次。三大項目包含:促進垃圾減量回收管理措施、推廣資源再使用及垃圾強制分類及垃圾減量。再進一步細分十二項次包含:(一)補助輔導餐飲業提供自備餐盒優惠;(二)補助輔導夜市(商圈)提供消費者自備餐具優惠;(三)輔導餐飲業者提供「可重複清洗餐盒」及使用推廣;(四)輔導餐飲料業者提供民眾重複使用飲料杯或餐具租賃服務;(五)推動機關學校減少使用免洗餐具;(六)稽查核塑膠微粒與購物用塑膠袋限用管制對象;(七)推動環保夜市或商圈;(八)鼓勵各級機構團體辦理「二手物品回收交換或展售活動」;(九)推廣與更新「轄區二手物市場尋寶地圖」;(十)推廣「以租代購新型消費模式」及彙整轄內業者資訊;(十一)垃圾包強制分類及破袋稽查;(十二)轄內資源物變賣流向查核,111年度各項執行成果摘要說明如下。 (一)補助輔導餐飲業提供自備餐盒優惠 本年度應補助輔導50家餐飲業者提供自備餐盒優惠,已完成輔導50家轄內早餐店及早午餐店響應「自備環保餐盒優惠活動」,並辦理線上抽獎活動及一場次快閃活動持續推廣。 (二)補助輔導轄內餐飲業者提供可重複清洗餐盒 本年度已完成輔導22家餐飲業者,配合提供重複清洗餐盒外送服務,並完成建置線上點餐系統;本計畫亦補助縣內12家業者以不銹鋼餐盒供餐,規劃將餐飲業者名單提供至轄內機關、學校主辦之活動、會議或訓練時訂餐服務以減少使用免洗餐具。 (三)輔導餐飲料業者提供民眾重複使用飲料杯或餐具租賃服務 已完成15店家輔導提供民眾重複使用飲料杯或餐具服務。本計畫辦理實體店面宣導活動3場次及網路加強推廣飲料杯租賃活動,以利更多民眾共同響應體驗及重複使用飲料杯「你用我洗,這借那還」循環模式。 (四)主動稽查(核)取締塑膠微粒與購物用塑膠袋限用對象管制工作 本年度分別完成2家製造業者、20家販賣業者限制含塑膠微粒之化粧品與個人清潔用品製造、輸入及販賣稽查輔導作業及完成101家次購物用塑膠袋限制使用對象稽查輔導作業;稽查結果無異常,符合法規規範。 (五)推動環保夜市或商圈 本年度推動對象「竹北夜市」,本計畫補助20家攤商使用可重複清洗餐具,並補助輔導攤商汰換免性餐具,落實源頭減量減少使用一次性餐具。同時配合111年環保署評鑑辦法,參與111年環保夜市評鑑作業。 (六)鼓勵各級機關團體持續辦理不用品回收交換、展售活動 本年度應辦理10場次定點定期定時二手物市集。截至111年9月底止,本計畫已完成10場定點定時二市集推廣活動,總攤位數341攤,二手物品交換數量累計達1,363件以上。 (七)垃圾強制分類破袋稽查 截至111年9月底止,已完成516次破袋稽查作業,作業完成比率為100.0%。本年度以垃圾車每車次隨機抽樣50袋進行破袋稽查為原則,共完成6車次破袋稽查作業。此外,516次破袋稽查作業中,合格件數共377件(整體佔比73.1%),勸導件數(可再加強垃圾分類)共139件(整體佔26.9%),告發件數則為0件。 (八)轄內資源物變賣流向查核 本年度依計畫執行8條流向查核,已完成8條路線之跟車查核,分別為玻璃類、紙容器類、輪胎類,紙類、照明光源、塑膠類、其他容器、鋁箔包類,查核過程無異常情形。

Hsinchu County-111 Subsidy Plan to Promote Waste Reduction and Recycling
