The main tasks of this project are the control of VOCs polluting sources in offshore island industrial parks under the special case and the survey on hazardous air pollutants. The main object of control is to monitor the polluting emissions by the VOCs polluting sources in offshore island industrial parks, along with on-site audit, test and follow-up tracking control of the VOCs polluting sources, to increase the effectiveness of emission reduction of the VOCs and controlled hazardous pollutants in offshore island industrial parks, as well as to maintain the air quality in the County, decreasing the impact on people’s health. This project has been executed since the bid awarding date (Jan. 5, 2022) and till date the tasks were all done as planned and pursuant to the provisions of the contract; the mid-term workload report was also completed before the last executive date (Nov. 30, 2022), with main results summarized as follows:
(一) The legal compliance check on the controlled petrochemical process emission channels and control equipment was done on 30 processes, where except the lines of the M05 process at the phthalic anhydride plant of Nanya’s master plant at Mailiao being suspended from the operation, all the rest have operated according to the specifications of their operating permits.
(二) Legal compliance check of exhaust flares in offshore island industrial park was done on 42 flares, which have all operated according to the approved details of their exhaust flare utilization plans. At the isooctyl alcohol plant of Nanya’s master plant at Mailiao, which just restarted after the completion of annual maintenance and had operational anomalies in process, there has been increasing starting and stopping of the cracking furnace (EG05) and petrochemical heating furnaces (EG01 and EG02); as the use event days of the flares reached over 30, we have required the company to strengthen the process operation to reduce the frequency of flare use.
(三) Regarding the fire incident at FPCC’s Mailiao #1 Plant on Jan. 21, 2022, we collected two samples into steel cylinders downwind of the location of the incident and consigned them to an analysis by Eurofins SunDream Environmental Technical Co. with NIEA A715.15B for 87 substances including benzene and toluene; none were found to exceed the ambient standards.
(四) For fixed roof tanks and internal floating roof tanks that collect gases in a closed manner and treated with controlling equipment, legal compliance check was done on 207 tanks; the results showed the companies all operated in accordance with the stipulations. Equipment part audit and test on tanks for hazardous air pollutants was also done on 200 parts in 10 tanks, finding no leakage.
(五) We completed the leak check and gap width check on the sealing equipment of 3 external floating roof tanks using GasFind IR and FID, and found no leakage and that the sealing facilities have all been checked as stipulated.
(六) Regarding the oil vapor treatment before opening controlled tanks to clean, we conducted an on-site check of oil vapor collecting methods and ventilation treatment techniques on 3 tanks; they all treated the tank exhaust properly and submitted reports on the records of tank gas reduction as stipulated.
(七) Legal compliance check of the controlled loading operational facilities was done on 35 facilities, focusing on annual load quantity of loaded materials and parameters for controlling equipment operations, which have all performed as stipulated. We also completed 40 checks and tests on the parts of treatment facilities of exhaust from loading facilities, finding no leakage.
(八) A leakage check of process equipment parts was conducted on 7,429 parts, which used GasFind IR to screen and took a total of 31 hours and 32 minutes, finding 18 parts exceeding the County’s reinforced standards for equipment parts (1,000 ppm), which were all repaired by their owners within 24 hours as required and verified by our responsible persons. Two parts were found to exceed the control value of leakage (1,000 ppm) and were reported directly; the companies were also required to submit reports on part repair and improvement. Recheck on tagged parts and 24-hour after-repair recheck per reinforced standard were done on 86 parts, where the companies all completed repairs within the required timeline.
(九) We completed a repair time check on 153 tagged parts, finding 1 defect, which was the incorrect test date of a part in Q4 of 2021 in M42 process at FPCC’s PE and PVA plant in Mailiao; we have required the company to correct it immediately.
(十) Air tightness check was done on 8 wastewater treatment facilities, with neatness values all found below 1,000 ppm, which met the air tight condition. VPC sampling in water was done on 7 cooling towers, where the tested concentration was all below 5mg/L, complying with the legal standards.
(十一) Regarding the sampling schedules submitted by the monitoring stations in the County’s special industrial parks, we completed document and on-site checks on on-site manual monitoring & testing operation at 6 stations.
(十二) We completed 3 cases of downwind sampling & analysis in respect of offshore island industrial parks, where we monitored 87 VOCs including hexavalent chromium in air, aldosterones, acidic & alkaline gases and PVC, acrolein.
(十三) Summarization and analysis of emission regarding VOC pollutant air pollution fees in offshore island industrial parks was performed on 26 processes, finding the M27 process at FPCC’s naphtha cracking plant of Mailiao #1 plant with a 511.20 ton emission of VOCs in 2021, which was a 3.5% increase from 493.31 ton reported for 2020.
