The main purpose of this project is to effectively reduce the occurrence and impact of toxic disasters through the prevention and management enhancement program. During the implementation of the program, the following management work of toxic and concerned chemicals has been completed:
(1) The management of toxic and concerned chemicals has been completed, including the establishment of 539 contact lists for operating facilities of toxic and concerned chemicals in Kaohsiung City, reviewed 613 application documents of toxic chemicals and 563 reporting documents of toxic chemicals.
(2) In terms of visits and inspections of operating sites toxic and concerned chemicals, the following work has been completed: inspections of 583 sites of toxic operating facilities, on-site inspections of 230 food safety risk facilities, articulation of 26 sites with 280 data specified by EPA, articulation of 8 incorrect operating records, articulation of 366 transportation records from GPS system, and check of 34 online storage records.
(3) Performed 5 in-depth on-site review, 12 on-site detection and alarm equipment testing and verification, 33 un-noticed tests by fax and 23 on-site un-noticed tests. Also 653 data on the storage tanks and vessels were collected for 141 operating facilities with quantities above the regulated threshold. Release dispersions were then performed. Re-Ta Industrial Park was selected and evacuation routes were planned.
(4) Performed 5 on-site reviews and guidance for toxic release calculation and reporting. It is found that waste solvent is the major route for toxic release.
(5) Assisted Kaohsiung City toxic disaster on-scene response drill and drilled initiation of emergency operation center. On-site check of the toxic storage with Environmental Protection Bureau officers was performed in one actual incident. Quarterly maintenance of protective equipment were also done for Environmental Protection Bureau.
(6) In terms of training and promotion, the following activities were held: 4 workshops for Toxic and Concerned Chemicals Regulations, 1 workshop for Safety Use of Chemicals and Protection in Campus, 8 hands-on training for mutual aids teams, 2 workshops on disaster prevention for mutual aids teams, and 2 workshops for technology transfer. Incident Commander Level responder training was provided for 1 Environmental Protection Bureau officers. 400 copies of "2022 Kaohsiung City Toxic and Concerned Chemicals Disaster Notification System Contact List" and 400 copies of the Toxic and Concerned Chemical Regulations were produced.
(7) In terms of environmental agent management, contact list were completed for 2 environmental agent manufacturing companies, 3 import companies, 61 vendor companies, 194 pest control operators. Review of 105 environmental agent applications, and completion of the site check the operation of 83 environmental agent companies. Visited 17 pest control operation in hotel, catering service, and apartment building sites. 901 environmental agent labeling were checked. 240 environmental agent advertising were checked. 6 commercially available environmental agents were purchased and sent to a certified laboratory for assay analysis and analytical reports were submitted. In addition, 300 promotion materials for environmental agent were provided, 3 sessions of the "2022 Kaohsiung City Environmental Agents Control Act Briefing Meeting" was completed, 150 copies of Environmental Agent Management Regulations were produced, and finally promotion of environmental agent management work were done in news media and outdoor TV wall.
