應用標籤技術於化學物質管理推廣計畫

中文摘要   為自邊境及製造工廠開始確實掌握化學物質輸入與製造、物流與倉儲情形,健全上下游流向勾稽或預警分析等加值運用的功能,確實掌握化學物質流向追蹤,應用網際網路、物聯網等技術,建立科學、專業及合理制度,利用資通訊技術設立關鍵閘門,輔導業者利用標籤技術建置化學物質流向智慧物聯網。   本計畫輔導三種不同相態化學物質產業,分析國內運作情形及源頭產業樣態,挑選具代表性業者導入標籤管理機制及雲端運作紀錄表,完成401筆標籤管理運作紀錄(一氧化二氮81筆、硝酸銨71筆及氟化氫249筆),建立各種相態化學物質標籤運作情境,以完整化學物質生態鏈上下游流向勾稽成果,並彙整產業樣態及管理模式分析,供後續推廣作業業者導入參考;同時研析國內化學物質包材與標籤技術應用、源頭管理制度、產銷履歷制度及標籤管理需求,提出主管機關標籤管理機制,包含標籤作業規範、運作框架、運作流程及近遠程目標。   延續前案災防圖資系統推廣成果,與地方環保局共10縣市辦理教育訓練與宣導,輔導建置區域災防圖資系統及應用,進行化學物質安全管理宣導與平台推動,並協助輔導毒性化學物質業者建置消防救災圖資資訊達54%,共計1,880家。

Promoting Using Label Technology in Chemical Substances Management.

英文摘要 In order to accurately grasp the input and manufacturing, logistics and storage of chemical substances from the border and manufacturing plants, improve the functions of value-added applications such as upstream and downstream flow tracking or early warning analysis, and accurately grasp the flow of chemical substances, apply the Internet, IoT technology, establish a scientific, professional and reasonable system, use ICT to set up key gates, and guide the industry to use labeling technology to establish the AIoT of chemical substances flow. This project guides the industries of three different phases state of chemical substances, analyzes the domestic operation situation of source industry, selects representative operators to introduce the label management mechanism and operation record system, completes 401 records(81 records of N₂O, 71 records of NH₄NO₃, and 249 records of HF), establish the labeling operation situation of chemical substances various phases state, in order to complete the "chemical substance flow" results, and analyze the relationship between factory operation situation and management mode for subsequent promotion operators to import reference; Meanwhile, analyze the application of domestic chemical substance packaging materials and labeling technology, source management system, traceable system and user requirements, and propose a label management mechanism of competent authorities, including label specifications, operation framework, process and short- and long-term goals. Continuing the promotion results of the GIS in the previous project, this project conducted the training and publicity with environmental protection bureaus of 10 cities, guided the establishment of the GIS and application, carried out the publicity and platform promotion of chemical substance safety management, and assisted companies to build fire and disaster relief information reaching to 54%, with a total of 1,880 companies.
