( 2 ) Examination and verification of emission declaration
1. The list of 16 factories that need to declare the number of emissions in 2022 is 4 factories and 16 cases, which include 2 factories in the first batch and 2 factories in the second batch.
2. Among the batches of factory emissions that have been declared last year, the statistical annual emissions (4 factories), the pollutants in the year 2021 are 1.765 tons of granular pollutants, 5.909 tons of sulfur oxides, and nitrogen oxides 79.905 tons and 70.899 tons of volatile organic compounds; the observation of the declared emissions shows that compared with last year, the emissions of sulfur oxides, nitrogen oxides and particulate matter of Yongshun Technology Co. , Ltd. have a significant downward trend; The inspection confirmed that the main reason for the decrease in emissions was the decrease in the coefficient of the results after the test, which led to a decrease in the declared emissions .
3. Since the implementation of this plan, the review of emissions declarations from the first quarter of 2022 to the second quarter of 2022 has been completed, and the review and confirmation of each supplementary declaration list has been carried out. The project team will review the online declaration data and confirm the emission declaration results of each factory after the declaration operation is completed in each public and private place. Afterwards, the on-site emission inspection will be scheduled, and on-site guidance and inspection will be carried out to confirm the accuracy of the correctness of declaration data.
( 3 ) Data maintenance update and expansion operations
1. The project contract needs to update and maintain 70 cases in the database QA/QC operations. Till December 15, 2022, a total of 237 cases of on-site survey and update of public and private place data and database data update and filing operations have been completed with the completion rate 100 %, and the relevant inventory results are all entered into the fixed source database system with the work completion rate 100% . ( 4 ) Collection of air pollution charges
1. 2. For the declaration of volatile organic compounds, the declaration and payment amount of the declaration industry is the highest of about 62.3% paid by the Solvent Chemicals Division of Taiwan Petroleum Corporation (Shares) Corporation.

However, because 20 companies belong to annual declarations, the declaration materials will be declared and followed up for review and settlement in January 2023, so the 20 companies have not yet included in the analysis. As for, air pollution fee declaration rate, the average rate of air pollution fee declaration and payment from the first quarter of 2019 to the Third quarter of 2022 is 100%.
( 5 ) Checking operation of air pollution fee
1. This year's planning team conducts relevant inspections on public and private places declaration for air pollution charges. As of December 15, 2022, 40 on-site inspections of SOx /NOx, 43 on-site inspections of VOCs, and 42 inspections of particulate matter were conducted with the work completion rate 100%.
2. As of December 15th, 125 companies have been checked, of which 2 companies found that the amount of activity was wrong after checking, and the system was reviewed and corrected. The remaining 123 companies did not find any flaw situations.
( 6 ) Fixed source inspection control and testing operations
1. Work goals are set that it is estimated that there should be at least 200 checkups and inspections of public and private places that are classified as regulated and non-regulated. As of December 15, a total of 706 checkups and inspections have been performed. Among them, there were 432 inspections and 274 inspections. As for the inspection operation, the factory inspections are currently in good condition. In the part of audit operations, active audits accounted for 47%, followed by fugitive audits accounting for 20 %. If the statistics are based on petition inspections, 39% are regulated and 61 % are not regulated. This year 's general petition inspections are still mostly non-regulated public and private places.
2. In terms of compliance with laws and regulations on fixed pollution sources this year, the statistics show that as of December 15, the planning team has completed (1) 1 flue gas inspection and testing operation for public and private places under its jurisdiction, and the results of the inspection and testing report have been completed, which has been reported to the bureau for verification and preparation. After this test, the nitrogen oxides of the plant exceeded the legal emission standards by 100 ppm, the detection value is 235 ppm, currently the relevant documents and materials are still in the administrative process, and follow-up will be punished according to the regulations ; (2) We have performed a relative accuracy test and check operation once, and this operation is scheduled to be carried out on June 29 for incineration plant M 01 Process P001 discharge pipeline sampling test, and the relevant inspection results are in compliance with regulations; (3) Gas -oil ratio/ air leakage detection at gas stations has been carried out for 2 stations, and the inspection results after random testing are in compliance with regulations; ( 4) Execution of equipment components 1,000 points of relevant inspection and inspection results are in compliance with laws and regulations; in addition, the project team will continue to track and inspect highly polluting factories in the jurisdiction to effectively prevent illegal activities and reduce public complaints .
( 7 ) Stationary Pollution Source Licensing and Air Pollution Fee Publicity Briefing Session
In order to strengthen the implementation direction of environmental protection regulations and various control measures of the city in public and private places listed and managed in the jurisdiction, it is necessary to hold a publicity meeting on laws and regulations related to stationary pollution sources this year. This year's meeting was held on April 28, 2022, in the meeting room on the 4th floor of the Chiayi Business Office of Taiwan Petroleum Corporation. The control work items and the items that need to be coordinated by public and private venues were explained separately. This year's fixed pollution source environmental protection regulations and control promotion In the explanatory meeting, Professor Mi, Xiaoxuan from Chianan University of Pharmacology was invited to explain the control work items and the items that public and private venues need to cooperate including pollution emission control technology and other projects and explanations that need to cooperate with public and private places and related cooperation matters this year in order to improve the industry's awareness of laws and regulations through legal publicity, avoid related deficiencies in violation of laws and regulations.
