111年度嘉義市推動環保許可整合計畫

中文摘要 本計畫各項工作執行成果摘要如下: (一)許可管制作業 1.各類許可申請案件經完整性、一致性、合理性及合法性之文書審查與現場核對申報資料真實性之現場審查兩項程序之後,依照許可證管理辦法規範制訂正式的許可內容,予以核發許可證。本計畫執行期間,截至12月15日止,本市各類操作許可申請提送共計10件次,操作許可證申請(異動)計6件次及許可展延4件次。 2. 本市固定污染源操作許可證計有48張,依契約規定本年度應執行現場抽查25張操作許可證,本年截至12月15日止,己完成許可查核30件次,工作達成率100%。經本計畫年度抽查,依查核結果進行統計,克明企業社(其他合成樹脂或塑膠製造程序M01):於許可現場查核時,查獲該廠因負責人過世,未辦理負責人異動、清震實業股份有限公司(其他金屬熱處理程序M01、M02):於許可現場查核時,查獲該廠現場新增防制設備、茂新木業行(其他木竹製品製造程序M01):現場勾稽時,發現現場廢氣流向與許可流向圖有些許不符情形、嘉義鐵線製品股份有限公司(金屬表面清洗程序M01):於許可現場查核時,查獲現場E004~E006污染源移除、嘉義市肉品市場股份有限公司(鍋爐蒸氣產生程序M02):E202因污染源移除,輔導業者進行許可廢止作業、貿暉實業股份有限公司(其他食品製造程序M01):更新現場設備,增加防制設備的防制效率、遠東機械工業股份有限公司(金屬噴砂處理程序M05):於許可現場查核時,查獲電子登載表單週期缺漏, 請業者依照現場原物料日用量進行補充、世航塑膠企業有限公司(塑膠膜袋製造程序M01):於許可現場查核時,查獲現場更新設備、詠順科技股份有限公司(鍋爐蒸氣產生程序M05):於許可現場查核時,查獲現場設備更新,增加防制效率等,上述9廠10張許可,皆已完成輔導業者進行許可異動申請完改善,其餘21張許可證,經現場查核比對無缺失情形。 (二)排放量申報審查與查核 1.轄區應111年度需進行排放量年申報名單為4廠次16件,分別為第一批的2家次、第二批之2家次。 2.目前110年已申報之各批次工廠排放量中,統計年度排放量(4家次),110年度各污染物分別為粒狀污染物為1.765噸、硫氧化物5.909噸、氮氧化物為79.905噸及揮發性有機物70.899噸;申報排放量觀察顯示,詠順科技股份有限公司與去年比較硫氧化物及氮氧化物及粒狀物排放量有大幅下降趨勢;針對上四廠經本年度現場查核確認,造成排放量下降原因,最主要為檢測後結果係數下降致導致申報排放量下降。 3.自本計畫執行後,已完成111年度第一季至111年度第二季排放量申報審查作業,並針對各應補申報名單進行審查確認。本計畫小組將於各公私場所完成申報作業後,隨即進行網路申報資料的審查與確認各工廠排放量申報結果,後續亦排定現場排放量查核,進行現場輔導與查核,確認申報資料的正確性。 (三)資料維護更新及擴充作業 1.計畫合約需更新維護及資料庫QA/QC作業70件,至111年12月15日止,共計完成237件次的公私場所資料的現場勘查更新與資料庫資料更新建檔作業,作業達成率100%,相關清查結果全數鍵入固定源資料庫系統,工作達成率100 %,清查項目超前原因主要為本年度清查作業除既有列管之公私場所外,另包含本年度執行重點-一年一行業(印刷業)清查及未登記公私場所等相關清查作業。各公私場所經現場資料更新擴充後,基本資料、製程、設備及污染源均無異動者,佔82%,解除列管(含歇業及製程無污染情形),佔11%。經更新後,嘉義市固定污染源總列管公私場所為232家、操作製程261個、污染源839個、133個控制設備、161根排放管道、401個儲槽及19個堆置場。 2.由完成建檔的固定污染源資料庫資料統計顯示,製程污染排放量更新後轄區列管之空氣污染量,粒狀污染物為17.37噸/年、硫氧化物13.48噸/年、氮氧化物99.92噸/年、揮發性有機物147.97噸/年、一氧化碳33.19噸/年。 (四)空污費徵收作業 1.本年度工作小組配合工廠巡查作業,共計掌握轄內應徵收空污費之公私場所列管75家,分別為申報硫氧化物與氮氧化物空污費業者共59家,揮發性有機物空污費業者58家,粒狀物申報業者64家。 2.揮發性有機物申報部份,申報行業別之申報繳納金額以台灣中油(股)公司溶劑化學品事業部繳交為最高約佔62.3%。 3.另統計108年度第1季至110年度第4季申報資料相關繳費狀況,近三年共計實收之金額為3,975,967元,年平均收入1,325,322元。110年度實收之金額為1,869,922元,較年平均收入高,主因為中油股份有限公司溶劑化學品事業部進行廠內原物料全面清查,修正儲槽蒸氣壓及物料密度等造成揮發性有機物空污費大幅提升。季申報共55家次,111年至第三季已全數申報完成,但因有20家屬於年申報,該申報資料將於112年1月進行申報及進行後續審查結算,故該20家暫未列入分析。空污費申報率自108年度第1季至111年第3季之空污費平均申報到繳率為100%。 (五)空污費查核作業 1.本年度計畫小組針對空污費申報之公私場所進行相關查核作業,111年度截至12月15日止,進行SOx/NOx現場查核40次、VOCs現場查核43家次,粒狀物查核42家次,工作達成率100%。 2.統計至12月15日,目前查核125家次,其中2家經查核後,發現活動量有誤,進行糸統改審修正,餘123家次則未見缺失情形。 (六)固定源稽巡查管制及檢測作業 1.工作目標預計執行列管及非列管的公私場所巡查及稽查總計應至少200件以上,截至12月15日止,總計執行稽巡查共計706次。其中,巡查作業432件次、稽查274件次。巡查作業部分,以主動稽查佔47%為最高,其次為陳情稽查佔20%,再者依序為逸散性稽查、檢測(監督檢測、稽查檢測)以及改善稽查,分別佔其百分比為18%、11%以及4%。若以陳情稽查進行統計,則列管者佔39%,非列管者則佔61%。本年一般陳情稽查主要仍以非列管的公私場所居多。 2.本年針對固定污染源法規符合度方面,統計截至12月15日止計畫小組針對轄列管公私場所,已完成(1)執行煙道氣稽查檢測作業1根次,稽查檢測報告結果已報局進行核備,該廠經本次檢測後氮氧化物超過法規排放標準 100ppm,檢測值為 235 ppm,目前相關文書資料尚於行政流程之中,後續將依規定進行處分;(2) 執行相對準確度測試查核作業1根次,本項作業排定於6月29日執行焚化廠M01製程P001排放管道抽測,相關檢測查核結果皆符合法規規範;(3) 執行加油站氣油比/氣漏檢測2站次,經抽測後檢測查核結果皆符合法規規範;(4)執行設備元件檢測1,000點次相關檢測查核結果皆符合法規規範;另本計畫小組將持續追蹤及稽查轄區具高污染性之工廠 ,以有效防杜不法,進而減少民眾陳情。 (七)固定污染源許可暨空污費宣導說明會 為加強轄區列管公私場所對於環保法規與本市各項管制措施執行方向,本年度需辦理1場固定污染源相關法規宣導會議。本年會議已於111年4月28日,假台灣中油股份有限公司嘉義營業處4樓會議室辦理,針對管制工作項目以及公私場所需配合的項目分別說明,本年度固定污染源環保法規及管制宣導說明會議,邀請嘉南藥理大學米孝萱教授,針對管制工作項目以及公私場所需配合的項目分別說明,其內容有空氣品質嚴重惡化警告發布及緊急防制辦法、空氣污染防制費收費辦法、污染排放控制技術等項目及說明本年度需配合公私場所及相關配合事項。期透過法令宣導提升業者對於法規認知,避免有違法之相關缺失。另將針對未出席的業者,於現場查核時一一告知相關法令。 另為達簡政便民,減少業者分別申請空、水、廢、毒所需的時間與負擔及降低主管機關有限的審查資源及全面性檢視整廠各項污染管制暨因應行政院環境保護署推動一廠一證許可整合政策,藉由本次說會議的辦理,說明環保署針對空水、廢、毒環保許可整合作業規劃,並建立業者與主管機關彼此的溝通聯繫管道,期減少機關所出具之審查意見重複往返,加速環保各項許可申報之行政作業效率,本項會議已於111 年6 月 24 日,假台灣中油股份有限公司嘉義營業處4樓會議室辦理,諮詢輔導及說明會議。本次邀集本市符合上述環保許可整合對象條件之公私場所共計10 個單位,另因本市參與許可整合試辦推行之公私場所數量較少,且規模與製程均較單純,故本計畫於說明會中同時進行輔導作業,有效針對業者之疑問進行解釋,並協助完成許可整合污染流向圖(四態圖)繪製。

2022 Chiayi City Stationary Pollution Source Permit Inspection Control and Air Pollution Fee Reminder Payment Review Plan and Environmental Permit Integration Plan

英文摘要 The summary of the implementation results of the work of this plan is as follows: ( 1 ) Licensing and control operations 1. After all kinds of license application cases go through the two procedures of document review for completeness, consistency, rationality and legality and on-site review for verifying the authenticity of the application materials, the formal license granted content shall be formulated in accordance with the license management regulations and be issued. During the implementation of this plan, till December 15, a total of 10 applications for various types of operation permits were submitted in this city, 6 applications (changes) for operation permits and 4 extensions of permits. 2. There are 48 operating permits for fixed pollution sources in this city . According to the contract, 25 operating permits should be spot-checked this year. Till December 15 this year, 30 license checks have been completed with the work completion rate 100%. After the annual spot check of this plan, statistics are made according to the check results. Keming Enterprise Co., Ltd. (Other synthetic resin or plastic manufacturing procedures M01): During the on-site inspection of the permit, it was found that the factory had not handled the change of the responsible person due to the death of the responsible person, and Qingzhen Industrial Co. , Ltd. Co., Ltd. (other metal heat treatment procedures M 01 and M02) : During the on-site inspection of the permit, the newly added control equipment on the factory site was seized. Maoxin Wood Industry Co., Ltd. (Other wood and bamboo product manufacturing procedures M01) : The on-site waste gas flow direction is slightly inconsistent with the permit flow diagram. Chiayi Iron Wire Products Co., Ltd. (metal surface cleaning procedure M 01) : During the on-site inspection of the permit, it was found that E004~E006 pollution sources were removed from the site. Chiayi Meat Market Co., Ltd. Company (boiler steam generation procedure M 02): E202 due to the removal of pollution sources, we guided the industry to carry out license abolition operations; Maohui Industrial Co., Ltd. (other food manufacturing procedure M 01): update on-site equipment, increase the prevention and control of control equipment efficiency, Far East Machinery Industry Co., Ltd. (Metal Sandblasting Process M0 5) : During the on-site inspection of the permit, it was found that the cycle of the electronic registration form was missing, and the industry was asked to supplement it according to the daily consumption of raw materials on site . Shin Harn Plastic Enterprise Co., Ltd. (plastic bag manufacturing procedure M0 1): During the on-site inspection of the permit, the on-site update equipment was seized, Yongshun Technology Co., Ltd. (boiler steam generation procedure M 05): during the on-site inspection of the permit, the on-site equipment update was seized and increase the control efficiency, etc. The 10 licenses of the above-mentioned 9 factories have all been completed the guidance of the industry to apply for license changes and immediately improved after it’s done, and the remaining 21 licenses have not been found any flaws after on -site inspection and verification. ( 2 ) Examination and verification of emission declaration 1. The list of 16 factories that need to declare the number of emissions in 2022 is 4 factories and 16 cases, which include 2 factories in the first batch and 2 factories in the second batch. 2. Among the batches of factory emissions that have been declared last year, the statistical annual emissions (4 factories), the pollutants in the year 2021 are 1.765 tons of granular pollutants, 5.909 tons of sulfur oxides, and nitrogen oxides 79.905 tons and 70.899 tons of volatile organic compounds; the observation of the declared emissions shows that compared with last year, the emissions of sulfur oxides, nitrogen oxides and particulate matter of Yongshun Technology Co. , Ltd. have a significant downward trend; The inspection confirmed that the main reason for the decrease in emissions was the decrease in the coefficient of the results after the test, which led to a decrease in the declared emissions . 3. Since the implementation of this plan, the review of emissions declarations from the first quarter of 2022 to the second quarter of 2022 has been completed, and the review and confirmation of each supplementary declaration list has been carried out. The project team will review the online declaration data and confirm the emission declaration results of each factory after the declaration operation is completed in each public and private place. Afterwards, the on-site emission inspection will be scheduled, and on-site guidance and inspection will be carried out to confirm the accuracy of the correctness of declaration data. ( 3 ) Data maintenance update and expansion operations 1. The project contract needs to update and maintain 70 cases in the database QA/QC operations. Till December 15, 2022, a total of 237 cases of on-site survey and update of public and private place data and database data update and filing operations have been completed with the completion rate 100 %, and the relevant inventory results are all entered into the fixed source database system with the work completion rate 100% . The main reason for the advanced inventory items is that this year's inventory operation includes not only the existing public and private places under management, but also the implementation focus of this year-one year one industry (printing industry) inventory and unregistered public and private places and other related inventory operations. After the on-site data update and expansion of public and private places, the basic data, process, equipment and pollution sources have no changes, accounting for 82%, and the release of management (including closures and non-polluting processes) accounted for 11%. After the update, Chiayi City has 232 public and private sites for fixed pollution sources, 261 operating processes, 839 pollution sources, 133 control equipment, 161 discharge pipes, 401 storage tanks, and 19 dumps . 2. According to the statistics of the fixed pollution source database that has been completed, the amount of air pollution managed by the jurisdiction after the update of process pollution emissions is 17.37 tons/year for granular pollutants, 13.48 tons/year for sulfur oxides, and nitrogen oxides. 99.92 tons/year of pollutants, 147.97 tons/year of volatile organic compounds , and 33.19 tons/year of carbon monoxide . ( 4 ) Collection of air pollution charges 1. This year's working group cooperates with the factory inspection operations, and has a total of 75 public and private places within the jurisdiction that should be levied air pollution fees, including 59 companies that declare air pollution fees for sulfur oxides and nitrogen oxides, and 58 companies that declare air pollution fees for volatile organic compounds and 64 companies that declare granular substances. 2. For the declaration of volatile organic compounds, the declaration and payment amount of the declaration industry is the highest of about 62.3% paid by the Solvent Chemicals Division of Taiwan Petroleum Corporation (Shares) Corporation. 3. In addition, according to the statistics of the payment status of the declaration materials from the first quarter of 2019 to the fourth quarter of 2022, the total paid-in amount in the past three years is $NTD 3,975,967, and the average annual income is 1,325,322 dollars. The actual income in 2021 was 1,869,922 dollars, which was higher than the annual average income, mainly due to the fact that the Solvent Chemicals Division of CNPC Co., Ltd. carried out a comprehensive inventory of raw materials in the plant, and corrected the vapor pressure and material density of the storage tank, which caused that volatile organic compound air pollution charges have been greatly increased. There are a total of 55 quarterly declarations, and all declarations from 2022 to the second quarter have been completed. However, because 20 companies belong to annual declarations, the declaration materials will be declared and followed up for review and settlement in January 2023, so the 20 companies have not yet included in the analysis. As for, air pollution fee declaration rate, the average rate of air pollution fee declaration and payment from the first quarter of 2019 to the Third quarter of 2022 is 100%. ( 5 ) Checking operation of air pollution fee 1. This year's planning team conducts relevant inspections on public and private places declaration for air pollution charges. As of December 15, 2022, 40 on-site inspections of SOx /NOx, 43 on-site inspections of VOCs, and 42 inspections of particulate matter were conducted with the work completion rate 100%. 2. As of December 15th, 125 companies have been checked, of which 2 companies found that the amount of activity was wrong after checking, and the system was reviewed and corrected. The remaining 123 companies did not find any flaw situations. ( 6 ) Fixed source inspection control and testing operations 1. Work goals are set that it is estimated that there should be at least 200 checkups and inspections of public and private places that are classified as regulated and non-regulated. As of December 15, a total of 706 checkups and inspections have been performed. Among them, there were 432 inspections and 274 inspections. As for the inspection operation, the factory inspections are currently in good condition. In the part of audit operations, active audits accounted for 47%, followed by fugitive audits accounting for 20 %. If the statistics are based on petition inspections, 39% are regulated and 61 % are not regulated. This year 's general petition inspections are still mostly non-regulated public and private places. 2. In terms of compliance with laws and regulations on fixed pollution sources this year, the statistics show that as of December 15, the planning team has completed (1) 1 flue gas inspection and testing operation for public and private places under its jurisdiction, and the results of the inspection and testing report have been completed, which has been reported to the bureau for verification and preparation. After this test, the nitrogen oxides of the plant exceeded the legal emission standards by 100 ppm, the detection value is 235 ppm, currently the relevant documents and materials are still in the administrative process, and follow-up will be punished according to the regulations ; (2) We have performed a relative accuracy test and check operation once, and this operation is scheduled to be carried out on June 29 for incineration plant M 01 Process P001 discharge pipeline sampling test, and the relevant inspection results are in compliance with regulations; (3) Gas -oil ratio/ air leakage detection at gas stations has been carried out for 2 stations, and the inspection results after random testing are in compliance with regulations; ( 4) Execution of equipment components 1,000 points of relevant inspection and inspection results are in compliance with laws and regulations; in addition, the project team will continue to track and inspect highly polluting factories in the jurisdiction to effectively prevent illegal activities and reduce public complaints . ( 7 ) Stationary Pollution Source Licensing and Air Pollution Fee Publicity Briefing Session In order to strengthen the implementation direction of environmental protection regulations and various control measures of the city in public and private places listed and managed in the jurisdiction, it is necessary to hold a publicity meeting on laws and regulations related to stationary pollution sources this year. This year's meeting was held on April 28, 2022, in the meeting room on the 4th floor of the Chiayi Business Office of Taiwan Petroleum Corporation. The control work items and the items that need to be coordinated by public and private venues were explained separately. This year's fixed pollution source environmental protection regulations and control promotion In the explanatory meeting, Professor Mi, Xiaoxuan from Chianan University of Pharmacology was invited to explain the control work items and the items that public and private venues need to cooperate including pollution emission control technology and other projects and explanations that need to cooperate with public and private places and related cooperation matters this year in order to improve the industry's awareness of laws and regulations through legal publicity, avoid related deficiencies in violation of laws and regulations. In addition, for those who did not attend, relevant laws and regulations will be notified one by one during the on-site inspection. In addition, in order to simplify administration and facilitate the people, the time and burden required for operators to apply for air, water, waste, and poison separately has been reduced, also reducing the limited review resources of the competent authority, and comprehensively inspect the pollution control of the entire plant and respond to the promotion of the Environmental Protection Agency of the Executive Yuan with the integration policy of one factory, one permit, through the handling of this meeting, and we also explained the environmental protection department's plan for the integration of air water, waste, and toxic environmental protection permits, and established a communication channel between the industry and the competent authority, hoping to reduce the number of issues issued by the agency for the review opinions repeating back and forth to speed up the administrative efficiency of various environmental protection permit declarations. This meeting was held on June 24, 2022 at the conference room on the 4th floor of the Taiwan Petroleum Corporation Chiayi Sales Office for consultation, guidance and explanation Meeting. This time, a total of 10 public and private places in this city that meet the above conditions for the integration of environmental protection permits are invited. Besides, because the number of public and private establishments participating in the trial implementation of licensing integration in this city is relatively small, and the scale and process are relatively simple, this plan also conducts counseling work during the briefing session, effectively explaining the questions of the operators, and assist in the completion of the drawing of the permit integration pollution flow diagram (four- state diagram).
