廢太陽光電板清理稽核暨新興廢棄物回收推動計畫

中文摘要 因應能源發展轉型,臺灣致力綠色能源發展,我國新興產業發展崛起,如資訊與數位產業、生醫、能源等,不僅帶來更多可能性,也改變人們的生活習慣。就環境而言,亦伴隨而來新興廢棄物,應如何有效循環再利用以降低廢棄物之產生,並評估可行的廢棄物處理方案與管理策略,以降低所造成環境的衝擊與影響。爰此,環保署特推動「廢太陽光電板清理稽核暨新興廢棄物回收推動計畫」,進行廢太陽光電板回收清除處理規範及研析國內新興廢棄物回收處理方式或技術等事宜,以達到廢棄物減量與資源再利用之效益。 因應廢太陽光電板未來具大量排出可能性,現行可就處理量能與環境條件需求為基礎,規劃適合國內之廢太陽光電板處理廠設置方向,並提出設廠時程關鍵點與期程。同時,評析廢太陽光電板回收處理制度,以因應未來政策彈性調整。為使廢太陽光電板回收清除處理體系趨於完善,透過「廢太陽光電板回收服務管理資訊系統(以下簡稱PVIS)」功能開發與維護,擴增基本資料維護功能,及提供資料庫統計及分析服務,促使作業效能有所提升。此外,檢視國內配合新能源、新材料之政策使用後產生新興廢棄物,針對風力發電機葉片、儲能系統、電動代步載具、電動車充電樁、帷幕玻璃,蒐整國內外相關回收處理等管制現況,已供管理制度研析之參考。

romotion Project to Audit the Waste Photovoltaic Panels Disposal and to Recycle Emerging Wastes

英文摘要 In response to the transformation of energy development, Taiwan is dedicated to the green energy development, coupled with the rise of our country's emerging industries, such as information and digital industries, biomedicine, and energy. This not only brings more possibilities, but also changes people's living habits. As far as the environment is concerned, there are also subsequent emerging wastes, which necessitate us to think how to effectively recycle and reuse them to reduce waste generation, and to evaluate feasible waste disposal solutions and management strategies so as to reduce their impact on the environment. Therefore, the EPA is specially driving up the Project by formulating regulations to govern waste photovoltaic (PV) panels disposal & recycling and by studying domestic emerging waste recycling methods or technologies, in order to achieve benefits of waste reduction and resource reuse.   And in response to the possibility of a large quantity of waste PV panels being discharged in the future, we can now plan the installation direction of waste PV panels treatment plants suitable for Taiwan based on the processing capacity and environmental conditions, and propose the key points and schedule for such plants establishment. At the same time, we can review and analyze the recycling and processing system of waste PV panels in order to adapt to future policy flexible adjustments. In order to improve the waste PV panels recycling and disposal system, through the development and maintenance of the "waste PV panels recycling service management information system (simply called PVIS)", the basic data maintenance function is expanded, and database statistics and analysis services are provided to improve the operational efficiency. In addition, we have reviewed the emerging waste generated after the use of new energy and new materials in Taiwan, and searched for & compiled such current information as relevant domestic and foreign recycling controls for wind turbine blades, energy storage systems, mobility scooters or segways, electric vehicle supply equipment, and curtain wall glass. All of these will be provided as a reference for the research and analysis of the management system.
