電動車發展對回收處理體系影響暨精進廢車粉碎殘餘物(ASR)處理效能專案工作計畫

中文摘要 為妥善回收處理廢棄電動車輛,蒐集國外電動車回收制度,並針對拆卸人員資格、電池貯存方式提出修法建議。研擬微型電動二輪車列入公告應回收物並研提配套措施。協助制訂粉碎分類處理補貼費用、興建熱能利用廠審查作業要點及補貼費率。規劃新增電動汽車環保標章及要求車廠揭露車輛拆解說明書、新車使用消費後塑膠等規範以精進環保標章規範。完成辦理微型電動二輪車新增列管、新能源車輛發展及回收拆解模式調整研商諮詢會議,共3場次。 完成各季ASR物化組成分析。每月追蹤熱能利用廠推動進度,並至各家廢車處理訪視,給予處理技術精進建議。 調查國內外廢車衍生物再利用方式,顯示將冷媒破壞處理、泡棉/ASR碳化處理作為燃料以及廢車玻璃製成中空玻璃微球等技術具有持續發展價值。透過Looker Studio建置廢車ASR產生量及流向資料儀表板,及分析比較108年~111年廢車營業量及回收量等資料,調查111年1~11月回收處理業之物料產生量及流向。完成並提交每季疑似未登業者名單共20筆。統計國內110年廢車再使用及再循環率88.83%、再使用及再生率98.22%,皆已達歐盟回收目標。研訂廢車回收業評鑑作業12項指標及雙軌評分制。

The impact of the development of electric vehicles on the recycling system and the improving the treatment efficiency of ASR

英文摘要 In order to properly recycle end-of-life electric vehicles, this project collects foreign recycling system standards of electric vehicles, and proposes amendments to the law regarding the qualifications of dismantling personnel and battery storage standards. Mini Electric Two-wheel Vehicle are proposed to be listed as recyclable items in the announcement and the project develops supporting measures. The subsidy fees for crushing and classified treatment, and the operation points and subsidy rates for the construction of thermal energy utilization plants are formulated. To improve Green Mark, plan to force automakers to disclose specifications such as the use of post-consumer plastics in new vehicles and Electric Vehicles dismantling instructions by setting up Electric Vehicles Green Mark. The research and consulting meetings has been held three sessions, which for Mini Electric Two-wheel Vehicle listed as recyclable items in the announcement, and the development of alternative fuel vehicle and the adjustment of recycling and dismantling modes. The ASR physical and chemical composition analysis of each season has been completed. The project has also tracked the progress of the thermal energy utilization plant every month, and visited four end-of-life vehicles (ELVs) treatment companies to give suggestions for improving treatment technology. After searching for ELVs recycling methods, the results show that technologies such as refrigerant destruction treatment, foam/ASR carbonization treatment as fuel, and hollow glass microspheres made of waste car glass are worth to put into practice. Through Looker Studio, the project builds a data dashboard for ASR generation and flow of ELVs, analyzing and comparing the business volume and recycling volume of ELVs vehicles from 2019 to 2022, and investigating the production and flow of materials in the recycling industry from January to November 2022. The quarterly survey of 20 suspected unregistered company has been completed. The ELVs reuse and recycling rate was 88.83%, reuse and recovery rate was 98.22% in 2021, which have reached the EU's recycling target. twelve indicators and a dual-track scoring system for the evaluation of the ELVs recycling industry has been developed.
