To solve long-term environmental cleaning issues on coast, ocean, and river, Executive Yuan approved “Tribute to the Sea- Coastal Cleaning Maintenance Plan” in June 2020. It is a joint promotion by Environmental Protection Administration working with 9 governmental agencies and local governments from five dimensions, “cleaning, reduction, elimination, trans-parency, and education” to achieve the mutual agreement of each inch of land along the coastal line all over Taiwan being under the supervision and responsibility of waste clearance by a government agency. In addition, Dengue Fever is a virus disease via mosquitos that spreads the fast in the world, especially the severe epidemic tends to happen in tropical and subtropical areas. To effectively eliminate the breeding sources of vectors and mosquitos, epidemic prevention for Dengue Fever must be implemented.
In order to control the implementation quality of coastal cleaning maintenance and fulfill epidemic prevention for Dengue Fever, our executing team assists Environmental Protection Administration with our comprehensive planning and executing capabilities to achieve specific performance. The results of each task are as below.
1. Coastal cleaning strategies and plans
1) Drafting coastal cleaning strategies based on the current situation and characteristics of coastal environment; short-term and medium-term policy promotional goals have been established. Subsequently, we will continue assisting relevant policy dissemination.
2) Cross-agency and cross-department collaboration for coastal cleaning strategies have been drafted and will be proposed for discussion at meetings related to coastal environment.
2. Coastal cleaning supervision and information platform management
Currently, the on-site inspection of coastal environment has been implemented 55 times. The density of rubbish at the site was mostly clean or low density. For cleanrance supervision and transportation vehicle auditing, 107 times of on-site supervision and auditing and 21 times of transportation vehicle auditing have been implemented. There was no non-conforming situation found during the audits. In terms of messy coastal environment report auditing and its result, there were 20 reports. Each relevant unit has submitted a report for the subsequent handling of the issue.
3. Performance of integrating coastal environment cleaning works
Coastal Cleaning Information Platform must be updated regularly. The status of clearance at each coast from the previous month must be reported on 10th each month. There were 66 reports submitted. The assistance in handling rubbish elimination at relevant units attracted 44 groups to participate, and there were 4,325 people in total participating beach cleareanace activities. The amount of rubbish removed was around 14.5 tons, and the length of the coast line cleaned was around 44.8 km.
4. Hosting beach clearance activities and meetings related to coast
One session of “Hsinchu City Coastal Maintenance Cross-Agency and Cross-Department Performance Review Meeting” was held on April 1st, 2022 to clarify the responsibility division of each unit. Units that were not sure about their responsibility also carried out on-site survey to clarify the responsible area. On September 24th, 2022, one session of “Coastal Environment Educational Promotion” was held in Boguang Market in Hsinchu City. Environmental education promotion in the area that family would travel to could enhance people’s willingness of acceptance as well as deliver the awareness of environmental protection to the next generation. On December 7th, 2022, one session of “Hsinchu City Coastal Maintenance Cross-Agency and Cross-Department Performance Review Meeting” was held to explain the implementation of coastal cleaning maintenance of the year. On October 1st, 2022, autumn beach clearance activity was held, and senior officials were invited to the site for interview. With drone video shooting during the activity, it was then edited into a promotional video. Regarding the monitoring of beach waste PET bottles and rubbish composition, the monitoring from Q1 to Q4 has been completed on March 4th, 2022, May 18th, 2022, August 17th, 2022, and October 20th, 2022 respectively. According to the results of above, rubbish under the category of life and recreation accounted for 95.5%, 84.7%, 50％ and 62.8％. It was followed by the category of fishery and recreational fishing in 2.3%, 33.3%, 37.5％, and 37.1％. The top three wates of the low density and high dentisy from the investigation carried out over past years in Hsinchu City are PET bottles, plastic caps, and glass bottles.
5. Ecological mosquito prevention clinic and elimination of sources of Dengue Fever
Ecological mosquito prevention specialist refresher training was held on April 29th, 2022. There were 13 people participating the refresher course this year, all of them passed the training. 34 sessions of ecological mosquito prevention on-site diagnosis were carried out by the specialists passed refresher training this year. 16 sites from those communities that were diagnosed with potential breeding sources were selected for improvement implementation.
The project has carried out at least 1000 cases of Dengue Fever source elimination and auditing. Currently, 1,047 places in North District, East District, and Xiangshan District were audited (including additional audit of double mobilization). Relevant competent authority for the places that were found deficiency have been informed and requested early improvement.
Assessment members and business personnel at health offices and district offices were invited on March 28th, 2022 to discuss the implementation content and assessment method of Dengue Fever source elimination in Hsinchu City for 2022. On September 30th, 2022, on-site assessment was carried out by members. On October 27th, 2022, a rating competition of Dengue Fever source elimination in the three district offices was carried out. The three district offices all received the award of excellence this year and would continue working with district office cooperatives for breeding source elimination. On November 24th, 2022, breeding source incentive gift vouchers and promotional items were issued to the three district offices to forward to villages under their management.
6. Other matters that need to be handled
Audit of environmental agent labelling was implemented this year on 1,037 cases. 10 of them were with non-conforming labelling. The main reason was because those products have passed the validity. Vendors were requested to stop selling those products immediately.
Completed the dedicated webpage of Hsinchu City Bureau of Environmental Protection Tribute to the Sea Cleaning Maintenance Plan (http://hc-ocean.cityweb.com.tw/ocean/include/index.php) to help the public understand the content of Tribute to the Sea Cleaning Maintenance Plan promoted by the government. In addition, it provides in-depth recognition of the coastal cleaning maintenance behaviors organized by Bureau of Environmental Protection. The promotion of coastal environment maintenance adoption has successfully attracted 10 private enterprises in Hsinchu City，and the total length of coastal line adoption achieved 6,285 meters.
