The challenges in implementing improvement and reuse plans for most contaminated sites in the country include insufficient incentives and unfamiliarity with relevant regulations, leading to a cautious attitude among land stakeholders/managers. Therefore, this project aims to promote the implementation of improvement and reuse plans for contaminated sites from both policy support and practical execution perspectives. On the policy support front, efforts include enhancing management systems and implementing comprehensive measures. Through conducting three advisory council sessions and drawing insights from successful international cases, mechanisms for investing remediation funds into contaminated land reuse benefits will be formulated. Drafting operational guidelines for simultaneous subsidies for improvement and land reuse, and compiling "Contaminated Site Land Reuse Planning Guidelines" will also be undertaken for reference and understanding by local environmental protection agencies.
On the practical execution side, activities involve establishing demonstration cases and promoting activation systems. By organizing 26 research, on-site inspection, explanation, and discussion meetings (with a total attendance of 533), gaining in-depth understanding of the current situations of various sites, assisting land stakeholders in planning improvement and reuse pathways, and establishing a demonstration case in the Nantou Dagang section. The project will also compile a "Practical Handbook for the Activation of National Contaminated Land" for relevant responsible entities' reference.
Based on the implementation results, short, medium, and long-term promotion strategies will be developed. Utilizing resources invested in the demonstration cases of the project, a collaborative model across government agencies will be established, and the experience will be shared through results-sharing seminars, case compilations, etc. This will sequentially guide other government agencies and local governments to actively seek cooperation with the central government, encouraging the integration of contaminated land reuse with net-zero carbon emissions, local revitalization, technology verification, and more. Ultimately, this will stimulate local governments and land stakeholders to proactively seek collaboration with third-party developers, establish administrative contracts, promote public-private business partnerships, and accelerate the improvement of contaminated land.
