111年度強化機動車輛、營建工程噪音管制暨提升噪音陳情案件稽查品質管理計畫

中文摘要 本年度計畫協助環保署進行使用中車輛噪音管制相關作為,包括持續掌握噪音車輛稽查管制情形、提供各縣市環保局車輛噪音諮詢或現場技術等支援服務,推動聲音照相科技執法相關作業。已完成「聲音照相科技執法1.0」搭配麥克風陣列之「簡易型聲音照相設備(即聲音照相科技執法2.0)」及現場驗證測試,初步已可排除多車噪音干擾(含對向車道),應用科技強化稽查以篩出高噪音車輛,協助多車源辨識,以提高執法效率。 另評估聲音照相應用在營建工地噪音管制可行性,已完成蒐集國內外市面上科技執法聲音照相技術,參考並完成「營建工程科技執法」規劃書、主要設備建置、法規面及執行面(監測方法)之研析,以不同樣態完成5場次營建工程實機測試,及協助完成研擬次階或微型營建工地噪音感測器,規劃採用Class 2麥克風(MEMS)整併既有空氣感測器(介面均採RS-485),以降低設置成本。針對環境影響評估中常見營建工程噪音承諾事項及模擬預測等之技術規範提出建議。 已完成調查工廠案例30例,初步結果以低頻噪音稽查處理即可,必要時振動測量可做為輔助;由振動及低頻噪音頻譜圖所示,兩者交疊之頻率為20 Hz至80 Hz,將相關結果反饋完成增修訂「環境振動管理指引」內容。

The project for noise control of in-use vehicle and construction and improve the quality management of the inspection of noise complaint and petition cases

英文摘要 This project assists the EPA in controlling noise from vehicles in use, Including the inspection and control of noisy vehicles, providing consultation and support for noisy vehicles, and promoting related operations of acoustic cameras. Completed combined tests for microphone array with “Acoustic Camera Technology Law Enforcement 1.0” and “Simplified Acoustic Camera Equipment” (Acoustic Camera Technology Law Enforcement 2.0), and on-site verification tests. The results show that multi-vehicle noise interference (including opposite lanes) can be preliminarily excluded. Advanced technology was used to strengthen inspections in order to screen out high-noise vehicles and identify multiple vehicle sources, so as to enhance law enforcement efficiency. Also assess the feasibility of applying acoustic cameras to noise control on construction sites. Completed collection of information on tech enforcement acoustic camera technologies on the market at home and abroad. Referenced and completed the Proposal for “Technology Law Enforcement on Construction Projects”, main equipment setup, and analysis on regulations and their implementation (monitoring method). Five real-machine tests on construction projects were conducted in different forms. Assisted in completing research on the noise sensor for secondary or small construction site and planning to combine Class 2 microphone (MEMS) into the existing air quality sensor (RS-485 was used as interface) in order to reduce setup costs. Proposed on technical specifications such as noise commitment issues and simulation prediction often required for construction projects in the environmental impact assessment. Completed investigation of thirty factory vibration cases. Preliminary results indicated that low-frequency noise inspections would be enough to deal with the issue of environmental vibration. When necessary, vibration measurements can be used as an auxiliary measure. As shown by the spectrogram of vibration and low-frequency noise, overlapping of frequency of the two factors is 20 – 80 Hz. Related results were used to update and revise the content of the “Guidelines for Environmental Vibration Management.”
