111年度花蓮縣空氣品質淨化區-空氣品質監測暨CEMS監督查核計畫

中文摘要 (一) 室內空氣品質作業 111年計畫已針對縣內28家列管單位、非列管單位共17家進行直讀式儀器巡檢作業,於4月起開始執行巡檢作業,其列管單位檢測結果CO2於350~670ppm之間,非列管場CO2亦低於700ppm,各場所皆符合法規標準。並於巡檢單位中挑選室內空氣較不良或特殊情形之7家列管或非列管場所以邀請2位室內管理相關專家學者提供改善作為等方式進行現場診斷服務。另計畫追蹤本縣列管場所及非列管場所自主標章達成情形,111年在取得優良級標章部分已完成7家(已達考評標準)。非列管場所部份,以3倍家數巡檢方式代替考評標準。 (二) 空氣品質監測站操作維護 維持本縣轄內空氣品質人工測站(3處)及自動測站(2處)正常運轉,以完成人工測站三站每月各二次TSP、PM10、PM2.5、落塵的收放樣與維護工作;自動測站部分也完成2站每月各二次的定期維護。 1、 人工測站操作維護作業及監測結果 三座人工測站中TSP、PM10、PM2.5採樣器在正常操作及進行定期維護作業的情形下,截至111年12月底止共進行24次定期維護工作,並未發生臨時故障而需額外檢修之情形並按季執行多點校正及維護。111年人工測站TSP 1-12月平均測值為16μg/m3,較去年同期平均值下降24%,較前三年同期平均值下降40%。PM101-12月平均測值為15μg/m3,較去年同期平均值下降22%,與前三年同期平均值下降32%。PM2.51-12月平均測值為6μg/m3,較去年同期平均值下降26%,較前三年同期平均值下降40%。111年落塵量與110年同期差異不大,111年落塵量1-12月平均值為3.4(公噸/平方公里/月)符合法規標準。整體來看111年人工測站各測項平均值皆有比去年及前三年較低之趨勢,經計畫研判為環保局測站鄰近工程(台灣基督長老教會美崙教會109/4/30~110/12/31)所導致。 (TSP年標準值130μg/m3、PM10年標準值35μg/m3、PM2.5年標準值15μg/m3) 2、 自動測站操作維護作業及監測結果 本年度計畫要求每月進行二次定期維護。截至111年12月底止,本團隊針對鳳林測站之監測設備共進行24次定期維護工作,按季執行自動測站年度維護及校正。本計畫執行期間,鳳林測站1~12月的資料可用率平均達85%以上,自動測站每月採樣資料皆如期完成資料提送。111年1-12月鳳林測站SO2、NO2、CO、O3等監測項目由圖顯示與環保署花蓮測站比較無太大差異性,另外在鳳林測站PM10 111年1-12月平均測值為17μg/m3,較去年同期平均值下降32%,與前三年同期平均值下降41%。玉里PM10 1-12月平均值13μg/m3,較去年同期平均值下降23%,與前三年同期平均值下降13%。 (PM10年標準值35μg/m3) 3、 地方特色管制成效與成果PM10及PM2.5相關管制或研究工作 1. 比較2022年1至10月與2021年於不同氣流來源影響下花蓮縣指定測站所採集PM2.5微粒特性差異。相較於2021年,於不區分氣流來源影響下所測得PM2.5的平均質量濃度減少1.0 μg/m3;其中以高壓迴流影響下減少1.4 μg/m3最高;東北季風影響下減少0.3 μg/m3最低;太平洋高壓影響下與西南氣流影響下皆減少1.0 μg/m3;源自中國大陸影響下則增加1.0μg/m3。2022年1至10月整體PM2.5質量濃度雖然較2021年為低,但是氣流源自中國大陸影響下所採集PM2.5微粒質量濃度卻較2021為高,也連帶使得較易將中國大陸污染帶入花蓮地區的東北季風型其PM2.5質量濃度減少幅度低於整年平均。 2. 分析2022年1至10月與2021年氣流源自中國大陸影響下的優勢物種差異,仍以SO42-的增加最高達0.62 μg/m3佔質量濃度增量的62%。PM2.5微粒中二次衍生微粒推估量增加1.13 μg/m3,以氯離子損失法推估微粒中水溶性離子組成的推估結果,PM2.5微粒以硫酸銨鹽類增加0.58 μg/m3、硫酸鈉增加0.26 μg/m3。2022年1至10月受到源自中國大陸污染的影響較2021年為高,主要仍以SOX轉化成為硫酸鹽類(硫酸銨與硫酸鈉)等二次衍生鹽類為主要的貢獻來源。 (PM10年標準值35μg/m3、PM2.5年標準值15μg/m3) (三) 綠美化、空氣品質淨化區 為使污染淨化工作得以延續,本計畫今年度協助花蓮縣環保局持續推動之空氣品質淨化區巡視與輔導等工作,發現缺失督促管理單位改善,並辦理空品淨化區申影說明會協助更多鄉鎮市申請設置空品淨化區,以維護本縣良好空氣品質為目標。1-12月完成本縣空品淨化區共計有144處、新設24處巡查作業、4次空品淨化區現場考評、完成24處基地認養、完成2處校園綠牆施作、12處碳匯調查、補助閒置空地共5處基地。另提報單位參加環保認養署甄選活動,目前尚未公布成績。 (四) 大口呼吸 為配合縣政「大口呼吸」,本計畫依花蓮縣政府觀光處遊客人數統計資料選定太魯閣國家公園遊客中心、七星潭遊憩區、石雕博物館、東大門夜市商圈、花蓮火車站商圈、文創園區金三角商圈、鯉魚潭商圈、慶修院、太平洋公園(111年第三季起由於施工封閉,將監測點為改至知卡宣綠森林親水公園)、北濱公園、花蓮港景觀橋(111年第三季起由於施工封閉,將監測點為改至美崙山公園)、美崙溪河濱公園、新天堂樂園、林田山等十四處熱門低碳旅遊景點,於每季進行1次於「假日日間時段」模擬遊客行經路線(步行約1小時),使用即時性微粒監測儀器進行PM2.5量測工作。111年各季監測結果綜整說明如下: 111年度配合縣政「大口呼吸」進行低碳景點PM2.5質量濃度量測結果綜整表。第一季以以即時性PM2.5量測儀量測的PM2.5質量濃度則介9~36μg/m3之間變動,平均值為17μg/m3;同時期花蓮空品站所測得PM2.5質量濃度則介8~22μg/m3之間變動,平均值為14μg/m3。 第二季以以即時性PM2.5量測儀量測的PM2.5質量濃度則介8~17μg/m3之間變動,平均值為11μg/m3;同時期花蓮空品站所測得PM2.5質量濃度則介2~10μg/m3之間變動,平均值為5μg/m3。 第三季以以即時性PM2.5量測儀量測的PM2.5質量濃度則介9~16μg/m3之間變動,平均值為12μg/m3;同時期花蓮空品站所測得PM2.5質量濃度則介4~13μg/m3之間變動,平均值為9μg/m3。 第四季以以即時性PM2.5量測儀量測的PM2.5質量濃度則介7~19μg/m3之間變動,平均值為13μg/m3;同時期花蓮空品站所測得PM2.5質量濃度則介2~13μg/m3之間變動,平均值為7μg/m3。 (PM2.5年標準值15μg/m3) (五) 煙道連續監測系統CEMS 計畫依據合約規範進行本縣五大廠(台泥和平廠、亞洲水泥花蓮廠、和平電廠、中華紙漿廠、台泥花蓮停工狀態)CGA、RATA、OP、電位及訊號比對、現場查核等查核作業,結果均符合法規限值。 111年1-12月計畫完成13根次CGA標準氣體查核作業;48根次RATA監督查核作業;3根次RATA稽查檢測作業;68根次監督定期檢測OP作業;36根次電位及訊號輸入比對作業(延續108年創新作法儀器進行比對);有效監測時數百分率為97%。統計1-12月各項作業皆符合法規標準。 RATA及CGA測試查核結果評估各廠目前儀器操作維護狀況,和平電廠P001及P002其各監測項目RATA及CGA測試查核結果均低於法規性能規格之二分之一,CGA測試結果並無長期負偏差現象,近3年現場查核檢視其操作維護狀況均依確認報告書各項維護項目及頻率執行,儀器狀況良好。 (標準氣體查核準確度% : -15%≦(CGA)準確度≦15%) (相對準確度RA≦10%) (六) 宣導說明會及會議 1、 空品淨化區經營管理暨室內植物宣導說明會 本次會議邀請縣府內各局、處及各鄉鎮市公所辦理設置相關人員與現有空品區養護單位承辦人員,於111年2月16日辦理一場次,藉由說明會希望能鼓勵及督促鄉鎮市公所負責提出空品淨化區設置計畫書及督促進行既有空氣品質淨化區維護管理,也藉由說明會可提升對於公眾環境中有哪些適合的室內植物可改變空氣品質的觀念,以及說明環保署補助綠牆計畫內容。統計至12月底,已有2家學校施作校園綠牆及5家單位申請綠美化補助。 2、 CEMS連線說明會 出席廠商有中華紙漿廠、台泥花蓮廠、台泥和平廠、亞泥花蓮廠及和平火力發電廠出席會議。本次會議要求各業者,務必遵守固定污染源空氣污染物連續自動監測設施管理辦法相關規定,避免因違反法規而遭罰鍰。 3、 室內空氣品質自主管理宣導說明會 邀請環保署長官擔任講師,針對第一批、第二批公告場所及預公告場所。對室內空氣品質有特別需求之場所單位,說明該法規之稽查標準、流程、改善方式、罰則及111年推動室內空品自主管理標章等,以及如何落實室內空氣品質自主管理機制,俾使各單位機關可預先作好室內空氣品質管理工作,以因應未來能符合本法規定。同時說明歷年來環保局查核時遇到之常見問題進行討論。統計至12月底,已有7家場所完成申請優良級標章。 (七) 創新作為 為改善列管場所甲醛及TVOC造成室內空品不良情形及讓列管場所能順利取得優良級標章、良好級標章,並使本縣列管場所感受環保局對列管場所之關注及用心,於111年針對本縣第一批列管單位14家、非列管單位17家(含人數達100人以上之幼兒園)進行「室內空氣品質甲醛及TVOC輔導檢測服務」作業,並分為3階段執行以下說明。計畫依照規劃期程進行場所調查,統計至12月底已完成第一~三階段作業(調查並記錄各列管單位及非列管單位營業時間之尖峰時段、近3年內是否進行裝修等等)。經計畫進行第二階段檢測結果,經計畫調查結果,有17家第一批場所及非列管場所甲醛檢測值高於環保署公告標準0.08ppm,,經計劃深入了解後得知因4~7月由於第一次檢測期間適逢新冠肺炎疫情升高,各單位屬於幼兒及學生教育場所,教室空間比起列管場所來說相對狹小,加上教室清潔消毒的次數頻繁,消毒液逸散之氣體也容易殘留,因此而影響檢測儀器判斷甲醛濃度之數值。計畫於10月進行第二次檢測後各場所皆符合環保署甲醛公告標準0.08ppm。另計畫挑選檢測數據略接近標準值及非列管場所等單位進行專家學者輔導,經由委員輔導及建議後共有7家單位申請完成優良級標章。

111 Annual Hualien County Air Quality Purification Zone-Air Quality Monitoring and CEMS Supervision and Inspection Plan

英文摘要 (1) Indoor air quality work The 111-year plan has carried out direct-reading instrument inspection operations for a total of 28 managed units and 17 non-listed units in the county. (2) Operation and maintenance of air quality monitoring stations Maintain the normal operation of air quality manual measurement stations (3 locations) and automatic measurement stations (2 locations) within the jurisdiction of the county, in order to complete the collection and release of TSP, PM10, PM2. Maintenance work; the automatic station part also completes the regular maintenance of the two stations twice a month. 1. Manual station operation and maintenance operations and monitoring results TSP, PM10, and PM2.5 samplers in the three artificial stations are under normal operation and regular maintenance operations. As of the end of December 2011, a total of 24 regular maintenance work have been carried out, and no temporary failures have occurred and additional maintenance is required. (PM10 annual standard value 35μg/m3) 3. Effects and achievements of local characteristic regulation PM10 and PM2.5 related control or research work 1.. Compare the differences in the characteristics of PM2.5 particles collected at designated stations in Hualien County from January to October 2022 and 2021 under the influence of different airflow sources. Compared with 2021, the average mass concentration of PM2.5 measured without distinguishing the influence of the airflow source decreased by 1.0 μg/m3; among them, the highest decrease was 1.4 μg/m3 under the influence of high-pressure backflow; the decrease was 0.3 μg/m3 under the influence of the northeast monsoon. Although the overall PM2.5 mass concentration from January to October 2022 is lower than that in 2021 , but the mass concentration of PM2.5 particles collected under the influence of airflow originating from mainland China is higher than that in 2021, which also makes the PM2.5 mass concentration decrease in the northeast monsoon type, which is easier to bring pollution from mainland China to Hualien, by less than that in 2021. Many townships and cities have applied for the establishment of air purification areas, with the goal of maintaining good air quality in the county. From January to December, a total of 144 air purification areas in the county were completed, 24 new inspections were established, 4 on-site evaluations of air purification areas were completed, 24 base adoptions were completed, 2 campus green wall constructions, and 12 carbon sinks were completed. A total of 5 bases were surveyed and subsidized for idle vacant land. In addition, the reporting unit participated in the selection activities of the Environmental Protection Agency, and the results have not yet been announced. CEMS Connection Briefing Session The participating manufacturers included Zhonghua Pulp Mill, TCC Hualien Plant, TCC Heping Plant, Ya Cement Hualien Plant and Heping Thermal Power Plant attended the meeting. (7) Innovative actions In order to improve the bad situation of indoor air quality caused by formaldehyde and TVOC in the controlled places and enable the managed places to obtain the excellent grade mark and the good grade mark smoothly, and make the county's managed places feel the attention and dedication of the Environmental Protection Bureau to the managed places , in 2011, the "indoor air quality formaldehyde and TVOC counseling and testing service" was carried out for 14 of the county's first batch of managed units and 17 non-scheduled units (including kindergartens with more than 100 people), and it was divided into 3 stage executes the following instructions.
