GEGA ENGINEERS ＆ CONSULTANTS CO., LTD. assists the Environmental Protection Bureau, Chiayi City. (hereinafter referred to as the Environmental Protection Bureau) to implement the "2022 Chiayi City Water Pollution Source Inspection, Water Pollution Fee Collection and Verification, Water Pollution Prevention and Control Permit Review, and Water Conservation and Pollution Reduction Publicity Plan” (hereinafter referred to as the “Plan”). Its implementation period is from January 23, 2022 to December 31, 2022, and the planned funding is NT$7.129 million.
This Plan is related to environmental background data and water quality monitoring of river basins in Chiayi City, with a view to scientifically analyzing the relative relationship between environmental geography and water quality data, and implementing river pollution prevention and scientific inspection operations in the jurisdiction, and then putting forward relevant strategies and suggestions for the vision planning of water quality improvement in river basins.
The statistical period of this report is from January 23, 2022 to December 31, 2022. The summary of the work content and implementation results is as follows.
A、Water pollution source inspection and water pollution fee collection review plan:
(A) Inspection and sampling of water pollution monitoring businesses
This year, 216 inspections should be completed, and a total of 303 inspections have been completed. Sampling of runoff water should reach 147 times in general items, and 157 times have been completed; heavy metal sampling should reach 108 times, and 133 times have been completed. Sampling and testing results of the discharge water inspection showed that 4 cases exceeded the standard for discharge water.
(B) Checking operation of non-monitoring businesses
The work of this project should check 100 companies, and this plan has completed the check of 100 companies. In the statistical part of the inspection industry, the largest number of metal products manufacturing companies is 43, accounting for 43%. The inspection results showed that 11 factories were not in operation during the inspection, accounting for 11% and 7 factories were deserted, accounting for 7%. During the inspection process, no enterprises in the Water Pollution Act were found.
(C) Functional evaluation operation of wastewater treatment facilities for water pollution monitoring businesses
Based on the conditions of inspection and punishment records and abnormal declaration materials, 2 water pollution management companies, TLHM CO., LTD. (metal surface treatment industry) and Xinmingli Hardware Processing Factory (electroplating industry), were selected for functional evaluation. The initial evaluation of these two companies was completed in June, and experts and scholars were invited to handle the re-evaluation on August 3. Finally, a consultation meeting was held on September 21, and an improvement plan was requested based on the evaluation results during the meeting, to which the two businesses have already proposed accordingly.
(D) Automatic and continuous monitoring of water quality
Automatic and continuous monitoring of water quality has been completed in four businesses. Among them, GREAT EASTERN FOOD CO., LTD. was found that there was an abnormal pH (slightly acidic) part during the monitoring period. Subsequent functional changes were proposed by the company, so the monitoring operation will be carried out after the changes are completed. The remaining 3 companies did not find any abnormalities during the monitoring period.
(E) Unidentified pipelines or hidden pipelines were checked and removed
A total of 4 unknown pipelines were seized, all of which were requested to be removed or closed.
(F) Regulations publicity briefing
Paying attention to the amendment announcement of the "Water Pollution Prevention and Control Law Business Classification and Definition", and actively handling one briefing session after the announcement.
(G) Checking operation for the collection of water pollution charges
The water pollution fee of 7 companies (140%) were checked. There were 55 periods in total that needed to be checked, and 34 periods needed to be corrected. The error rate is 61.8%. There were 6 operators involved in the recalculation of water sewage fees, and the amount of supplementary payment was NT$33,224.
(H) Guidance and promotion of water environment patrol team
1 leadership meeting, 2 education and training months, 1 stream cleaning activity and 1 observation activity had been held, and another leadership meeting will be held in November.
(I) Water Pollution Remediation Promotion Group Meeting
The first session was held on May 30, and at the meeting, it was proposed to ask the Chianan Management Office, Irrigation Agency, Council of Agriculture, Executive Yuan to send personnel to inspect at least once a week and record the inspection status. In addition, inspections must be strengthened during the flood season, typhoon season and heavy rain. If there is any garbage or leaves, it must be removed to prevent flooding.
The second session was held on November 11, and at the meeting, it was proposed to ask the Public Works Department to assist in providing the relevant geographical maps (GIS layers) of the sewage collection area in this city (including the river and bridge point stations affected by the discharge outlet of the drainage channel) to the Environmental Protection Bureau , and the Environmental Protection Agency should clarify the estimated pollution of river basins, and then find out appropriate reduction methods in order to improve the deterioration of the phenomenon.
(J) Field investigation and current situation analysis of animal husbandry
There are a total of 5 pig farms under monitoring, namely Mingxiu, Jin Cong, Chiayi University, Lin Kunlu and Qiufu Livestock Farm Lin Kunlu has been demolished and closed on October 5. There are 3 companies in this city who have plans to use biogas slurry and residues as fertilizers for agricultural land.
B、 Water pollution prevention and control license review and water saving and pollution reduction publicity plan:
(A) Assistance in reviewing applications for permits for water pollution sources
Assisted in completing 83 reviews, including 50 discharge permit reviews, 30 runoff wastewater reduction plan reviews, 1 waste (sewage) water management plan, and 2 storage permits.
(B) Domestic sewage reduction publicity activities
Having assisted in handling 3 publicity events which included 2 physical publicity events with 400 participants; Facebook has handled 1 12-day publicity event, and the Facebook promotion received a total of 125 likes and 22 re-shares, reaching a total of 2,178 people and interacting with 245 times.
(C) Supervise and urge regular cleaning of septic tanks
Supervise the regular cleaning of the sewage treatment facilities and septic tanks of the agencies under the jurisdiction and school buildings. 26 companies have been inspected, of which 25 companies have completed the cleaning. The other one has not been cleaned up because it has not been established for one year.
(D) Supervise the start-up operation of community sewers
There are 26 sewers in the community under management, and 26 of them have completed the inspection and publicity. According to the results of the on-site inspection of wastewater treatment facilities, the operation rate has reached 100%.
