二仁溪河道廢棄物場址之環境調查及清理方案評估專案計畫

中文摘要 經濟部水利署「二仁溪河道廢棄物清理實施計畫第二期(草案)」所列4處清理標場址所需清理經費龐大,其中請環保署負擔部分高達13億9,226萬元。爰此,委辦本計畫針對廢棄物進行分類補充調查,瞭解廢棄物分類減量之可行性及重新分類估算廢棄物確實數量,並評估廢棄物移除之必要性及廢棄物去化管道等,研提場址廢棄物現地清除及分類方案與因應之建議對策,及場址廢棄物清理去化時之督導及品管措施,研議更經濟、效益之處理方案。 本計畫執行成果包括:1.評估河道廢棄物場址對二仁溪水體環境之影響:蒐集彙整與本案有關之河川水質及底泥調查資料、現勘確認調查區域及場址鄰近河川環境採樣等現場工作、水質及底泥樣品分析等。依據所蒐集彙整與本案有關之河川水質及底泥調查資料,提出二仁溪近期河川水質及底泥調查報告。2.辦理場址廢棄物分類補充調查,研提現地清理分類方案:蒐集彙整與本計畫相關之場址調查及清理資料、辦理場址廢棄物分類補充調查,並依據補充調查結果研提場址廢棄物現地清除及分類方案與因應之建議對策。3.訪視處理機構量能,研提去化方案期程及作業管理措施:工作內容包括廢棄物處理去化訪視、估算場址現地清理方案經費及作業期程、研提清理作業程序品管措施等。依據所蒐集二仁溪河道內場址之近期廢棄物調查結果,規劃及進行廢棄物處理去化訪視至少50家,研析二仁溪河道廢棄物去化管道、處理技術、處理量能及收受標準等,在本次報告已完成至少50家訪視。4.強化二仁溪河道廢棄物清理及水環境改善績效:工作內容包括運用遙控無人飛行載具(UAV)進行攝影及後續剪輯製作場址清理紀錄影片,召開座談會進行意見交流與溝通等。已完成場址UAV攝影紀錄,並蒐集及彙整本案歷史資料,剪輯製作場址清理紀錄影片;在112年3月31日邀集學者辦理1場次座談會。

Project for environmental investigation and removal plan assessment of Erren River waste site

英文摘要 Water Resources Agency, MOEA proposed "Errenxi River Waste Removal Implementation Plan Phase II (Draft)" requires a huge amount of removal funds for the four removal sites, of which the EPA is required to bear up to 1.39226 billion. Therefore, this project is commissioned to conduct a supplementary survey on waste classification, to understand the feasibility of waste classification and reduction, to estimate the exact amount of waste by reclassification, and to evaluate the necessity of waste removal and waste removal channels, etc. Research and propose on-site waste removal and classification schemes and countermeasures, as well as supervision and quality control measures for on-site waste removal, and discuss more economical and effective removal plans. In this project, the main works and major accomplishments were: 1.Assessing the impact of the waste site on the water environment of Erren River: Collect and compile river water quality and sediment investigation data related to this case, On-site work such as confirming the investigation area and environmental sampling of rivers adjacent to the site, water quality and sediment sample analysis, etc. Based on the collected and consolidated river water quality and sediment investigation data related to this case, proposed a recent river water quality and sediment investigation report on Erren River. 2.Conduct site waste classification investigation, Propose a plan for site removal: Collect and compile site investigation data and removal data related to this plan, Conduct site waste classification investigation, And based on the results of the site investigation, the on-site removal and classification of waste on the site and proposed the countermeasures. 3.Visit the capacity of the waste removal company, research and propose the schedule of the plan and operation management measures: The job content includes waste capacity of the waste removal company visits, Estimate the site removal plan funds and operation schedule, Research and propose cleaning procedures, quality control measures, etc. According to the recent waste investigation results collected from the sites in the Erren River, Planning and conducting waste removal visits to at least 50 companies, Research and analysis of Erren River waste removal, treatment technology, treatment capacity and acceptance criteria, etc. At least 50 companies visits have been completed in this report. 4.Strengthening Erren River waste removal and water environment improvement performance: The job content includes using a UAV for photography and to make a documentary film of site removal, Hold a symposium for exchange of opinions and communication.The UAV photographic record of the site has been completed, and the historical data of the case have been collected and compiled, edited and produced to record the site removal; on March 31, 2023, scholars were invited to hold a symposium.
