111年廢機動車輛回收處理智慧化管理系統專案工作計畫

中文摘要 本年度共有4項計畫目標,包括「強化智慧辨識系統(AI)輔助並提升稽核認證作業效能」、「配合廢車回收作業需求開發系統服務功能提升作業品質」、「辦理系統測試及資安防護工作維持系統穩定正常運作」及「辦理回收業者及認證團體教育訓練提升系統使用滿意度」。強化智慧辨識系統(AI)方面,本年度已完成建置AI輔助稽核認證辨識系統功能,並持續訓練及強化AI辨識模組,辨識通過率已達94.8%,約可節省78%雲端稽核作業時間;開發系統服務功能方面,本年度持續擴充廢車回收一站通便民服務,增加「老舊機車淘汰補助」、「換購電動機車獎勵」及「溢繳汽燃費直退獎勵金帳戶」等8大服務,減少車主臨櫃辦理及申辦作業時間;維持系統穩定運作方面,本年度廢車e化收車比率達99.3%,引擎雲端稽核通過率達97.8%,並透過蒐集系統使用者意見,優化及新增各項系統功能;辦理回收業者及認證團體教育訓練方面,本計畫共辦理6場次全國業者及認證團體教育訓練,透過教育訓練共同交流及研商精進系統作法,另協助環保署辦理「舊車回收給評抽好禮」記者會及抽獎活動,向民眾宣導廢車回收一站通便民服務,並透過服務滿意度評比活動,激勵回收業者提升服務品質。

2022 Project of AI-based Waste Vehicle Recycling Management System

英文摘要 This project contained four goals, namely enhancing artificial intelligence (AI)-based recognition system to assist and improve the efficiency of audit and certification, developing system service functions to meet the requirements of waste vehicle recycling and improve the process quality, performing system testing and information security to maintain stable and normal system operation, and organizing educational training for recycling enterprises and certification groups to improve system satisfaction. To enhance AI technology, this project completed the AI-assisted audit and certification recognition system and continued to train and strengthen the AI recognition module. The accuracy rate has reached 94.8%, saving 78% working time of cloud audit. For developing system service functions, this project continued to expand the one-stop service for waste vehicle recycling. Eight services, including subsidies for old and phase-out scooters, incentives for replacing old scooters with electric scooters, and direct refund incentives for overpayment of gas and fuel, were added to save vehicle owners’ time at the counter and their application time. To maintain system stability, the e-collection rate of waste vehicles reached 99.3% this year, and the cloud audit rate of engines reached 97.8%. Various system functions were optimized and added based on the feedback from system users. For organizing educational training for recycling enterprises and certification groups, this project organized six training sessions for enterprises and certification groups nationwide. Through these training sessions, participants exchanged ideas and discussed measures to improve the system. In addition, this project assisted the Environmental Protection Administration in organizing a press conference named Raffle for Comments on Waste Vehicle Recycling System and a raffle to promote the one-stop service for waste vehicle recycling. Through activities such as service satisfaction evaluation, this project encouraged recycling enterprises to improve their service quality.
