To encourage the public to phase out petrol scooters and purchase electric scooters, the Environmental Protection Administration (EPA) announced two policies in January and May 2022, respectively, namely the Greenhouse Gas Emission Reduction Reward Program for Phasing Out Petrol Scooters and Purchasing Electric Scooters and the Greenhouse Gas Emission Reduction Benefit Matchmaking Service Procedure for Phasing Out Petrol Scooters and Purchasing Electric Scooters. This project was developed based on the policies to establish a management system for carbon emission reduction reward applications, assisting in the application, review, and funding processes. This project consisted of five primary tasks, including planning and establishing the Carbon Emission Reduction Reward System for phasing out petrol scooters and purchasing electric scooters; assisting in the reviewing processes; providing consultation hotline services on law and regulation interpretation, application process guidance, and system operating instructions; maintaining the carbon emission reduction reward system; providing other administrative support. For planning and establishing the Carbon Emission Reduction Reward System, this project established the application function for the public and the review function for associated agencies. A total of seven functional modules and 24 functional groups were completed. To effectively promote the applications for phasing out petrol scooters and purchasing electric scooters, three online system introduction meetings and three physical promotion seminars were organized. Regarding assisting in the case review process, the project team reviewed a total of 21,305 cases and analyzed the applications and questions. Among the reviewed cases, a total of 21,270 cases were approved, resulting in a reduction of 48,921 tons of carbon dioxide equivalent. This project analyzed the numbers of applications and inquiries. The number of applications per month ranged from 1,412 to 3,880, with an average of 2,477 cases. The number of inquiries was 1,603, accounting for 7.5% of the total applications. The analysis of the distribution of vehicle registrations and vehicle brands indicated that new vehicle registrations were primarily in the six municipalities (78.9%); Taichung City (18.5%) dominated the proportion, and Gogoro Taiwan Limited (75.1%) dominated the vehicle brand selection. The analysis results could serve as a reference for the EPA to improve and adjust the system in the future. As for providing consultation hotline services, this project compiled frequently asked questions and created a Q&A collection to answer the public’s questions while filing applications. To maintain the Carbon Emission Reduction Reward System, this project optimized and added new functions to the system based on suggestions from customer service and exchange meetings. For other administrative support, this project assisted in organizing matchmaking meetings for electric scooter manufacturers and distributors to introduce the matchmaking system and system operation before launching the media service platform. This project also organized press conferences for the launch of the matchmaking platform to announce the launch schedule.
