To improve the recyclable waste management system and enhance the recycling of resources, the EPA commissioned the "2022 Project on Recyclable waste management and Recycling" to evaluate the optimal recycling management model by investigating the development strategy of disposable packaging products and the current situation of waste container disposal, and strengthening the economic incentive tools of the current recycling system.
In addition, through the maintenance of the Information Area for marine debris recycling and label application, the industrial chain is connected. Through the verification of the recycled or secondary materials of the subsidized organizations of waste plastic containers, the establishment of hierarchical subsidy supporting measures is aimed at promoting the management and recycling of recyclables through the implementation of this scheme, improving the efficiency of recycling, and promoting the recycling of resources. Relevant achievements include:
1、Investigate the single-use packaging regulations or development strategies of the United Nations, the European Union, Japan, South Korea, China, and other government agencies and target enterprises. Evaluate and analyze various development strategy indicators and discuss the feasibility of applying them to Taiwan's recycling system, and investigate the current status of waste containers such as iron, aluminum, common plastics, paper, and glass in Taiwan. In addition, it studies and analyzes the recycling situation of waste containers of various materials in Taiwan from 2017 to 2020 and the recycling and processing technology. Formulate implementation strategies for the implementation difficulties encountered by waste containers of various materials in order to achieve the purpose of resource recycling, and use key performance indicators (KPI) as the basis for assessment. Finally, according to the production, consumption, waste management, and secondary material market of each material, a circular blueprint is drawn for the reference of subsequent policy implementation.
2、Review the latest market prices of scrap iron, scrap aluminum, scrap plastic, scrap glass, scrap paper, and other materials in the recycling market from January to October 2022, and formulate relevant measures as the EPA's response to issues such as the operation of the recycling system and the income of recyclers at all levels; according to the survey results, the correlation between the cost of recycling, removal, and treatment with market price fluctuations and the value of recycled materials was analyzed. It was found that the domestic and foreign prices of waste paper were significantly positively correlated. Proposed 2 green design proposals to improve material recovery and source reduction, including single-color beverage bottles to enhance material recovery and paper containers (including aluminum foil packs) without straws or plastic straws for source reduction; container recycling and processing high-valued cross-industry alliance strategy.

4、Through the investigation of the current recycling and processing procedures of waste packaging foamed plastic, the inspection of 10 recycling plants, the supervision of audit certification operations, and the review of executive reports and accounting reports, proposed measures to improve the recycling management of executive agencies and the recovery rate method of the association, based on which the proposals for amendments to the content of the draft recycling contract run by the association itself in 2023~2025 were included.
5、Regarding the establishment of a verification system, in terms of marine waste labels, international environmental protection labels, relevant verification of recycled products, and domestic and foreign marine waste labels and waste labels have been collected for analysis and comparison, as a training program for my country's marine waste recycling product label system. As a reference, we have also launched a plan to update the function of the Information Area for marine debris recycling and label application. 6、This project accomplished data collection and analysis of recycling technology, usage, and industrial application of recycled PET granules, within the range of Taiwan, the European Union, the United States, Japan, Canada, Switzerland, Austria, and various international organizations.
