111年度嘉義市資源回收暨源頭減量工作計畫

中文摘要 嘉義市政府環境保護局為持續推廣資源回收工作,委由本執行 團隊配合定期執行責任業者、販賣業者、限用對象、回收處理業及 回收個體業者之輔導及稽查,辦理資源回收教育及宣導工作(大型 活動、資源回收兌換及法令宣導說明會等),協助辦理轄內資源回 收站形象改造補助設置作業、循環經濟資收大軍及資收關懷計畫、 及辦理計畫配合事項,如撰寫形象改造成果報告、資源回收績效成 果報告等資源回收工作績效考核相關工作等。 計畫成果包括責任業者落實登記、申報、繳費及回收標誌輔導 作業,在定期(每單月)通報業者主動申報共分為三階段,統計至12 月止,第一階段寄發電子郵件通知未申報業者共計發出534封電子 郵件、第二階段電話通知未申報業者共計316通電話告知、第三階 段針對仍未申報之業者,則到場稽查輔導件數共計31件。而在責任 物商品稽查部分,共計執行180家通路業者及372件商品主動稽查, 查獲36件疑似違規責任物,包括玻璃容器20件、塑膠容器8件、鐵 容器6件及乾電池2件;辦理環保署函請及其他縣市移入(送)之未 登記、未按期申報繳費及未標示回收標誌等違規責任業者之稽查與 處分工作,共計35件(20件未違規、15件限期完成登記)皆已完成輔 導;而在販賣業者逆向回收輔導查核作業及宣導工作,列管之販賣 業者共計有576家,新增155家,故列管之販賣業者共計有731家次, 統計至12月止,共稽查731家次,達成率達100%,其中有43家業者 歇業解除列管、15家非連鎖業者解除列管、2家無販售四機解除列管、1家遷移至他縣市解除列管、1家重複列管解除列管,查核過程 中相關業者均非常配合且均符合規定、未違反相關規定,查核人員 將持續針對販賣業者是否有違規情形加強巡查;另在資源回收相關 稽查工作、成果彙整及考核庶務工作,辦理社區、機關、學校、團 體之資源回收分類執行情形,統計至12月止,已完成稽查社區504 處、機關24處、學校73處及團體16處,共計已巡查617處,並輔導 有設置資源回收桶之社區,針對回收物進行細分類及自行變賣;轄 內從事回收、處理業共計有24處,其中3處已取得登記證,累計共 285件次到場查核,回收商不合格的原因大多為「回收物堆置公有 道路」、「無明確標示沖淋設備或設置緊急告示牌」、「回收物分 區不明確或無明確標示」及「回收場地面髒亂」,已陸續輔導業者 完成改善,自7月起未再接獲回收商相關陳情案;協助辦理廢機動 車輛占用道路通報巡查工作,張貼移置共計851台;在破袋稽查共 分為定點破袋及沿線破袋,定點查核已執行98處及沿線查核72處, 共計破袋1,287包,開立勸導單已達32件,破袋不合格率2.49%;資收個體業者輔導管理已完成239處訪查,含追蹤複查共計達286人次, 缺失原因大多為堆置路邊或超量堆積,已輔導缺失者定期清運並避 免超量堆積;已媒合19位循環經濟資收大軍協助社區或里進行資源 回收推動工作;資收關懷計畫補助共補助53位,目前經費共支應278 萬1,263元,經費執行率為93.33%;歷年形象改造資源回收站追蹤 查核28處,現場查核中20處單位設備妥善保存並使用正常,另 8處 查核有異常情形,大多為耗材或設備損壞;里資收便利站目前設有 14站,截至目前止共辦理274場次,共回收79,306.2公斤及家電資 訊類共1,278台,兌換累積人次達9,721人;廢農藥容器及廢玻璃巡 迴回 收活 動, 共 辦理6場 次, 回 收廢 農藥 罐 958.1公斤 及廢 玻璃瓶 1,233.4公斤,兌換累積人次達114人;針對廢玻璃容器易遭棄置地 點,加強巡檢清理作業,累計已巡檢26處,共計已清理10處;巡迴 資收物兌換活動或環保DIY實作活動已辦理25場,共計有1,354人次 參與,透過兌換活動及DIY傳達資源再利用觀念;辦理1場次大型宣 導活動,傳達減塑消廢綠生活,落實無垃飲食,活動當日共有758 位參與;生廚餘清運專案包括茶葉渣清運量共回收96,945公斤及果菜市場菜葉堆肥52,800公斤;限塑管制對象,已完成598件查核, 其中62處歇業及95處重複列管,其餘441處皆符合相關規定,並未 發現主動提供塑膠袋之情形,於現場稽查時觀察,各店家皆會主動 提醒消費者,購物時自備可重複使用之購物塑膠袋;一次用塑膠類 免洗餐具,針對8項行業別共查核260家皆符合規定,而各類材質免 洗餐具查核共計100家家皆符合規定,一次用塑膠吸管共查核107家 皆符合規定;辦理公立幼兒園學童宣導活動已完成5場次,共105位 學童參與,透過活動傳達資源回收的概念及分辨日常生活中各種容 器所屬回收類型的知能;有色廢玻璃容器再生料再利用量,已媒合 使用1,904.5公噸用於環保用地填土工程,後續建議訂定法規或參 考其他使用率佳之縣市作法,提升再生料使用率。

2022Year Chiayi City's Resource Recovery and Source Reduction Plan

英文摘要   With the aim of promoting recycling, the Environmental Protection Bureau, Chiayi City Government, The execution team it regularly conducts counseling and audits of responsible companies, vendors, restricted persons, recycling and processing industries, and privatelyowned recycling companies, education, and promotion of recycling (large events, recycling redemption and law promotion briefings, etc.), assists in setting up subsidies for image renovation of recycling stations within its jurisdiction, executes the circular economy recyclable army and recycling care programs, and conducts program supporting matters, such as writing reports on the results of image improvement, recycling performance, and other tasks related to recycling performance assessment. The program outcomes include implementing the responsible companies' registration, declaration, payment, and recycling codes counseling operations. Notification of regular (every odd month) active declaration to the companies is divided into three stages. From the statistics made until the end of October, in the first stage, 534 emails were sent to notify the non-declared companies; in the second stage, 316 telephone calls were made to inform the non-declared companies; and in the third stage, 31 on-site auditing and counseling sessions were conducted for the non-declared companies. We actively audited a total of 180 distributors and 372 products inspected, and 36 suspected violations were found, including 20 glass containers, 8 plastic containers, 6 iron containers, and 2 dry batteries. We conducted auditing and discipline work on responsible companies in violation upon the request from the Environmental Protection Administration, such as those who did not register when moving in from (delivering by) other counties and cities, those who did not declare and pay the within deadline and those did not put the recycling signs, with a total of 35 cases (20 cases were not in violation and 15 cases were given a deadline for completion of registration) counseled. We have conducted inverted recycling counseling, auditing operations, and promotion work on vendors. The total number of controlled vendors was 576. With 155 new vendors added, the total number of controlled vendors became 731. Based on the statistics until October, we have made a total of 731 audits, achieving a rate of 100%. Among them, 43 companies were closed and were de-registered from the control list, 15 non-chain companies were de-registered from the control list, 2 did not sell the machines and were de-registered from the control list, 1 moved to other counties/cities and was de-registered from the control list, and 1 duplicate was de-registered from the control list. During the auditing, the relevant companies were very cooperative. They complied with the requirements and did not violate the relevant regulations. Next, we are also responsible for auditing, compiling, and evaluating recycling results and handling the implementation of recycling classification in communities, institutions, schools, and organ izations. Based on the statistics made until October, we have completed auditing 504 communities, 24 institutions, 73 schools, and 16 organizations, with 617 facilities inspected. We also counseled the communities with recycling bins on the detailed classification of the recyclables and selling them independently. There are 24 recycling and processing facilities within the jurisdiction. Among them, 3 of them obtained the registration certificate. We conducted a total of 2 85 on-site auditions. Most of the non-compliance reasons for the recycling vendors are “piles of recyclables on public roads,” “no clear indication of flushing equipment or emergency signs,” “unclear or no clear indication of recyclables classification zoning,” and “dirty floors in recycling yards.” We will continue to counsel operators to complete the improvements. We have not received statements related to the recycling companies since July. Upon being notified of the waste motor vehicles occupying roads, we assisted in handling the inspection work and posted relocation notifications on a total of 851 vehicles. The audit for broken bags is divided into the fixed-point broken bag and broken bag along the route. We have audited fixed-point broken bags in 98 places and broken bags along the route in 72 places, totaling 1,287 broken bags. The opening of the advisory sheet has reached 32 pieces. The non -compliance rate for broken bags is 2.49%. We have audited 239 places for counseling and management on privately-owned recycling companies, including 286 person-times of follow-up inspections. Most of the reasons for the deficiencies are piles on the roadside or excessive piles. We have counseled those with deficiencies to remove and transport the recycling and avoid excessive piles regularly. We hav e matched 19 circular economy recyclable armies to assist communities and villages in recycling. A total of 53 subsidies were provided under the recycling care program. A total of NT$2,781,263 has been spent so far, representing a 93.33% implementation rate of the funds. In the past years, 28 image-renovated recyclable stations were being followed-up and audited. During the on-site auditing, 20 units were properly preserved and used normally, while 8 units had abnormalities, mostly due to damaged consumables or equipment. There are 14 village-based recyclable stations, and a total of 274 sessions have been conducted so far, with 79,306.2 kg of recyclables and 1,278 units of home appliances collected and 9,721 people redeemed. We have held 6 sessions of waste pesticide containers and waste glass recycling tour activities and recycled 958.1 kg of waste pesticide containers and 1,233.4 kg of waste glass bottles, with up to 114 people redeemed. Some locations were easily disposed of with waste glass containers. We strengthen the inspection and cleaning operations in these locations. We have inspected 26 places, with a total of 10 cleaned. We have held 25 sessions of recyclable redemption tour activities or eco-friendly DIY activities, with a total of 1,354 people participating. The concept of resource reuse was conveyed through redemption activities and DIY activities. We organized one large promotional activity to convey the message of plastic reduction, waste reduction, green living, and implementing a waste-free diet with 758 participants. The raw food scrap removal project included the removal of 96,945 kg of tea leaf waste and 52,800 kg of composted vegetable leaves from fruit and vegetable markets. We have audited 598 cases of plastic restriction-controlled persons. Of these, 62 were closed, 95 were re-listed for control, while the remaining 441 complied with the relevant regulations. In addition, no active provision of plastic bags was found. During the on-site auditing, we observed that all stores would take the initiative to remind consumers to bring their own reusable plastic shopping bags. Regarding disposable plastic tableware, we audited 260 companies among 8 industries. We have audited 100 companies for disposable tableware of various materials, and all of them met the regulations. We have audited 107 companies for single-use plastic straws, and all of them met the regulations. We have held 5 sessions of propaganda activities in public kindergartens with 105 students participating. Through the activities, we conveyed the concept of recycling and the knowledge to classify daily recyclable containers. We have collected 1,904.5 metric tons of materials to be reused and recycled from colored waste glass containers and used them in fill constructions of recycling zones. Subsequently, we may suggest formulating regulations or referring to the practices from other counties/cities with good usage rates to enhance the usage rate of recycled materials.
