111年度推動使用中機車污染改善及機車排氣檢驗站品質管理計畫
| 中文摘要 | 機車排氣定期檢驗制度自民國85年起，推行至今已邁入第26年，本計畫係致力於檢驗站管理及設備審查作業、辦理機車排氣檢驗站補助款審查、評估及精進機車排氣檢驗管制成效等工作。檢驗站品質管理方面，持續研修各項檢驗設備認證程序，透過型式審查確保檢驗設備符合品質要求。歷年標準氣體抽驗結果長足改善，顯示透過標準氣體抽驗作業，確實能有效督促氣體廠商提升產品品質。針對機齡5年以上之排氣分析儀執行氣體比對抽查作業，據以瞭解分析儀實際漂移情形。 排氣檢驗站補助款審查方面，應用車牌辨識系統審查檢驗照片，確實針對所有照片車號進行把關，提升整體審查品質及效率。透過電子金流方式撥付補助款，並加強檢核補助款撥付所需申請文件，整體退匯比例維持於0.1%以下。 計畫期間運用106年至110年度機車排氣檢驗與稽查資料庫數據，評估近5年機車排氣檢驗成效，整體排放量逐年遞減，CO排放量降幅約28%，HC降幅則約20%，顯示整體管制成效良好。 | ||

The 2022 motorcycle emissions improvement and exhaust inspection station quality management program
| 英文摘要 | The regular motorcycle exhaust inspection system has been in place since 1996 and is now in its 26th year. This program is dedicated to the station management and equipment certification, subsidy evaluation of motorcycle exhaust inspection station, drafting pollution control strategies for motorcycles in service, etc. In terms of quality management of the inspection stations, we continue to improve various inspection equipment certification procedures to ensure that the inspection equipment meets the quality requirements through formality examination. Over the years, the standard gas sampling test results gradually improve, showing that it can indeed effectively urge gas manufacturers to improve product quality through the standard gas sampling test operations. A gas comparison sampling operation is performed for exhaust analyzers over 5 years old, in order to understand the actual drift of the analyzer. In terms of the subsidy review for exhaust inspection stations, the vehicle license plate recognition system is applied to review the inspection photos, and all photos of license plate numbers are scrupulously checked to improve the overall quality and efficiency of the review. The subsidies are disbursed through official E-billing system, and the check of the application documents required for subsidy disbursement has been strengthened, with the overall remittance rejection ratio maintained at less than 0.1%. During the program period, using the data from 2017 to 2021 of motorcycle exhaust inspection and audit database, we evaluated the effectiveness of motorcycle exhaust inspection in the past 5 years. The overall exhaust emissions have been decreasing year by year, with CO emissions decreased by about 28% and HC emissions decreased by about 20%, indicating good overall control results. | ||
