離島地區廢棄物減量及精進處理規劃策略工作委託專案計畫

中文摘要 本計畫蒐集離島廢棄物在地化處理相關書面資料,研擬離島廢棄物減量與精進在地化處理之策略,參考國際離島廢棄物在地化處理方式,以期減少離島廢棄物產生量,並以廢棄物能資源化之方向,以符合未來臺灣邁入循環經濟社會之長遠目標。另外,本計畫規劃 2 場專家諮詢會議,邀請相關專家分享離島垃圾在地化處理經驗,研討未來以循環經濟思惟與雲端管理廢棄物之方向。於蘭嶼辦理 1 場次環境教育推廣活動,邀請離島清潔隊分享在地化處理效,並參訪在地垃圾處理廠商,互相交流環保業務。為促進大眾更加認識總隊業務,本計畫製作一廢棄物處理精進作為影片,並規劃 10 則政策圖卡貼文,作為社群平台上與民溝通之媒宣素材。本計畫蒐集與調查臺灣因氣候及地理環境特性導致海洋廢棄物堆積之影響,整合海岸環境衛生各主管機關權責,彙整其源頭管理政策,製作堆積熱點海岸地圖,並以科技工具紀錄海廢動態,作為未來預測海廢動向之數值。此外,本計畫建立淨灘時節指引。最後,本計畫回顧海廢循環經濟之國際趨勢,依臺灣常見海廢種類材質,透過訪問回收產業界先進與專家,檢視回收再利用市場的現行條件與未來走向,評估臺灣海洋廢棄物作為循環經濟再利用的可行性。

The Project of The Strategy of Reduction and Advancement of Outlying Island’s Municipal Solid Waste

英文摘要 In this project, we collected research, reports, government statics and relevant cases through desk research. With the reference of localized management of outlying islands’ municipal solid waste in other countries, we planned the strategies of reduction and advancement of outlying islands’ municipal solid waste in reach the long term goal of stepping into the circular economy society. We held two expert consulting meetings that we invite experts to share the experiences of localized management of outlying islands’ municipal solid waste. With these advices, we discussed how to use circular economy thinking and cloud management to better manage waste in Taiwan’s outlying islands. We conducted an environmental education outreach activity in Lanyu. During the visit, we invited local cleaning squad to share their outcomes and visit the landfill. To promote the achievement of Bureau of Environmental Inspection, we produced a video of advancement of waste management and designed 10 Facebook posts and macros as the materials to communicate with the public on social media. We collected and survey the reason caused the accumulation of marine debris, and compiled the responsibility of each coastal authorities. We produced a hotspot map according to the accumulation of marine debris, and we used technology tools to record the change and dynamic of marine debris. Besides, we built a guideline of beach cleanup with consideration of seasonal change. We reviewed the international trend of using marine debris into circular economy, and evaluated the possibility of reusing Taiwan’s marine debris as circular economy products by reviewing the market situation and interview plastic recycle industries.
