國家化學物質管理推動量能提升計畫

中文摘要 為強化毒性及化學物質管理源頭管理、協助各部會強化管理化學物質,加強部會合作勾稽檢查與國家化學物質管理接軌。本計畫協助行政院環境保護署毒物及化學物質局(以下簡稱化學局)針對毒物及化學物質進行整體的綜合性政策規劃,提升相關人員核心職能,促進各部會溝通效率,並就施政成果撰編成果報告,以利對利益相關人溝通,進而促使一般大眾能瞭解政府在化學物質管理之推動成效。茲就本計畫各工作項目之執行成果摘要說明如下: 蒐整國際間化學物質管理推動現況,包括歐盟、聯合國、亞太經濟合作會議、美國、英國、澳洲、印度、新加坡、加拿大、丹麥之化學物質管理相關政策趨勢,國際化學品管理策略方針(SAICM)推動現況,包括SAICM閉會期間三次會議決議、SAICM 2020年後續推動策略方針;聯合國環境大會發表全球化學品展望第二版報告,並研提政策綱領及行動方案精進建議。 為充分瞭解各部會機關管理職掌與執行成果內容,協助化學局有系統性的彙整化學局及各部會化學物質管理成果,分別綜整成「國家化學物質管理行動方案110年跨部會執行成果報告」「國家化學物質管理行動方案111年跨部會執行成果報告」「化學局110年施政年報」與「化學局111年施政年報」,以利人民共享及公平利用政府資訊,保障人民知的權利,增進人民對公共事務之瞭解、信賴及監督,並促進民主參與。 為使相關政策推展順利及與外部溝通,邀集相關單位與會並了解目前化學物質管理政策走向及未來推動方向,透過協助辦理「110年國家化學物質管理政策綱領及行動方案成果研討會」及「111年國家化學物質管理政策綱領及行動方案成果研討會」,並於會議上與各單位交流分享並提供精進之建議措施,藉此與各單位達到良性互動,以擴大相關政策推動之外部效應;另為增進化學局團隊核心職能,以凝聚化學局主管幹部及同仁之共識及向心力,協助化學局辦理「化學局110年主管策勵營」及「112年度創意成長營」,透過組織內部橫向業務交流以及跨單位小組活動,促進不同單位間業務之管理、溝通與合作並激發創新思維,以強化內部組織之整合性,進而提升工作能量以面對未來多元複雜的政策推動挑戰。 就化學物質管理相關綜合政策規劃及法規說明製作簡報,並採以圖及表呈現,協助製作「化學局業務說明簡報」「毒性及關注化學物質管理相關法規(甲、乙級)(丙級)」簡報」。 此外,為掌握民眾對於我國化學物質管理政策滿意度及政府相關推動措施與執行成果之滿意程度,本計畫透過辦理三次民意調查,以瞭解民眾對於施政措施執行之認知;信心指數及滿意度,並提出分析報告及後續建議。

Chemical Substances Management、National Chemical Substances Management Policy Guidelines、Chemical Substances Management Policy Polling

英文摘要 In order to strengthen the source management of toxic and chemical substances, assist relevant ministries and agencies in enhancing management of chemical substances, and improving inter-ministrial cooperation in verification and linking of chemical substance management activities, this project will assist the Toxic and Chemical Substances Bureau (the “Bureau”) in planning for an integrated and comprehensive policy on toxic and chemical substance management, and enhance the core functions and capability of relevant personnel. In addition, this project will also promote efficient communications among relevant ministries, agencies and stakeholders. For this purpose, this project will compile administrative results and achievements of the Bureau into documentary records and videos to facilitate communications with stakeholders, and allow the general public to better understand the effectiveness of the government's actions in chemical substance management. For implementation results of each work item of this project, a brief summary and descriptions will be provided as follows. Collecting the current status of chemical substance management promotion in the international community, including trends in chemical substance management policy in the EU, UN, APEC, US, UK, Australia, India, Singapore, Canada, and Denmark; information related to the promotion of Strategic Approach to International Chemicals Management (SAICM), including resolutions from three meetings for SAICM intersessional process and information related to the Beyond 2020 process; information related to the Global Chemical Outlooks II - UN Environment report, concerns expressed by Sweden, Spain, and the United States, and recommendations on drafting of policy guidelines and action plans. In order to fully understand the management responsibilities and implementation results of relevant ministries and agencies, through systematic integration of the Bureau’s and relevant ministries’ chemical substances management results, the following reports have been prepared: “The Interdepartmental Implementation Results Report of the National Policy on Chemical Management 2021 Action Plan”, “The Interdepartmental Implementation Results Report of the National Policy on Chemical Management 2022 Action Plan”, “2021 Annual Report for the Toxic and Chemical Substances Bureau” and “2022 Annual Report for the Toxic and Chemical Substances Bureau”. These reports are intended to facilitate the sharing and fair use of government information, protect the citizens’ right to know, enhance the citizens’ understanding and trust in public affairs and supervision, and promote citizens’ democratic participation. In order to facilitate the implementation of relevant policies and external communicates, and improve understanding of the current trends and future directions of chemical substance management policies, relevant personnel were invite to participate in the following events: “2021 Seminar on the National Policy Framework and Action Plan for Chemical Management” and “2022 Seminar on the National Policy Framework and Action Plan for Chemical Management”. During both events, participants exchanged their views on management of toxic and concerned chemicals and offered valuable recommendations, so that the Bureau was able to interact with relevant stakeholders and enhanced the external effects on promoting relevant policies. In addition, in order to improve the core functions and capacity of the Bureau’s staff, and generate consensus and solidarity among the management and staff, the following events were held: “2021 Executive Policy Camp for the Toxic and Chemical Substances Bureau” and “2023 Creative Development Camp”. During both events, new ideas were exchanged and promoted through different inter-unit and cross-unit team activities, so that different units with the Bureau are able to manage, communicate and cooperate better, through stimulation of innovative thinking and strengthening of internal integration, thereby enhancing their capacity to face the future challenges in promoting diverse and complex policies. In order to meet the administrative needs of the Bureau, several presentation materials were prepared related to the comprehensive policy planning or regulatory requirements of relevance to the management of toxic and concerned chemical substances. The contents of these presentations include tables, figures, animations and/or videos. The prepared presentations include “Introduction to the Responsibilities of the Toxic and Chemical Substances Bureau", " and Toxic and Concerned Chemical Substances Control Act (Grade A&B) (Grade C)". In addition, in order to understand people's satisfaction with our chemical substance management policies and the government's related measures and implementation outcomes, the project conducted three public surveys to assess people's awareness, confidence, and satisfaction with the implementation of policy measures and to provide analysis reports and recommendations for further action.
