推動廢床墊多元回收處理體系精進策略工作計畫

中文摘要 本計畫為推動廢床墊拆解技術量能及提升策略方案,辦理廢床墊公告為應回收廢棄物相關配套作業,透過資料蒐集研析、訪查分析以及專家會議辦理等方式,進行國內廢床墊回收處理分析、探討與建議、資料彙整推估、多元化回收可行性分析。 計畫完成幾項工項與方法包括:(1)實地訪查:3家破碎機廠商、60家環保公司及資源回收場、1家慈濟環保站、10間家具公會、3家SRF場製造廠及11家床墊製造廠(2)專家會議:3場次專家會議 (3) 多元化回收處理分析:廢彈簧床墊填充物製成SRF、綠色設計規劃、公告應回收可行性等 (4)基礎量能資料彙整數據推估:床墊生產銷售及廢棄量推估、廢彈簧床收受處理量推估(5) 推動廢床墊拆解技術及量能提升策略方案:規劃專門廢彈簧床墊處理場、廢彈簧床墊回收模式及清除處理費之費率模式分析(6)公告為應回收廢棄物相關配套作業:廢彈簧床墊回收清除處理業管理辦法、稽核認證作業手冊、應回收廢棄物責任業者管理辦法等(7)與利害關係人協商會議:2場次。 目前國內廢彈簧床墊主要由縣市清潔隊回收處理為主,且因以人工拆解耗時費工、破碎設備價格高昂,無法所有縣市皆有預算購買與維護,進而導致處理速度緩慢。清潔隊回收處理體系已無法處理現況需求及每年廢棄量速度,加上廢床墊不易清除、處理及長期難以分解之特性,故長期考量,將廢彈簧床墊公告為應回收有其必要。透過公告應回收之費用徵收,延伸生產者責任,穩定基金收入來源支應床墊回收處理的永續性,誘發廢彈簧床墊資源回收處理及處理再生體系的綠色發展。

Improve strategies for waste mattresses processing and recycling

英文摘要 This project aims to enhance the capacity and improve strategies for dismantling waste mattresses. It involves the implementation of waste mattress recycling as part of related waste disposal operations. The project conducts data collection and analysis, investigative research, and expert conferences to analyze and propose solutions for domestic waste mattress recycling and processing. It also compiles and estimates data and analyzes the feasibility of implementing diversified recycling methods. The project encompasses several tasks and methods, including: 1. On-site investigations: Visiting three crusher manufacturers, 60 environmental companies and resource recovery facilities, one Tzu Chi Environmental Protection Station, ten furniture associations, three SRF manufacturing facilities, and eleven mattress manufacturing plants. 2. Expert conferences: Holding three expert conferences. 3. Analysis of diversified recycling and processing: Exploring the conversion of waste spring mattress fillings into SRF, developing green design plans, and assessing the feasibility of the recycling program announcement. 4. Integration of basic capacity data and estimation: Estimating mattress production, sales, and waste quantities, as well as estimating the collection and processing quantities of waste spring mattresses. 5. Promotion of dismantling techniques and capacity improvement strategies for waste mattresses: Planning dedicated waste spring mattress treatment facilities, analyzing waste spring mattress recycling models and fee rate models for removal and processing. 6. Support operations related to waste disposal announcement: Developing management regulations for waste spring mattress collection and processing, creating audit certification operation manuals, and establishing regulations for responsible waste disposal operators. 7. Negotiation meetings with stakeholders: Conducting two meetings. Currently, waste spring mattresses in the country are primarily handled by county and city cleaning teams. However, manual dismantling is time-consuming and expensive, and the cost of crushing equipment is prohibitive for many counties and cities, resulting in slow processing. The existing disposal system by cleaning teams cannot meet the current demand and the annual rate of waste generation. Additionally, the characteristics of mattresses, such as their difficulty in removal, processing, and long-term decomposition, necessitate the implementation of waste spring mattress recycling. By collecting fees through the recycling program, extending producer responsibility, and stabilizing the income source for mattress recycling and processing, the project aims to support the sustainability of the system and promote green development in the waste spring mattress resource recycling and processing system.
