南部地區空污熱區大數據智慧化管制計畫

中文摘要 本計畫主要是基於南區環境管理中心在管理與稽查的核心業務有所調整,希望透過智慧化大數據輔助南區七縣市之管理與稽查量能。藉由本計畫六大工項來進行實現計畫目標: 目標一「蒐集及掌握南部地區跨區跨域環境議題,及轄區內七縣市執行管制現況,加強環境管理建構,以利管理策略擬定及推動。」是透過工項一「進行南部地區環境管理建構,掌握跨區跨域環境議題及推動環境管理策略。」來建立南部地區七縣市環境背景的瞭解,並且以視覺化的方式來輔助管理者決策判斷。 目標二「運用空品大數據智慧系統化分析,掌握污染熱區及高風險潛勢污染來源,增進污染源管理及督察工作之效能。」是透過工項二「智慧化系統化大數據整合分析,掌握南部地區污染熱區及污染源。」主要挑選揮發性有機物製程排放係數高的南區七縣市的448個製程勾稽6,310間空污費與廢棄物申報工廠;並且透過IoT熱區分析輔助大尺度限縮,挑選5個工業區進行污染溯源;CEMS則指定不同營運類型的工廠3間來進行數據分析,可透過AI大數據的輔助提升管理量能。 目標三「透過整合性科技執法深度查核及驗證,提升污染改善及自主管理成效。」是透過工項三「整合性智慧科技環境深度執法作業,落實許可管理制度,提升污染源自主管理成效。」主要將上述的分析成果,進行深度稽查的查核,完成跨縣市跨域整合性深度稽查,本次共挑選10間可疑工廠進行深度關切,在過程中不僅完成深度查核並且達到跨縣市稽查溝通的成效。此外,還針對IoT數據進行小型的區塊鏈的研究試做,作為未來參考。 目標四「強化區域環境管理中心資源支援協力平臺,以提升區域管理之跨域合作與技術量能。」透過工項四協助辦理「南部地區污染潛勢熱區改善行動計畫」、工項五「優化區域管理之跨域合作與技術量能。」透過辦理2場次成果研商分享、6場次好夥伴會議來進行跨縣市的充分溝通與了解,再透過1場次教育訓練提升新知認識。若有在稽查上需要專家諮詢、儀器租賃、數據檢測的需求,也會在此專案中進行協助,共計完成10場次17人次專家諮詢、8場次煙道採樣、周界重金屬檢測、設備元件檢測等項目。並且以工項六「配合相關行政作業,提升計畫執行成效及品質,辦理與本計畫有關行政支援工作。」來輔助專案的推進。 此四大目標總結來說有以下三大重點:重點1:AI大數據提升管理量能、重點2:智慧工具輔助進場稽查、重點3:加強跨縣市合作與專家技術交流,本計畫已完成此三大重點完成專案之價值創造。

Big Data-Driven Intelligent Control and Analysis Plan for Air Pollution in the Southern Region's Hot Zones.

英文摘要 This project, initiated by the Southern Region Environmental Management Center, primarily addresses the adjustments in core business processes related to management and inspection, with an aim to augment the capabilities of managing and inspecting environmental concerns in seven counties and cities in the southern region through the application of smart big data technologies. The project is structured into six major tasks to achieve its objectives: Objective 1: Collection and Mastery of Cross-Regional Environmental Issues in the Southern Region: This objective is pursued through Task 1, which involves constructing an environmental management framework for the southern region. The task focuses on understanding and addressing cross-regional environmental issues and formulating environmental management strategies, supported by a dashboard of visualized data to aid decision-making. 1. Objective 2: Intelligent Systematic Analysis of Air Quality Big Data: Task 2 aims to utilize big data for intelligent, systematic analysis to identify pollution hot zones and potential high-risk pollution sources. This involves selecting 448 processes with high emission factors of volatile organic compounds across seven counties and cities, employing IoT for hot-zone analysis, and selecting five industrial areas for pollution source tracing. Additionally, Continuous Emission Monitoring Systems (CEMS) are used for data analysis in three different types of factories, enhancing management capabilities through AI-assisted big data. 2. Objective 3: Integrated Technological Enforcement for Pollution Improvement: Through Task 3, the project aims to enhance pollution improvement and self-management by integrating technological enforcement in environmental law. This involves deep inspections and verifications based on the analysis results, achieving cross-county, cross-domain integrated inspections. The task includes in-depth concern for 10 suspected factories and effective inter-county inspection communication. Additionally, a pilot study on blockchain technology using IoT data is conducted for future reference. 3. Objective 4: Strengthening Resource Support and Collaboration in Regional Environmental Management: Task 4 and 5 assist in implementing the "Southern Region Pollution Potential Hot Zone Improvement Action Plan" and optimizing cross-domain cooperation and technical capabilities. This includes conducting workshops, partner meetings for inter-county communication, and training sessions. The project also provides expert consultations, equipment rentals, and data testing as needed, completing 17 expert consultations, 8 flue gas samplings, perimeter heavy metal testing, and equipment component testing. Task 6 focuses on administrative support to enhance the execution and quality of the project. In summary, the project's three key highlights are: 1) Enhancing management capabilities through AI and big data, 2) Utilizing intelligent tools for on-site inspections, and 3) Strengthening inter-county cooperation and expert technical exchanges. The project has successfully achieved these key points, thereby creating significant value in its completion.
