苗栗縣-112年度中區水污染事件緊急應變民間機構協力處理計畫
| 中文摘要 | 水污染事件發生常因人為惡意偷倒廢污油、天然災害及人為施工導致油管破裂、油輪擱淺等原因引起，且污染範圍隨水流快速擴大，其緊急處理往往需要動用大量具專業人力、設備，如要每個縣市均設置足夠之人力、設備，將需耗費龐大經費，不僅非各政府機關所能完全負擔，且經濟效益低，因此環保署推動聯防體系，將全國依位置劃分為北、中、南、東四區聯防體系，各分區聯防體系內縣（市）政府環保局每年輪流擔任該分區聯防體系主辦機關，於發生水污染事件時協助環保署進行水污染緊急應變，並於第一時間通知及指揮委辦之民間協力處理機構儘速提供足夠之器材、人力等相關資源投入應變作業。故於112年度實施「中區水污染事件緊急應變民間機構協力處理計畫」。本計畫完成中部地區各縣市緊急設備維護清點，維持正常功能。為強化應變處置能力，進行了水污染應變訓練及演練，讓更加了解職責的分配以及應急設備使用，以便今後能夠立即、正確、有效地演練應急行動，將水體損失降到最低。 | ||

Central Region Water Pollution Emergency Response Plan for Private Institutions to Collaborate
| 英文摘要 | Water contamination accidents happened because of most people’s deeds such as abolishing waste oil spill, oil pipes’ fracture, stranded oil tanker or natural calamity. The range of pollution expands fast with the factor of rapid water speed, and the response needs a large amount of professional manpower, equipments. Whenever each of counties and cities has to set up enough manpower, equipments, it will take more fund and budget. Not all the government units can afford it completely, and the economic benefit seems less. As a result the Environmental Protection Administration promotes the joint defence system; Taiwan is divided by the north, the central, the south, the east-four segment jurisdiction joint defence program. Each Environmental Protection Bureau of the districts should direct the program by turns every year; to assist EPA respond and treat on the water pollution emergency promptly while water contamination accident happens. And the EPB should command the committee and civil force to respond as sooner as possible who has to offer such relevant resources as enough apparatus, manpower, etc. into the emergency response. The program take effect this year (2023). This plan completes the maintenance inventory of emergency equipment in counties and cities in the central region and maintains normal functions. In order to strengthen the emergency response capabilities, water pollution response training and drills were conducted to provide a better understanding of the distribution of responsibilities and the use of emergency equipment, so that emergency operations can be practiced immediately, correctly and effectively in the future to minimize water body losses. | ||
