高雄市-112年度南區水污染事件緊急應變民間機構協力處理計畫

中文摘要 為有效結合南區聯防體系成員,包括屏東縣、高雄市、臺南市、嘉義市及嘉義縣等5縣市,共同支援處理重大水污染事件,並納入民間專業機構資源,於水污染事件發生時支援必要之專業諮詢及除污人力,並於污染事件發生時將所需人員及能量即時到達及應變,以期將污染控制於最小範圍。 經由水污染教育訓練及辦理模擬演練,增進轄域相關單位彼此聯繫及協調,俾在溢漏初期有效防範,避免擴大污染,提升對水污染事件緊急應變處理之能力及效率。 藉水污染應變器材清點維護,協助更新「水污染源資料管理系統」應變資材數量及人員聯繫資料,建立裝備啟停程序、步驟、要領及保養週期。另依據裝備器材保養、清點作業結果,檢討分析應變能量妥善率、勘用度及檢討應變資材數量是否充足,並提出汰換、增購及改善之建議。

Kaohsiung City - Emergency Response Plan for Water Pollution Incidents in the Southern District for the Year 2012- Collaborative Action of Civil Organizations

英文摘要 To effectively integrate members of the Southern Region joint defense system, including Pingtung County, Kaohsiung City, Tainan City, Chiayi City, and Chiayi County, etc., to collectively support the handling of major water pollution incidents, and to incorporate resources from private professional organizations. This aims to provide necessary professional consultation and pollution control manpower support when water pollution incidents occur. Immediate deployment of required personnel and resources upon the occurrence of pollution incidents is aimed at containing the pollution within the smallest possible scope. Through education and training on water pollution, and conducting simulated drills, enhancing the connection and coordination among relevant units in the jurisdiction, effectively preventing the expansion of pollution at the early stage of spills, thus improving the capability and efficiency in responding to and handling water pollution incidents. By conducting inventory and maintenance of water pollution response equipment, assisting in updating the 'Water Pollution Source Data Management System,' updating the quantity of emergency response materials, and personnel contact information, establishing equipment activation and shutdown procedures, steps, guidelines, and maintenance cycles. Furthermore, based on the results of equipment maintenance and inventory operations, reviewing and analyzing the adequacy of response capabilities, utilization rates, and assessing whether the quantity of emergency response materials is sufficient, while suggesting replacements, additional purchases, and improvements.
