Taking into account the Basel Convention and policy adjustments concerning resource circulation and transboundary movement of waste from other countries, corresponding suggestions for waste import and export management were provided in this project. Through observing Taiwan’s transboundary movements of waste as well as changes in management regulations in other countries, and taking into account the revision and transition of the Waste Disposal Act, management tools for the import and export of waste and corresponding measures in response to the amendments were drafted and developed to enhance Taiwan’s resource circulation and needs for importing and exporting waste.
Focuses of this project are as follows: (1) Coordinating with resource circulation trends, research and analyze the import and export of industrial waste; (2) Collect and compile international trends in strengthening the management of resource circulation and transboundary movements of waste; (3) Taking into account the revision plan of the Waste Disposal Act, draft and develop management tools for the import and export of waste; (4) Conduct the review of application for permission to export hazardous industrial waste and hold meetings.
Through the data provided by the system, we understand the main imported and exported types of industrial wastes as well as information regarding exporting countries and destination countries. Types of industrial wastes that required special attention were selected out and suggestions for capacity control were therefore developed. Also, by attending the sixteenth meeting of the Conference of the Parties to the Basel Convention, this project compiled main points in the meeting and formed management suggestions. In line with the progress of the revision of the Waste Disposal Act, some corresponding alternative measures were provided, including the planning of registration system of industrial material, permit review process simplification, resource efficiency evaluation review standards, and review process, etc. In addition, this project also revised the Reference Manual for the Import/ Export Control and Identification of Waste [Waste Thermoplastics], maintained and updated the website Taiwan’s Action to the Basel Convention, and held relevant meetings to help improve the management of import and export of waste.
