排放管道中總氣狀汞自動監測調查技術開發計畫

中文摘要 本計畫執行期間自112年1月起至112年12月止。計畫目標旨在參考美國環保署Method 30A相關技術程序,研擬建立適用國內固定污染源汞自動監測技術。探討包括適用濃度範圍、可能造成之干擾及預防方法等。研擬檢測方法之標準作業程序,提出符合國家環境研究院檢測方法格式之修正草案。   根據計畫目標進行相關資料蒐集與編譯,包括針對國內外汞排放之監測及管制現況,並瞭解目前國內產業特性建立應探討之濃度範圍。蒐集並比較汞自動監測相關規範,闡述美國環保署現行管制法規及其管制法規間之相互關係,以及蒐集排放管道汞量測技術藉以輔助計畫完成建立汞監測之調查程序。並就市面上與本方法驗證相關之儀器設備,其相關性能參數比較。   本計畫參考美國環保署Method 30A完成包含系統校正(system calibration)、使用HgCl2進行干擾測試(interference testing)、動態添加(dynamic spiking)、系統完整性(system integrity)及偏移檢查(drift check)等規範之測試。並依循國環院訂立之「環境檢測標準方法驗證注意事項」評估所建立之調查技術,提出符合環保署方法格式規範之排放管道中總氣狀汞自動監測調查技術標準操作程序書草案。

The technology development plan for automatic detection and investigation of the total vapor phase mercury emissions from stacks

英文摘要 The implementation period of this plan is from January 2023 to December 2023. The goal of the project is to refer to the relevant technical procedures of Method 30A of the US Environmental Protection Agency to develop and establish an automatic monitoring technology for mercury from domestic stationary sources. Discuss the applicable concentration range, Possible interference and prevention methods, etc.. Develop standard operating procedures for detection methods, and propose an amendment draft that conforms to the National Environmental Research Academy's detection method format. Collect and compile relevant information based on the project objectives, including the current monitoring and control status of domestic and foreign mercury emissions, and understand the current domestic industry characteristics to establish the concentration range that should be explored. Collect and compare relevant specifications for automatic mercury monitoring, explain the existing US Environmental Protection Agency regulations and their interrelationships, and collect discharge pipeline mercury measurement technologies to assist in planning and completing the investigation process for establishing mercury monitoring. We also compare the relevant performance parameters of instruments and equipment on the market related to the verification of this method. This project is completed with reference to the US Environmental Protection Agency Method 30A, including system calibration, interference testing using HgCl2, dynamic spiking, system integrity and drift check. and other standardized tests. It also evaluates the established investigation technology in accordance with the "Precautions for Validation of Environmental Testing Standard Methods" established by the National Environmental Research Academy, and proposes a draft technical standard operating procedure for automatic monitoring and investigation of total gaseous mercury in stacks that complies with the National Environmental Research Academy's method format specifications.
