臺東縣-112年推動廢棄物源頭減量及強化分類回收補助計畫

中文摘要 臺東縣在近幾年垃圾處理方面臨嚴峻的考驗，本縣內16鄉鎮市公所垃圾掩埋場漸趨飽和，雖有焚化廠解決當前的垃圾堆置，然日常生活垃圾仍有無處可去的困境，於是如何讓垃圾去化管道以及實踐源頭減量皆為本縣環保工作首要之務。 為落實環保署垃圾減量零廢棄之政策方針，本計畫加強辦理本縣16鄉鎮市垃圾源頭減量工作，主要工作內容包含以下面向： （一）配合環保署政策推動：源頭減量巡查、推動一次用產品減量、垃圾強制分類及垃圾減量、推廣資源再使用及延長物品生命週期、加強辦理源頭減量宣導政策。 1.源頭減量巡查：輔導與稽查本縣販賣業者源頭減量巡查工作。 2.推廣一次用產品減量： (1)辦理飲料店不得提供塑膠一次用飲料杯實施日期評估作業並提出分析及建議。 (2)輔導與訪查本縣餐飲者，推動使用可循環容器盛裝餐點。 (3)可重複清洗餐具、餐盒，提供顧客自備餐具的消費優惠。 (4)輔導夜市餐飲業者內用全面不使用免洗餐具，提供民眾自備餐具優惠。 (5)輔導企業會議、訓練及活動用餐以循環容器供餐。 (6)建立飲料店加入循環杯租借服務運作。 (7)公有市場購物用塑膠袋用量推估、減量方式、替代方案及預估成效。 3.垃圾強制分類及垃圾減量：建置二手物品及舊衣循環概念店並進行隨車破袋稽(巡)查一般廢棄物及資源回收物。 4.推廣資源再使用及延長物品生命週期：辦理二手交換市集及輔導、宣導、推廣進行線上或實體不用品回收、交換、展售或維修活動。 5.加強辦理源頭減量宣導政策： (1)對行政機關、學校辦理「減少使用免洗餐具及包裝飲用水作業指引」說明或宣導會。 (2)辦理不得免費提供旅宿用品宣導活動。 (3)推動辦桌不使用免洗餐具及塑膠桌布。 (4)辦理網際網路購物包裝限制使用對象及實施方式公告宣導作業。 （二）離島廢潤滑油產源產生量及流向查核：辦理本縣綠島鄉及蘭嶼鄉廢潤滑油查核工作。 （三）輔導離島便利商店依據離島便利商店源頭減廢服務設計指引，推動源頭減量，形塑不同服務特色亮點。 （四）垃圾隨袋徵收評估作業：參照 國內各縣市及國外垃圾現況與清除處理費徵收制度，提出本縣評估結論與建議。 （五）廢食用油產源產生量與營運流向查核：辦理本縣各鄉鎮 廢食用油查核工作。 四、臺東縣環保局辦理「112年度臺東縣推動廢棄物源頭減量及強化分類回收補助計畫」，辦理各工項、活動之減廢數分述如後： （一）「推廣一次用產品減量」：共減少一次用免洗筷等7項459,607件，垃圾量約3,832.69Kg(依本計畫實際秤重一次用產品換算)，推估減碳效益約7,895.344KgCO2e。 （二）「推廣資源再使用及延長物品生命週期」：共減少塑膠袋209件，垃圾量約1.693Kg(依本計畫實際秤重一次用產品換算)，推估減碳效益約3.487KgCO2e。 （三）「加強辦理源頭減量宣導政策」：共減少一次用免洗筷等7項465件，垃圾量約6.25Kg(依本計畫實際秤重一次用產品換算)，推估減碳效益約12.875KgCO2e。 （四）「離島便利商店推動源頭減量，形塑服務特色亮點」：共減少一次用塑膠袋4,140件，垃圾量約33.53Kg(依本計畫實際秤重一次用產品換算)，推估減碳效益約69.08KgCO2e。 五、比較臺東縣「一般廢棄物源頭減量及資源循環推升計畫書」112年減量目標數，本計畫主要工作內容「一次性產品減少量」達464,391個，已達成112年分年目標135,900個。

Taitung County - 112-year subsidy plan to promote waste source reduction and strengthen classification and recycling

英文摘要 Taitung County has faced severe challenges in terms of garbage disposal in recent years. The landfills of the 16 townships and municipalities in the county are gradually becoming saturated. Although there are incineration plants to solve the current garbage accumulation, daily life garbage still has nowhere to go. Therefore, how to remove waste into pipelines and implement source reduction are the top priorities of the county's environmental protection work. In order to implement the Environmental Protection Agency's policy of waste reduction and zero waste, this plan strengthens the management of waste source reduction work in 16 towns and cities in the county. The main work includes the following aspects: (1) Cooperate with the Environmental Protection Agency to promote policies: source reduction inspections, promote the reduction of single-use products, mandatory garbage classification and waste reduction, promote resource reuse and extend the life cycle of items, and strengthen the implementation of source reduction publicity policies. 1. Source reduction inspection: guide and inspect the source reduction inspection work of vendors in the county. 2. Promote single-use product reduction: (1) Beverage stores shall not provide plastic single-use beverage cups. Implement date assessment operations and provide analysis and suggestions. (2) Provide guidance and interviews with caterers in the county to promote the use of recyclable containers for serving meals. (3) Tableware and lunch boxes can be washed repeatedly, and customers can enjoy discounts for bringing their own tableware. (4) Handle the announcement and publicity of the restricted use objects and implementation methods of Internet shopping packaging.
