無機再生粒料循環資訊平台及效益評估計畫

中文摘要 依據環境部「環境永續科學技術白皮書暨科學發展計畫(113-117)」,現行資源循環市場上各類料源複雜、來源不明、分類不易,需盤點現行資源循環斷點,為整合無機資源循環資訊,本計畫完成無機資源循環利用分析與管理推動系統平台系統功能、系統架構及內容、營運維護模式、分年執行等相關規劃,並完成盤點蒐集無機資源基本特性、市場價格、於工程使用相關CNS國家標準及施工綱要規範、單位碳排放係數等,進而建構基本資料庫,以達提升資源循環使用效率之目標。 為促進無機再生粒料適材適所適用,本計畫研提無機資源競合現象、未來趨勢及因應策略,並研析工程用途使用成本及經濟效益;而為提升工程單位使用無機資源之信心,本計畫完成研提無機資源供料應用履歷及認驗證機制,確保無機資源品質穩定,使工程使用單位樂於使用無機資源。 因應我國2050淨零排放路徑藍圖,本計畫研提2項重點無機資源對應工程用途循環減碳效益評估成果,並研析「溫室氣體抵換專案管理辦法」提報溫室氣體排放額度抵換專案可行方式,以推動企業參與無機再生粒料資源循環利用,進而減少溫室氣體排放量。

Project of circular information platform and benefit evaluation for inorganic recycled materials

英文摘要 According to “the project of white paper for circular technology and development for circular science”, there were several points which included complicated resource, unknown source, and hard to classify should be solved in recent market. So, government need to make inventory of breakpoint for resources recycling. For integrating the circular information of the inorganic resources, this project had completed the function of platform for the analyzing of inorganic resources recycling and management system, structure and content of system, mode of operation and maintenance and plan for yearly execution. It also had completed the inventory of basic characteristic of inorganic resources, market price, national standards (CNS) and construction specifications in engineering use, and carbon emission factor to set up basic database for improving the efficiency of resource recycling. For improving the inorganic recycled materials in right place and using, this project also provided information on inorganic resource competition phenomena, future trends and response strategies and analyzed construction costs and economic benefits. In order to enhance the confidence of engineering units in using inorganic resources, this project had drafted the certification mechanism of inorganic resource to ensure the stable quality of inorganic resources and make engineering units happy to use inorganic resources. In response to the blueprint of path for net-zero emission in 2050, this project provided the results of assessment for the carbon reduction in 2 important inorganic resources which corresponding to engineering uses, and analyzed the " Regulations for Greenhouse Gas Offset Projects " to submit a feasible way for greenhouse gas emission credit offset project to promote enterprises participating in the recycling of inorganic recycled materials and reducing greenhouse gas emissions.
