112年化學物質調查與採樣檢測計畫

中文摘要 本計畫於民國112年1月12日開始執行,主要工作為掌握產業運作化學物質情形並建立基線資料、強化化學物質採樣檢測技術、推動跨部會合作管理邊境化學物質及執行毒性及關注化學物質網路交易查核等四部分。 在掌握產業運作化學物質情形並建立資料部分,化學物質運作用途調查作業旨在蒐集國內產業運作製造程序,以供未來評估所需,本次以15種新增關注化學物質可能涉及業者為標的,辦理40家業者後市場調查,以掌握化學物質運作情形,除調查化學物質運作情形外,亦蒐集業者廠內同時運作其他化學物質使用情形,包括物質外觀、用途、最終成品及其化學品成分占比等項目,同時追蹤下游廠商分布情形,瞭解化學品供應鏈,亦輔導業者繪污染流向圖;另外針對進口含毒性及關注化學物質產品業者調查部分,完成含汞產品、含石綿產品、含壬基酚/壬基酚聚乙氧基醇產品及含全氟產品進口業者,確認其進口產品類型、用途及流向。 在強化化學物質採樣檢測技術部分,本年度蒐集全氟己烷磺酸(Perfluorohexanesulfonic acid, PFHxS)、全氟及多氟烷基物質(Per-and Polyfluoroalkyl Substances, PFAS)、γ-丁內酯 (γ-Butyrolactone,GBL)、環丁烴及2-氯乙醇蒐集彙整國內外檢測方法相關資料,彙整研析國內外政府及可信機構公告之化學物質檢測方法後,研提可供主管機關參據之標準檢驗方法;另配合主管機關需求,完成現地採樣20場次及200個樣品檢測,檢測樣品以化學署查核樣品、地方環保局送樣、邊境採樣及工廠採樣之樣品四面向執行;另外,在水生生物毒性試驗中,亦已完成胺磺酸鎳 (nickel aminosulfonate)、2-呋喃甲醇 (furfuryl alcohol)對原生種中華青鱂魚及多齒新米蝦做毒性試驗。 在推動跨部會合作管理邊境化學物質部分,亦配合關務署辦理20場次邊境採樣作業;另為協助化學署及環保局掌握光學原理應用於化學品檢驗案例及海關通關業務與邊境風險查緝兩個主題,於10月18日辦理1場次教育訓練。 在網路查核的部分,針對15個國內網路購物平台進行電子化檢索,建立關鍵字清單後進行電子化檢核341種毒化物、18種關注化學物質進行高風險商品篩選,並以人工進行複檢,共檢索出56,810筆風險名單,經人工判斷後提出疑慮商品計229件,其中確實違規為9件,已移請地方環保機關查處並下架處理。

The project for investigation, sampling and testing of chemical substances in 2023.

英文摘要 This project commenced on January 12, 2023. The primary is focused on four aspects, including grasp the chemical substances situation in industrial operations and establish baseline data, enhance chemical substances sampling and testing techniques, promoting inter-ministerial cooperation for border management of chemical substances as well as implementing e-commerce inspections of toxic chemical substances (TCSs) and concerned chemical substances (CCSs). In the section regarding the understanding of the chemical substances situation in industrial operations and data collection, the investigation of the purposes of chemical substances operations aims to collect data on industrial manufacturing processes for future assessments. In this instance, the focus was on 15 newly concerned chemical substances that might be used by various operators. A market survey was conducted with 40 operators to gain insights into the operation of these chemical substances. Apart from investigating how these chemical substances are used, data was also collected on other chemicals simultaneously used within the operators' facilities. This information encompassed aspects such as substance appearance, applications, final products, and the chemical composition ratios. Additionally, the distribution of downstream manufacturers was tracked to understand the chemical supply chain. Furthermore, operators were provided guidance in creating pollution flow diagrams. Additionally, in the section focused on the investigation of importers dealing with TCSs and CCSs products, we have completed surveys of importers dealing with products containing mercury, asbestos, nonylphenol/nonylphenol polyethoxylates and prfluorinated products. This survey aimed to confirm the types of imported products,applications and distribution. To enhance chemical substances sampling and testing techniques, this year, we have gathered and compiled relevant information on domestic and international testing methods for Perfluorohexanesulfonic acid (PFHxS), Per- and Polyfluoroalkyl Substances (PFAS), γ-Butyrolactone (GBL), cyclopentane, and 2-chloroethanol. After analyzing the testing methods announced by domestic and international governments and credible organizations, we have developed standardized testing methods that can be used as references for regulatory authorities. In addition to this, we have completed 20 on-site sampling sessions and tested 200 samples in accordance with the requirements of the regulatory authorities. The sample is tested from four aspects:sample verification by Chemical Administration, sample submission by Environmental Protection Bureau,border sampling and factory sampling. Furthermore, in the field of aquatic ecotoxicity testing, we have conducted toxicity tests on native species such as Oryzias sinensis (freshwater fish) and Neocaridina denticulata (freshwater shrimp) for nickel aminosulfonate and furfuryl alcohol. To promote inter-ministerial cooperation for the management of border chemical substances, we have also collaborated with the Customs Administration to conduct 20 border sampling operations. Additionally, to assist the Chemicals Administration and Environmental Protection Bureau in understanding the application of optical principles in chemical inspection cases and in customs clearance operations related to border risk detection, we organized an educational training session on October 18th. In the e-commerce inspections, we conducted electronic searches for 341 TCSs and 18 CCSs on 15 domestic online shopping platforms. After establishing a keyword list, we electronically checked high-risk products and then manually reviewed the results. This process resulted in a total of 56,810 entries in the risk list. Following manual evaluation, 229 items were flagged as suspicious products, of which 9 were confirmed to be in violation. The 9 non-compliant products have been successfully removed from the platforms, with approval from the Chemical Administration, and communication was established with the respective platform administrators.
