112年度電動車發展對回收處理體系影響暨精進廢車粉碎殘餘物(ASR)處理效能專案工作計畫

中文摘要 為妥善回收處理廢棄電動車輛,蒐集國外電動車回收制度,規劃責任業者參與電動車回收方式,以及揭露電動車拆解資訊於封閉式資訊平台,並針對拆卸人員訓練、廠區規範方式提出修法建議。研擬並評析二種微型電動二輪車回收管理做法。每季提交疑似未登記責任業者名單共20筆。評估電動輔助自行車應無納入公告應回收廢棄物之急迫性。 完成廢車回收產業精進分析作業。針對8家出廠數據異常的未受補貼回收業進行調查。提出強化舊車出口管理方式。 調查並掌握回收業拆解後之主要應回收物及廢棄物,及處理業粉碎後廢棄物之量價及流向。分析廢車相關原物料價格變化。調查機車行廢塑膠排出流向並研擬管理作業原則。完成實廠拆解5台廢微型電動二輪車、5台廢電動機車及1台廢電動汽車。檢討廢車回收率計算公式,研擬精進作法。 每月調查熱能利用廠推動進度,並區分水泥業、造紙廠等鍋爐之SRF允收標準。追蹤及協助廢機動車輛粉碎分類處理業興建熱能利用廠申請補貼第一階段審查。完成各季ASR物化組成分析。

2023 The impact of the development of electric vehicles on the recycling system and the improving the treatment efficiency of ASR

英文摘要 To recycle end-of-life electric vehicles properly, this project collects foreign recycling system standards of electric vehicles, plan ways for responsible enterprises to participate in electric vehicle recycling system and disclose electric vehicle dismantling information on a closed information platform. Propose legal amendments for dismantling personnel training and factory regulations. Research and analyze two recycling management practices for mini electric two-wheel vehicles. The quarterly survey of 20 suspected unregistered company has been completed. After evaluation of electric bicycles there is no urgency in announcing electric bicycles as regulated recyclable waste. The advanced analysis of the ELV recycling industry has been. An investigation was conducted on 8 unsubsidized recycling enterprises with abnormal data. It is proposed to strengthen the management of used car exports. Investigate the main recyclables and waste of ELV recycling enterprises, as well as the amount, price, and material flow of ELV disposal enterprises. Analyze price changes of raw materials related to ELVs. Investigate the discharge flow direction of plastic waste from motorcycles and develop management principles. Completed the actual dismantling of 5 waste mini electric two-wheels, 5 waste electric motorcycles and 1 waste electric vehicle. Review the formula for calculating ELV recovery rates and develop improved practices. Investigate the progress of thermal energy utilization plants every month, and set SRF acceptance standards for boilers in cement industries, paper mills, etc. Track and assist the ELV disposal enterprises to apply for the first phase application of subsidies for building thermal energy utilization plants. The ASR physical and chemical composition analysis of each season has been completed.
