Work task 1: Enhancing the effectiveness of our national voluntary greenhouse gas reduction projects.
1. Organize major international mechanisms (such as CDM, Art 6.4) and various independent mechanisms (VCS, etc.), as well as the current status of voluntary reduction systems, registration, and issuance of credits in Japan, China, Canada, Australia, and California. Provide future improvement suggestions by integrating other mechanisms' practices regarding "auxiliary resource provision," "mechanism simplification methods," and "control mechanisms for reduction method applications."
2. Establish a project plan template for "AR-TMS0001" and monitoring plan templates for "AMS-II.C." or "AMS-III.H."
3. Compile international classifications of CCS methods, and collect information on mechanisms that have approved or developed CCS methods such as those in Australia, Canada, ACR, and VCS. Analyze their methodological information, applicable conditions, and the current status of registration and issuance, and establish a draft for localized "Carbon Capture and Storage (CCS) methods" in our country.
4. Analyze the reduction costs of micro-projects. For "efficiency improvement" type projects, after adjusting for cash flows brought by electricity savings and sales, the cost per ton of credits for most projects will show a "negative value," indicating that these projects can bring net benefits after implementation and possess investment incentives for private sector participation.
Work task 2: Conduct promotion and guidance operations for voluntary greenhouse gas reduction projects.
1. Conducted four explanatory sessions with a total attendance of 878 participants, comprising 101 participants in the Northern region, 265 in the Central region, 135 in the Southern region, and 377 participants across all regions (both in-person and online).
2. Collected frequently asked questions from various channels and categorized them into five main categories: "General Questions," "Eligibility," "Verification/Guidance Institutions," "Reduction Methodologies," and "Trading and Usage." Detailed answers to each question were provided, and a comprehensive Q&A for voluntary reduction projects was completed.
Work task 3: Voluntary Greenhouse Gas Reduction Projects Review Operations
1. Assisted in reviewing a total of 68 cases (2 applications for offset project registration, 27 applications for offset project quotas, 3 applications for offset project modifications, 1 application for converting an offset project to a voluntary reduction project, 27 applications for voluntary reduction project registration, and 8 applications for voluntary reduction project methods).
2. Facilitated 37 meetings, including 30 group review meetings, 2 on-site inspection meetings, and 5 deliberation meetings, with a total of 856 participants.
