汽車排氣污染導入科技監視及精進使用中車輛管理專案計畫

中文摘要 國際使用中車輛管制成果,有趨勢顯示高污染車輛約佔整體車輛10~15%,排放量卻達總體排放量20~50%。國際已導入遙測技術作為科技監視執法,透過監測車輛排放氣狀污染物及黑煙,可提升高污染車輛篩選及車輛竄改偵測有效性,並輔以發展簡便有效使用中汽車排氣檢測方法,可提升高污染及竄改車輛及時維修或汰換,進而改善空氣品質。本年度透過遙測技術建立與實務測試驗證,完成(1)提出惰轉PN、雙惰轉、全負載NOx,及車上電腦診斷等適合國內簡易使用中汽車排氣污染檢測方法並產出檢測程序規範草案;(2)運用物聯網(IOT)整合光學遙測、國產車辨及雲端儲存,完成建構遠端車輛排氣遙測示範系統,提升檢測效率與減少執行人員危險性,並建立計量追溯品質規範,完備檢測信效度;(3)產出車輛遙測科技監測實務運作指引,結合7縣市地方政府,完成12種道路型態車輛遙測科技監視實證示範,取得約6.5萬輛次遙測污染,及84輛次排放複測數據,擬定汽、柴車高污染車輛篩選基準及複測排放標準草案。

Project on import technology monitoring of vehicle emission and enhance in-service vehicle supervision.

英文摘要 According to the results of international in-service vehicle Periodical Technical Inspection, the trend shows that highly emission vehicles account for about 10~15% of the total vehicles, but their emissions amount to 20~50% of the total emissions. Internationally, telemetry technology has been introduced as a scientific and technological surveillance and law enforcement, through the monitoring of vehicle exhaust of gaseous pollutants and black smoke, which can enhance the identification of high-emission vehicles and vehicle tampering, and supplemented by the development of simple and effective in-service vehicle emission inspection methods, which can enhance the timely maintenance or replacement of high-emission and tampering vehicles and thus improve air quality. This year, through the establishment of remote sensing technology and vehicle emission test, completed project results (1) To propose a specification of suitable emission testing methods for in-service vehicles, such as idle PN test, two speed idle test, full load NOx test and on-board diagnostics check. (2) Integration of optical remote sensing, license plate recognition and cloud storage to establish a wireless vehicle emission remote sensing demonstration system to improve emission monitor efficiency and reduce the risk of enforcement personnel, and to establish a quality standard for metrological traceability. (3) Formulate operational guidelines for remote sensing technology monitoring of vehicles, cooperate with 7 county /city government , completed demonstrations remote sensing technology monitoring of vehicle emission on 12 road types, obtained about 65,000 times emission data of remote sensing, and 84 times vehicle emission inspection verification, formulation emission screening standards of high-emission vehicles, and in-service vehicle inspection of the draft emission standards.
