To properly address the temporary waste storage, we will supervise the operation of landfills, urging management units and the Environmental Protection Bureau to implement effective landfill management and address deficiencies, ensuring that landfills effectively perform their function of properly handling or temporarily storing waste. By implementing personnel training, on-site inspections, and improvement subsidy programs, we aim to enhance the effectiveness of environmental facility operations management. We conduct inspections of coastal river landfills, closed landfills, and restored landfills to monitor the maintenance status of these environmental facilities by the management agencies. Furthermore, to effectively monitor and manage landfill information, we adjust and strengthen the "Public Landfill and Waste Transfer Facility Operations Management Information System." This includes establishing digital imaging surveillance to provide real-time feedback on the status of various landfills, aiding management in decision-making.
The implementation items of the work content of this project include:
1.Conduct three-level and irregular inspections and guidance for public landfills.
2.Review and supervise improvement plans related to landfills.
3. Establishing a digital imaging surveillance platform for landfills.
4.Maintain and optimize the "Public Landfill and Waste Transfer Facility Operations Management Information System."
5.Coordinating with relevant administrative operations.
The main execution results include:
1.Conducted 70 sessions of three-level inspections for landfill sites, focusing on the maintenance status of operational and closed rehabilitated landfill facilities, as well as the current conditions of temporary waste storage. These efforts aim to encourage landfill management units to continuously address deficiencies and improve areas such as access control, on-site pollution prevention measures, and environmental hygiene maintenance, thereby preventing secondary pollution.
2.Conducted 20 sessions of reviews and supervision for landfill-related improvement projects, including on-site inspections of operational landfills and waste transfer stations, progress monitoring, work supervision, and engineering quality oversight. These efforts aim to enhance landfill operations management and improve the effectiveness of pollution prevention measures.
3.Utilize indirect imaging technology to retrieve real-time images from 27 public landfills, transmitting them to the relevant platform for storage and inquiry, enabling the Environmental Management Agency to stay updated on the latest conditions of the monitored locations.
4.Maintain and optimize the "Public Landfill and Waste Transfer Facility Operations Management Information System," including establishing thematic reporting functions, completing the application for accessibility certification, providing bilingual switching services, optimizing advanced query functions, and enhancing information security measures.
5.Conduct 8 workshops, seminars, briefing sessions, and training related to this project. The aim is to enhance communication between the Environmental Management Agency and local governments regarding waste management technologies, landfill operation, future functional transformation, and overall policy explanation. This will facilitate the joint execution of sustainable landfill policies by environmental agencies in different regions.
6.In response to exposed waste, establish an emergency response capability map for landfills to facilitate real-time monitoring of information from each landfill and serve as a reference for policy implementation.
7.Assist in organizing meetings related to landfills, as well as administrative and staff support tasks.
