六輕工業區污染減量改善及固定污染源防制技術推動計畫
中文摘要 | 本計畫為延續性計畫,以過去中部及雲嘉南地區管制經驗(最早為石化業),推廣擴大至其他地區,以達成空氣品質為目標,並協助環境部研修相關之排放標準,包含四大工作項目:石化業管制、石化業VOCs標準研修、固定源標準VOCs排標研修、固定源PM2.5減量管制等作業。 本計畫歷年工作內容隨著空氣品質指標進行調整。石化業管制方面,針對高反應性VOCs(HRVOC)-乙烯、丙烯及HAPs-苯、二氯乙烷、甲苯等個別物種,透過改良現有大氣監測技術當成我國次世代監測技術(T-NGEM)及改良污染源檢測技術(環境鑑識)確認污染行為,推動精準治理。石化業VOCs標準研修方面,以精準治理精神修正石化製程VOCs標準,已辦理3場次環保單位、業者及環團等研商會議,並於民國112年12月4日修正發布。固定源標準VOCs排標研修,主要針對溶劑操作單元,於新增管道VOCs標準方面,彙整國外管制經驗,針對管道排放建議VOCs排放標準訂為300 ppmC,並建議進一步檢討有效收集、源頭管制指標。固定源PM2.5減量管制作業方面,統計空污費申報資料初步統計,民國111年約較民國107年減量38%、27%,顯示固定源減量幅度已達目標,後續台電及民營企業因應能源轉型政策推動煤轉氣、改燒生質能等,應具空污減量效益。管道排放硫酸鹽調查,發現如除霧器效能不佳,會有硫酸鹽逸出問題,後續確認減量技術之效益後,將推動檢測方法驗證及排標檢討,作為除霧器效能判斷依據。 | ||

英文摘要 | This project builds on past work regulating the petrochemical industry in central Taiwan and the Yunlin, Chiayi, and Tainan regions. It aims to enhance air quality and help the Ministry of Environment create emission standards. The project focuses on four areas: petrochemical industry regulation, VOCs standards for the petrochemical industry and stationary sources, and PM2.5 control. Over the years, the project has evolved based on air quality indicators. In regulating the petrochemical industry, we focus on highly reactive VOCs like ethylene, propylene, benzene, dichloroethane, and toluene. We’re improving our monitoring and detection technologies to confirm pollution behavior and promote precise governance. We’ve revised the VOCs standards for petrochemical processes and held three consultation meetings before publishing the revised standards. We’re developing new VOCs standards for pipelines, drawing on international experiences, and suggesting a VOCs emission standard of 300 ppmC for pipeline emissions. We’re also reviewing effective collection and source control indicators. Preliminary data shows a significant reduction in PM2.5 emissions from stationary sources. In response to energy transition policies, Taiwan Power Company and private enterprises are promoting coal-to-gas and biomass burning. In investigating pipeline sulfuric acid emissions, we found that poor de-mister efficiency can lead to sulfuric acid escaping. After confirming the benefits of emission reduction technology, we’ll promote the verification of detection methods and review emission standards. | ||
