空氣污染防制方案檢討研訂與地方空氣污染防制計畫審核
| 中文摘要 | 採PDCA（Plan-Do-Check-Act的簡稱）循環管理概念，由「109-112年管制成效追蹤與檢討」，進而規劃形塑「下階段空氣污染防制方案」與引導「地方落實推動管理」。未來於113年至116年，空品改善需求除細懸浮微粒(PM2.5)外，更應著重臭氧(O3)八小時值改善工作，且應連結淨零排放共利等國家重大政策等，此外國家產業政策產業轉型升級、台商回流，影響空氣污染源特徵及其分佈，顯見大型環評熱點管制需求提升；另空氣品質管理方式需轉型為以區域聯防、精準治理等方向推動。 本計畫已據前述管制需求重點，結合我國科學研究基礎導向，完成第二期空氣污染防制方案（113年至116年），規劃8大面向37項管制策略，作為未來空氣污染防制之上位政策；並完成規劃精進大型開發案潛在增量掌握，盤點與規格化計算方式，並銜接後續增量抵換、各項空氣污染防制管理工作，建置管理機制。 為利地方政府據以導入第二期空氣污染防制計畫書落實執行，多管齊下與地方溝通，包含提供第二期程地方空氣污染防制計畫撰寫指引、空氣污染防制計畫研擬程序及審查作業流程、辦理輔導會議、技術諮詢等，引導地方政府以第二期空氣污染防制方案為基礎主軸展開規劃，因地制宜強化並形成未來四年各地方政府之施政方針及空氣污染防制計畫。 | ||

Review National Air Pollution Improvement Plan and County Air Pollution Improvement Plans
| 英文摘要 | Following PDCA (Plan-Do-Check-Act) cycle management concept, this project reviewed the implementation of the 2020-2023 National Air Pollution Improvement Implementation Plan and developed the next four-year National Air Pollution Improvement Implementation Plan. Then supervise and guide the local authorities to thoroughly implement. The next four-year plan not only focuses on fine particulate matter (PM2.5) but also emphasizes work on improving the 8-hour ozone (O3) and the impact of other national major policies such as achieving net-zero emissions from 2024 to 2027 and national industrial policies, which lead industrial transformation, and affect the characteristics and distribution of air pollution sources. Additionally, there is a need for a transition in management towards regional joint and precise control. According to the control requirements and combined scientific research results, this project has completed the 2024-2027 Air Pollution Prevention Plan, including eight aspects and 37 control strategies. This project also refined the potential incremental control of large environmental impact assessment cases and established standardized calculation methods. It interfaces with subsequent offsetting of increments and various air pollution prevention management tasks, establishing a management mechanism. This project involved multi-pronged efforts and communication with local governments. It includes providing guidelines for drafting the Local Air Pollution Prevention and Control Program, developing procedures for Local Air Pollution Prevention and Control Program formulation and review, conducting advisory meetings, and offering technical consultations. The goal is to guide local governments in planning based on the second-phase (2020-2023) National Air Pollution Improvement Implementation Plan, enhancing measures tailored to local conditions, and shaping the policy direction and air pollution control plans for the next four years. | ||
