112年度南投縣固定污染源空氣污染物排放調查管制計畫
| 中文摘要 | 本計畫執行期間重點管制措施及具體成效如下： 一、許可異動案件委託技師審查廢氣收集效率、排放計算、防制設備操作參數合理性等項目，藉由技師的專業，提升許可文件審查品質。 二、許可申請案件會簽水保科及廢管科，確認原物料、燃料、產品、廢水、廢棄物數量，確保環保局核發之各項環保文件或證書一致性。 三、持續辦理空污費深度查核，本年度已完成7家次空污費深度查核，可追繳空污費金額為1,164.5萬。 四、執行轄內固定污染源許可及法規符合度查核有201個缺失，均已要求業者進行改善，另彙整常見查核缺失辦理一場次說明會，提升業者環保法規觀念，依據許可核定項目落實操作。 五、協助辦理許可整合，成立環保局單一窗口，掌握10家業者需修正污染流向圖，已輔導業者完成修正並上傳環保署網站。另協助44家業者繪製污染流向圖並首次上傳環保署網站。 六、配合表面塗裝清查推動污染減量，其中環鴻南崗廠及傳順公司提升廢氣收集效率或新設防制設備，VOC可減少78.431噸排放量。另與茂順公司二廠等4家公司完成減量協談，業者承諾將配合進行裝設防制設備或改用低污染性原料，以減少量VOC排放量。 七、配合法規新定或修正輔導事業單位配合申請或改善，包括定期檢測管理辦法、膠帶業管理辦法及PU合成皮管理辦法等法規進行宣導及輔導改善，確保事業單位後續運作均能符合法規標準。 | ||

| 英文摘要 | The key control measures and specific results during the implementation of this plan are as follows: 1. In cases of license changes, technicians are entrusted to review items such as exhaust gas collection efficiency, emission calculations, and the rationality of control equipment operating parameters. The permit application case will be countersigned by the Water Conservation Division and the Waste Management Division to confirm the quantity of raw materials, fuels, products, wastewater, and waste, and ensure the consistency of various environmental protection documents or certificates issued by the Environmental Protection Bureau. 3. Continue to conduct in-depth air pollution fee inspections. This year, 7 in-depth air pollution fee inspections have been completed, and the amount of air pollution fees that can be recovered is 11.645 million. 4. There are 201 deficiencies in the implementation of fixed pollution source licenses and regulatory compliance assessments within the jurisdiction, and the operators have been required to improve them.
