資源循環指標、物質流及環境效益分析專案工作計畫

中文摘要 近幾年來資源的使用已及循環經濟相關議題持續受國際重視,而在疫情和烏俄戰爭的影響,導致世界各國的生產和生活方式發生變化,臺灣亦深受影響,同時凸顯出臺灣對進口物料的高度依賴。根據西元 2022 年的數據統計,國內物質消費量約為 2.6 億公噸,平均每人每年消耗 11.30 公噸。為促進資源循環利用,原行政院環境保護署(以下稱環保署)自於西元 2021 年 7 月起成立資源循環辦公室,著手開展整體資源循環政策的規劃和管理,從生物質、有機化學物質、金屬及化學品、無機再生粒料等四大物料制定相關政策。 於 2022 年公布「臺灣 2050 淨零排放路徑」,環境部資源循環署訂定淨零轉型關鍵戰略第8項「資源循環零廢棄」行動計畫並於 2023 年 4 月奉行政院核定,旨在實現永續消費和生產、提升資源使用效率和加值化處理廢棄物,透過4大推動策略,優先針對10個關鍵項目推動資源循環。 而於 2023 年 8 月 22 日正式成立環境部資源循環署,期望邁向零廢棄及零排放之雙零願景。 本年度計畫主要有3個重點。首先,分析國際上的資源循環政策和推動措施,例如持續追蹤生態設計規範(ESPR)的最新進展,收集相關的環境足跡資料,計算電子級硫酸之循環足跡,並配合我國永續發展目標制定本土化係數,計算我國化石燃料的人均物質足跡。其次,協助各部門合作推動資源循環,定期檢討行動計畫並協助促進委員會的召開,協助整理相關成果並計算各單位對整體指標的貢獻。最後,根據國家淨零減碳的趨勢,基於 2050 年淨零排放的國家目標,研擬資源循環政策和減碳效益的試算功能,透過介接再生材料相關的碳足跡係數,開發試算功能,為政府制定產業層面的資源循環政策和減碳效益提供參考。不僅可成為政府制定政策的科學依據,亦可作為企業進行產品層級的減碳效益評估和分析的依據。 因應環保署升格為「環境部」並新設「資源循環署」,本計畫亦配合將資源循環網專頁升級為資源循環署全球資訊網,其內容包括資源循環政策的說明、核心業務內容、相關資料下載、新聞及公告會議等。透過官網的訊息傳遞、政策年報以及專諮會和研討會議的溝通管道,本計畫將持續與專家學者進行交流討論,以推進未來實現資源循環零廢棄的目標,實現資源永續利用之社會。

The Project of Resource Circulation Indicators, Materia l Flow, and Environmental Benefit Analysis

英文摘要 In recent years, issues related to resource usage and the circular economy have continued to receive international attention. The impacts of the COVID-19 pandemic and the war in Ukraine have led to changes in the production and lifestyle of countries worldwide, including Taiwan, highlighting Taiwan's high dependence on imported materials. According to data from the year 2022, domestic material consumption in Taiwan is approximately 260 million metric tons, with an average annual per capita consumption of 11.30 metric tons. To promote resource circulation, the Environmental Protection Administration (EPA) established the Resource Circulation Office in July 2021, tasked with planning and managing comprehensive resource recycling policies for biomaterials, organic chemicals, metals and chemicals, and inorganic recycled granules. In 2022, the "Taiwan 2050 Net Zero Emission Pathway" was announced, and the Resource Circulation Administration of Ministry of Environment formulated the 8th key strategic action, the "Resource Recycling and Zero Waste" action plan. This plan, approved by the Executive Yuan in April 2023, aims to achieve sustainable consumption and production, improve resource use efficiency, and add value to waste treatment. Through four main strategic initiatives, priority is given to promoting resource circulation for 10 key projects. The Resource Circulation Administration of Ministry of Environment was officially established on August 22, 2023, with the aspiration of moving towards the dual vision of zero waste and zero emissions. This year's plan has three main focuses. First, analyze international resource circulation policies and initiatives, such as monitoring the latest developments in Ecodesign for Sustainable Products Regulation (ESPR), collecting relevant environmental footprint data, calculating the life cycle footprint of electronic-grade sulfuric acid, and formulating localized coefficients for Taiwan's sustainable development goals. Second, assist various departments in collaborating on resource recycling, regularly review action plans, facilitate committee meetings, assist in organizing relevant outcomes, and calculate each unit's contribution to general indicators. Finally, based on the national trend towards net-zero carbon emissions by 2050, develop trial functions for calculating the benefits of resource circulation policies and carbon reduction, integrating carbon footprint coefficients related to recycled materials. This will provide a reference for the government in formulating industry-level resource recycling policies and carbon reduction benefits, serving as a scientific basis for policy-making and a basis for businesses to assess and analyze carbon reduction benefits at the product level. In response to the elevation of the EPA to the "Ministry of Environment" and the establishment of the "Resource Circulation Administration", this project also upgraded the Resource Circulation Network webpage to the Resource Circulation Administration's global website. The content includes explanations of resource circulation policies, core business information, downloadable data, news, and meeting announcements. Through information dissemination on the official website, policy annual reports, and communication channels such as advisory committees and seminars, this project will continue to engage in discussions with experts and scholars to advance the goal of achieving zero waste in resource circulation and realizing a society with sustainable utilization of resources.
