Diesel vehicles are prone to emit PM2.5 due to the characteristics of engine operation, which account for 16.8 % of Taoyuan City's total emissions, and the World Health Organization has classified PM2.5 as a class 1 carcinogen, which has a huge impact on health. Therefore, this project implements a number of diesel vehicle pollution control measures to actively control air quality.
Relevant control measures include roadside stops and inspections, station service inspections, dynamometer inspections, planning and implementation of the Taoyuan City Pollution Prevention and Control Plan, North Four Cities air quality joint inspection operations and air quality deterioration response, promoting vehicle owners to adopt regular maintenance and inspection, and obtaining the Autonomous Management Seal published by the Ministry of the Environment of the Executive Yuan (formerly the Environmental Protection Administration of the Executive Yuan, hereinafter referred to as the Ministry of the Environment). In addition, in accordance with the Autonomous Regulations of Low-carbon City Development in Taoyuan City, diesel vehicles in the city over 23 years of age are notified to come in for inspections to minimize the impact of high-polluting vehicles on the city's air quality.
In order to maintain the fairness of the inspection and the validity of the certification by TAF, we perform quality assurance and quality control operations on a regular basis. The validity date of the certificate is April 18th, 2024. In order to enhance the professional knowledge of the inspectors, one educational training has been organized this year.
This program operates environmental education facilities, including 23 teaching activities, training for teaching assistants, and production of promotional materials. We hope that through the promotion of environmental education, people of all ages will be educated to recognize the importance of air quality.
The following are the results of this project:
(1) For those who have not obtained the voluntary management certificate and emit obvious black smoke, 2,551 roadside stops were conducted, 506 vehicles were inspected and 169 failed, representing a failure rate of 33.2 %.
(2) In accordance with the announcement of the Ministry of the Environment, “method and procedure for the emission smoke test on diesel-fueled vehicles”, 7,005 vehicles were tested on dynamometers and 422 vehicles failed, with a failure rate of 6.0 %.
(3) In accordance with the Autonomous Regulations of Low-carbon City Development in Taoyuan City, 1,070 vehicles were notified for inspection, and 890 vehicles were inspected at the inspection station, with 19 failures, representing a failure rate of 2.1 %.
(4) Executed the Northern Taiwan air pollution joint inspection, with a total of 11 inspections, 142 roadside stops, 56 inspections, and 11 failures.
(5) In line with the major policy of the Ministry of the Environment, the SCR system audit of diesel vehicles was carried out, and a total of 1,124 vehicles were tested for the concentration of urea.
(6) The Pollution Prevention and Control Plan implements a total of 2 indicators, which are estimated to reduce 28.35 tons of PM10 and 26.08 tons of PM2.5.
