112年度嘉義縣露天燃燒暨畜牧與餐飲油煙異味防制計畫

中文摘要 計畫名稱:112年度嘉義縣露天燃燒暨畜牧與餐飲油煙異味防制計畫 執行期程:112年1月1日至112年12月31日 計畫經費:9,500仟元 計畫主持人:林宏斌 執行人力:計畫經理許文榜、計畫工程師陳科佑、陳盈均、許恆瑜、蔡承益、黃偉誠、計畫助理工程師劉美伶等7人。 本計畫為「112年度嘉義縣露天燃燒暨畜牧與餐飲油煙異味防制計畫」,本計畫執行目標為提供技術及人力,有效的執行露天燃燒、畜牧場異味與餐飲油煙稽查管制及教育宣導等相關防制工作,期末報告摘錄自112年1月1日至112年12月31日止,計畫執行過程中,各工作項目辦理情形茲摘要說明如下: 一、 露天燃燒現場稽巡查作業 (一) 統計自112年1月1日至112年12月31日止,共計查處露天燃燒案件818件次,包含稽查隊轉交陳情案複查113件次、稽查隊通報本計畫前往陳情查處157件、375件主動巡查及173件交辦案件。詳如3.1.1章節。 (二) 本計畫執行的818件查處案件中,查獲露天燃燒533件,以鄉鎮市分析,朴子市最多105件(20%),其次為民雄鄉103件(19%),再則水上鄉76件(14%),相關資料已建置在地理資訊系統(GIS)。詳如3.1.2章節。 (三) 燃燒物種部分,依據查獲的533件露天燃燒進行解析,本縣以燃燒「植物_其他」為高,計有269件,其中屬燃燒空地雜草約佔46%最多,其次為燃燒「樹枝葉」157件(29%),而固體廢棄物、都市垃圾等廢棄物燃燒案件合計亦有31件(6%),若將燃燒物種及鄉鎮市交叉比對,燃燒「植物_其他」以朴子市57件最高,燃燒「樹枝葉」以民雄鄉43件最高。而統計「廢棄物」則以民雄鄉11件為多。詳如3.1.2章節。 (四) 本計畫於112年5月18日提送20筆一期稻作收割前預警名單、112年9月22日提送25筆二期稻作收割前預警名單。詳如3.1.4章節。 (五) 於112年1月13日將鹿草焚化廠(東側)制高點監控設備,升級為視覺型煙霧探測(AI)暨主動式通報系統,另於112年6月13日至吳鳳科技大學完成第2套視覺型煙霧探測(AI)暨主動式通報系統設置,統計至112年12月31日止,累計通報199件警訊。詳如3.3.2章節。 (六) 無人載具UAV空拍機巡查部分,統計至112年12月31日止,共出勤19次,空拍區域為新港鄉、民雄鄉、朴子市,期間查獲1件露天燃燒案件。詳如3.3.3章節。 二、 農廢流向調查作業 本計畫第一期稻作流向普查,辦理時間為112年6月28日至8月11日,統計共完成30,250筆水田農地調查(13,605.07公頃),約佔本縣第一期稻作種植面積79.7%,多數農地均能配合翻耕掩埋腐化分解措施(99.88%),查獲17筆(6.33公頃)土地有燃燒痕跡農地(0.05%)。第二期稻作辦理時間為112年10月25日至11月30日,統計共完成15,721筆水田農地調查(4,535.07公頃),約佔本縣第二期稻作種植面積69%,多數農地均能配合翻耕掩埋腐化分解措施(99.85%),查獲9筆(1.99公頃)土地有燃燒痕跡農地(0.07%)。詳如3.2.1章節。 三、 畜牧場異味查核管制作業 (一) 統計至112年12月31日止,共執行畜牧場熱區周界巡查183家計507場次,其中配合與農業處、水污科、廢管科、稽查隊共辦理37場次聯合稽查。詳如5.2.1章節。 四、 餐飲油煙管制與輔導作業 (一) 統計至112年12月31日止,共執行餐飲業清查與宣導作業343家次。詳如4.2.1章節。 (二) 據財政部最新公布(110年)嘉義縣餐食業者約2,226家,107年至112年12月31日,本計畫已掌握縣內1,170家餐飲業油煙防制設備裝設情形。初步估算油煙污染年排放量分別為PM10:44.51噸、PM2.5:38.37噸及NMHC:171.11噸。詳如4.2.1章節。 (三) 統計至112年12月31日止,共25家餐飲業者完成油煙污染改善,增設14座靜電式集塵器、5座溼式洗滌塔、檔板11座、濾網式油煙處理機1座,污染防制年削減量分別為PM10:0.835噸、PM2.5:0.574噸及NMHC:0.865噸。詳如4.3章節。 五、 辦理輔導及多元宣導作業 (一) 統計至112年12月31日止,已辦理5場次防制研商會。詳如3.5.8章節及5.3.2章節。 (二) 統計至112年12月31日止,已辦理15場餐飲業專家學者輔導改善作業。詳如4.3章節。 (三) 統計至112年12月31日止,已辦理4場次內部人員教育訓練,提升計畫專業人員執行人力,並檢討改善工作執行狀況。詳如6.1章節。 (四) 統計至112年12月31日止,已辦理3場次校園「露天燃燒對環境之危害」說明會。詳如3.5.5章節。 (五) 統計至112年12月31日止,結合農政單位辦理6場次「稻草再利用,勿露天燃燒」宣導說明會。詳如3.5.6章節。 (六) 統計至112年12月31日止,辦理1場次「畜牧場異味防制說明會」及2場次「餐飲油煙異味防制說明會」。詳如5.4.2章節及4.5章節。 (七) 本計畫已完成鋪設3處工地(共1500平方公尺),期望以此活動為範本,建立本縣社區推廣稻草再利用及營建工地鋪設稻草蓆之新思維,以推動社區參與農廢(稻草)再利用方案,提升農廢減量成效。詳如3.4.1章節。 (八) 有線電視跑馬燈與地方廣播電台宣導,第一階段於112年6月24日至112年6月30日播放,第二階段於112年10月25日至112年10月31日播放,分別在「世新」及「大揚」有線電視台播出CF宣導圖卡,與「正聲嘉義廣播電台」、「雲嘉廣播電台」、「姊妹電台」、「飛碟廣播電台」透過縣長收音錄製之宣導廣播帶,共計宣導14天。詳如3.5.1與3.5.2章節。 (九) 流動廣播車輛於一期稻作112年07月03日至112年09月1日執行,二期稻作於112年9月28日至112年11月30日執行。詳如3.5.4章節。 (十) 勿露天燃燒旗幟與計畫宣導文宣,於112年5月提送印製500份旗幟、1150份宣導文宣。詳如3.5.3章節與5.4.1章節。 六、 其他配合相關業務 (一) 於112年3月18日配合「112年嘉義縣水環境巡守隊志工 基礎及特殊訓練」會議辦理宣導活動。詳如6.3章節。 (二) 於112年4月24日配合「2023媽祖遶境、台灣乾淨」辦理擺攤宣導活動。詳如6.3章節。 (三) 於112年10月14日配合「112年世界水質監測日活動」辦理擺攤宣導活動。詳如6.3章節。 (四) 結合環保志工與大專院校合作推動成立露天燃燒巡守隊,目前已有70名巡守人力加入露天燃燒通報行列,統計至112年12月31日止,共接獲通報117件,查獲率98%。詳如3.1.3章節。 (五) 環境部火點監測通報,統計至112年12月31日止,本計畫接獲53件火點資訊平台通報案件。詳如3.3.4章節。 (六) 配合環境部大氣環境司及中央大學,協助驗證衛星火點偵測系統(向日葵8號) ,統計至112年12月31日止,本計畫接獲17筆通報。詳如3.3.4章節。

2023 Chiayi County Open Burning and Odor Control Project for Livestock Farming and Restaurant Cooking Fumes

The project, titled "2023 Chiayi County Open Burning and Odor Control Project for Livestock Farming and Restaurant Cooking Fumes," aims to provide technical expertise and manpower for the effective implementation of inspection, control, and educational outreach related to open burning, odor control in livestock farms, and restaurant cooking fumes. The following summary outlines the progress and achievements during the execution period from January 1, 2023, to December 31, 2023: 1. Open Burning Site Inspection Operations (1). Between January 1, 2023, and December 31, 2023, a total of 818 open burning cases were handled. This includes 113 cases reviewed in response to petitions by the Inspection Team, 157 cases addressed following notifications received from the Inspection Team, 375 cases from proactive inspections, and 173 cases assigned for investigation. Detailed information is available in Section 3.1.1. (2). Of the 818 cases, 533 cases involved the detection of open burning activities. Puzi City had the highest number with 105 cases (20%), followed by Minxiong Township with 103 cases (19%), and Shuishang Township with 76 cases (14%). Geospatial information has been integrated into the Geographic Information System (GIS). Details can be found in Section 3.1.2. (3). Analyzing the types of burning materials, "Plant_Other" was the most common, accounting for 269 cases, with open burning of vacant land weeds comprising the highest percentage at 46%. "Branches/Leaves" accounted for 157 cases (29%), and a total of 31 cases (6%) involved the burning of solid waste, urban garbage, and similar materials. When cross-referencing burning materials with townships, Puzi City had the highest number of "Plant_Other" burns at 57, and Minxiong Township had the highest for "Branches/Leaves" at 43. "Waste" burning was most prevalent in Minxiong Township with 11 cases. Refer to Section 3.1.2 for further details. (4). On May 18, 2023, 20 cases were preemptively warned for the first phase of rice harvesting, and on September 22, 2023, 25 cases were preemptively warned for the second phase of rice harvesting. Refer to Section 3.1.4 for more information. (5). On January 13, 2023, the monitoring equipment at the Lucao Incineration Plant (east side) was upgraded to a visual smoke detection (AI) and active reporting system. Additionally, the second set of visual smoke detection (AI) and active reporting systems were installed at Wu Feng University on June 13, 2023. Up to December 31, 2023, a total of 199 alerts were reported. Details can be found in Section 3.3.2. (6). In terms of unmanned aerial vehicle (UAV) drone patrols, a total of 19 missions were conducted up to December 31, 2023, covering Xingang Township, Minxiong Township, and Puzi City. During these patrols, one open burning case was detected. Refer to Section 3.3.3 for more information. 2. Agricultural Waste Flow Investigation Operation In the first phase of the rice cultivation survey, conducted from June 28 to August 11, 2023, a total of 30,250 paddy fields (covering 13,605.07 hectares) were surveyed, representing approximately 79.7% of the county's first-phase rice cultivation area. The majority of agricultural land could accommodate plowing and burial for decomposition measures (99.88%), with 17 cases (6.33 hectares) of land showing signs of burning (0.05%). The second phase of rice cultivation, conducted from October 25 to November 30, 2023, involved the survey of 15,721 paddy fields (covering 4,535.07 hectares), representing approximately 69% of the county's second-phase rice cultivation area. Similar to the first phase, most agricultural land could accommodate plowing and burial for decomposition measures (99.85%), with 9 cases (1.99 hectares) of land showing signs of burning (0.07%). Refer to Section 3.2.1 for detailed information. 3. Livestock Farm Odor Inspection and Control Operation (1). Up to December 31, 2023, a total of 507 site inspections were conducted at 183 livestock farms in hot zones. Among these, 37 joint inspections were carried out in collaboration with the Agriculture Development Department, Water Pollution Prevention Section, Waste Management Section, and Inspection Team. Refer to Section 5.2.1 for more details. 4. Restaurant Cooking Fumes Control and Guidance Operation (1). Up to December 31, 2023, a total of 343 inspections and outreach activities were conducted in the catering industry. Refer to Section 4.2.1 for more details. (2). According to the latest announcement from the Ministry of Finance (Year 110), there are approximately 2,226 catering businesses in Chiayi County. From the year 107 to December 31, 2023, the project has identified the installation status of oil fume prevention equipment in 1,170 catering businesses in the county. Preliminary estimates indicate annual emissions reductions of PM10: 44.51 tons, PM2.5: 38.37 tons, and NMHC: 171.11 tons. Refer to Section 4.2.1 for more details. (3). Up to December 31, 2023, 25 catering businesses have completed improvements to reduce oil fume pollution. This includes the addition of 14 electrostatic precipitators, 5 wet scrubbers, 11 baffle filters, and 1 filter-type oil fume treatment machine, resulting in annual pollution reduction amounts of PM10: 0.835 tons, PM2.5: 0.574 tons, and NMHC: 0.865 tons. Refer to Section 4.3 for more details. 5. Counseling and Diversified Outreach Operation (1). Up to December 31, 2023, a total of 5 prevention workshops have been conducted. For detailed information, please refer to Section 3.5.8 and Section 5.3.2. (2). Up to December 31, 2023, 15 expert and scholar counseling sessions for the catering industry have been conducted. Refer to Section 4.3 for more details. (3). Up to December 31, 2023, four internal staff education and training sessions have been conducted to enhance the professionalism and performance of project personnel. Refer to Section 6.1 for more details. (4). Up to December 31, 2023, three campus "Harmful Effects of Open Burning on the Environment" seminars have been conducted. Refer to Section 3.5.5 for more details. (5). Up to December 31, 2023, six joint seminars on "Reuse of Straw, Avoid Open Burning" have been organized in collaboration with the agricultural authorities. Refer to Section 3.5.6 for more details. (6). Up to December 31, 2023, one "Livestock Odor Control Seminar" and two "Restaurant Cooking Fume Control Seminars" have been conducted. Refer to Sections 5.4.2 and 4.5 for more details. (7). The project has completed the construction of three sites (totaling 1500 square meters), intending to serve as a model for promoting the reuse of straw and the installation of straw mats at construction sites in the county. This aims to encourage community participation in agricultural waste (straw) reduction, enhancing the effectiveness of waste reduction. Refer to Section 3.4.1 for more details. (8). Cable television ticker and local radio broadcasts were used for promotion. The first phase aired from June 24 to June 30, 2023, and the second phase aired from October 25 to October 31, 2023. CF promotion cards were broadcasted on "SHIH SIN" and "TA YANG" cable TV stations, while radio broadcasts featuring the county mayor were aired on "CSBC," "Yeue-Chia Broadcasting," "Sister Radio," and " UFO Radio " for a total of 14 days. Refer to Sections 3.5.1 and 3.5.2 for more details. (9). A mobile broadcasting vehicle operated from July 3 to September 1, 2023, during the first phase of rice cultivation, and from September 28 to November 30, 2023, during the second phase. Refer to Section 3.5.4 for more details. (10). Flags advocating against open burning and promotional materials for the project were produced in May 2023, consisting of 500 flags and 1150 informational brochures. Refer to Sections 3.5.3 and 5.4.1 for more details. 6. Other Cooperation with Related Businesses (1). On March 18, 2023, the project collaborated with the "2023 Chiayi County Water Environment River Patrol Teams Volunteer Basic and Special Training" meeting to conduct outreach activities. Refer to Section 6.3 for more details. (2). On April 24, 2023, the project collaborated with the "2023 Mazu Pilgrimage, Taiwan Clean" event to conduct booth outreach activities. Refer to Section 6.3 for more details. (3). On October 14, 2023, the project collaborated with the "2023 World Water Monitoring Day" event to conduct booth outreach activities. Refer to Section 6.3 for more details. (4). In collaboration with environmental volunteers and universities, the project helped establish an open burning patrol team. As of December 31, 2023, 70 patrol members have joined, receiving a total of 117 reports, with a detection rate of 98%. Refer to Section 3.1.3 for more details. (5). Ministry of Environment fire monitoring reports indicate that as of December 31, 2023, the project has received 53 notifications through the fire information platform. Refer to Section 3.3.4 for more details. (6). In collaboration with the Ministry of Environment's Atmospheric Environment Division and Central University, the project assisted in verifying the satellite fire detection system (Himawari-8). As of December 31, 2023, the project has received 17 notifications. Refer to Section 3.3.4 for more details.
