Abstract of Achievements in English:
Since the completion of the contract, the team will carry out hardware construction and personnel recruitment for the relevant equipment and personnel required in the implementation plan, and the required equipment can be successfully completed
within the time, and the mobile inspection service is lagging behind, and the rest of the work items are being implemented according to the plan.As of October 31, 112, the motorcycle inspection rate based on vehicle registration is 84.46%, with 69,835 inspections completed. The inspection rate based on inspection stations is 79.68%, with 65,880 inspections completed. (1) Monthly notifications for exhaust emission inspections are sent out after data screening. As of November 15, 70,339 notifications have been sent. Second round inspection letters were sent to 16,415 vehicles identified through EPA
database screening, with a response rate of 48.85%. Additionally, 5,055 notifications were sent based on active identification of uninspected vehicles,
with a response rate of 70.07%. A total of 21,085 notifications have been dispatched by November 15.
(2) To address low detection rates in remote areas, the team has deployed mobile inspection vehicles for outreach services and actively assisted inspection stations in applying for outdoor inspection services, a task completed on October 26.
(3) Mobile emission inspection services have conducted 99 trips as of November 15, inspecting 1,497 motorcycles (1,475 after excluding non-compliant vehicles) with an average of approximately 15 inspections per trip. The non-compliance rate is 11.12%, with 164 motorcycles failing inspection.
(4) Random roadside inspections have been conducted, totaling 1,269 motorcycle inspections by November 15 (1,251 after excluding non-compliant vehicles). The non-compliance rate is 9.35%, with 117 motorcycles failing inspection.
(5) From January to November, the Environmental Protection Agency's fixed system showed that 1,991 motorcycles in the county underwent modifications, resulting in estimated reductions of CO emissions by 0.68 tons/year, NMHC by 0.20
tons/year, CO by 49.77 tons/year, and NMHC by 5.22 tons/year for two-stroke and four-stroke motorcycles, respectively.
(6) In terms of permanent reductions, the elimination of 329 two-stroke motorcycles and 3,737 four-stroke motorcycles from January to November is estimated to reduce emissions by 0.23 tons/year (TSP), 0.17 tons/year (PM10), 0.14 tons/year
(PM2.5), 0.06 tons/year (NOX), 3.87 tons/year (CO), and 2.44 tons/year (NMHC)
for two-stroke motorcycles, and 1.23 tons/year (TSP), 0.72 tons/year (PM10),
0.53 tons/year (PM2.5), 4.00 tons/year (NOX), 46.03 tons/year (CO), and 15.64
tons/year (NMHC) for four-stroke motorcycles.
(7) The county currently has 58 emission inspection stations, and as of November 15,
a total of 319 station audits have been conducted, revealing 122 deficiencies.
(8) In the fiscal year 112, one standard gas single-point check was completed for
each of the 58 inspection stations by November 15, totaling 68 checks.
(9) Outreach efforts included producing 60,000 motorcycle exhaust periodic
inspection reminder labels, 20 inspection schedule posters, 50 promotional
posters, 60 banners, 10 standing signs, 1 set of mobile inspection vehicle
promotional standing signs, 5 handheld signs, and distributing 40,000
information brochures. Additionally, 1,100 units of "Mao Bao Wei Xiang Wash
Clean 4 Major Virus Laundry Detergent" and 1,500 units of "Vacuum Small Rice
Bricks" were purchased for promotional purposes.
(10) The promotion of shutting off engines during idle parking was implemented at
locations where idling is common, with a total of 119 outreach operations
conducted.
(11) Educational seminars have been organized, with a total of 6 sessions and 1,563 participants as of November 15.
(12) Sound-based photo technology enforcement has been completed in 79 instances by November 15.
