In response to the proposed legislation of the 'Resource Circulation Promotion Act,' which integrates the 'Waste Disposal Act' and the 'Resource Recycling Act,' the competent authority for waste resource circulation will be unified under the management of the Ministry of Environment. This project aims to establish a feasible recircular system, best available recirculation technology (BART), to enhance waste resource recycling efficiency and to promote resource circulation. Designed enterprises with specific processes and specific waste types will adopt the BART based on this system. The project gathers and summarizes four types of domestic and international environmental protection or waste recycling laws or systems, conducts environmental technology verifications (ETVs) from seven countries, follows Taiwan’s three-phase soil and groundwater technical certification process, examines the green factory label system, and analyzes the green product system. These serve as references for developing the proposed system. To gather insights and feedback, the project conducted six expert consultations and two industry visits. Using hydrofluoric acid waste as an example, the project defines objectives, evaluates applicable subjects, assesses feasible technology, plans outcomes, determines announcement forms, outlines promotion methods, provides support, and analyzes potential challenges, strategies, feasibility, and benefits. Furthermore, the project collects key materials and mature commercial technologies for resource circulation and proposes a strategic roadmap and blueprint for promoting recircular technologies.
