112年宜蘭縣推動低碳永續家園執行計畫

中文摘要 本計畫工作內容可劃分為「維運低碳永續家園運作體系」、「低碳永續家園行動項目輔導與執行」、「推廣建築綠化降溫工作」、「推動因地制宜之低碳行動」以及「輔導設置太陽光電發電系統」等5大項工作。 維運低碳永續家園運作體系,以延續宜蘭縣溫室氣體減量執行方案為主要工作,協助追蹤各局處推動策略執行成果、召開跨局處會議滾動式檢討推動策略,並撰擬宜蘭縣第二期溫室氣體減量執行方案成果報告。另依據氣候變遷因應法規定,協助將「宜蘭縣政府因應氣候變遷推動小組設置要點」修正為「宜蘭縣氣候變遷因應推動會設置要點」。 低碳永續家園評等認證協助冬山鄉柯林村1處村里及大同鄉1處鄉鎮申請銀級認證,大同鄉茂安村、大同鄉崙埤村、大同鄉英士村、冬山鄉香和村及冬山鄉東城村等5處村里取得銅級認證,且輔導12處村里報名入圍認證評等制度,使整體參與率達65%,並協助10處村里完成現地查核作業以維持評等等級。另低碳永續家園行動項目輔導與執行,已輔導轄內15處村里/社區藉由低碳示範社區計畫落實低碳永續行動項目。預期年節電28,705度、節水1,284度、減廢14,142公斤以及建築綠化面積186.8平方公尺,相當於每年可減少約30,615 kgCO2e。 推動因地制宜低碳行動,已協助9處館舍現場節能減碳診斷改善輔導,提供館舍節能減碳診斷報告書,並輔導進行節能減碳診斷與改造工作,包含傳統照明燈具、老舊空調、太陽能光電系統設置、冷凍(藏)設備保養與智慧感應裝置等。減碳改造行動總計每年節電約81,770度,相當於減少41,620 kgCO2e。此外,透過製作各館舍減碳成效資訊展示設置,達到展示整體減碳成效及落實低碳永續教育。 輔導設置太陽光電發電系統,盤點轄內具改善潛力村里、社區中住宅、商辦、公共場域等,輔導總計40處潛力設置案源參與環境部太陽光電媒合平台,另有總計7處取得再生能源發電設備登記,預期年發電量約765,040度,相當於減少378,694.8 kgCO2e。

112 Year Yilan County Low-Carbon Sustainable Homes Implementation Project

英文摘要 The project includes five primary tasks: "Maintaining a low-carbon sustainable home operation system", "Counseling and implementing low-carbon sustainable home projects", "Promoting green building and temperature reduction", "Promoting locally adapted low-carbon actions", and "Counseling the installation of solar power generation systems". Maintaining the low-carbon, sustainable home operation system is our main task, which involves tracking the results of each bureau and office's promotion strategies, holding cross-bureau meetings to review them in a rolling manner, and compiling a report on the second phase of the Yilan County Greenhouse Gas Reduction Implementation Program. In compliance with the Climate Change Response Act, we aided in modifying the "Yilan County Government's Climate Change Response Promotion Team" to the "Yilan County Climate Change Response Promotion Committee". Assisted Kelin Village, one township (Datong Township), in applying for a silver-level certification, helped five villages (Mau'an Village, Lumpi Village, Yingshi Village, Xianghe Village, and Dongcheng Village) obtain bronze-level certification, and guided 12 villages through the certification process, resulting in a 65% participation rate. Additionally, supported 10 villages in carrying out on-site inspections to maintain their status. We helped 10 villages complete on-site inspections to maintain their grades and aided 15 villages/communities to implement low-carbon sustainable home action projects through the Low Carbon Demonstration Community Program. These projects are expected to result in significant energy savings, including 28,705 kWh of electricity and 1,284 kWh of water, as well as significant waste reduction, including 14,142 kilograms of waste and 186.8 square meters of green space. In total, these efforts will result in an annual reduction of 30,615 kgCO2e. To promote low-carbon actions tailored to local conditions, we have aided nine museums in conducting on-site energy-saving and carbon reduction evaluations while offering improvement counseling. We have additionally furnished them with energy-saving and carbon reduction reports, alongside guidance for renovating and upgrading energy efficiency in areas such as traditional lighting fixtures, outdated air conditioning systems, solar photovoltaic system installation, refrigeration (storage) equipment maintenance, and intelligent sensor devices, among other solutions. The annual electricity saved from carbon reduction and retrofitting is approximately 81,770 kWh, leading to a reduction of 41,620 kgCO2e. Furthermore, we accomplished our goal to showcase the effectiveness of carbon reduction, overall carbon emission reduction, and low-carbon education for sustainable development by producing information displays on carbon reduction efficacy in every pavilion. Provide guidance for installing solar power generation systems and conduct an inventory of villages and communities with potential for improving residential, commercial, and public areas. Provide guidance for 40 possible locations to join the Ministry of Environment's solar photovoltaic power matching platform. Additionally, provide guidance for registering renewable energy power generation equipment at 7 sites. The expected annual power generation capacity is approximately 765,040 kWh, resulting in a reduction of 378,694.8 kgCO2e.
