Mobile pollution sources are one of the main reasons for the deterioration of air quality in urban areas, and are also the focus of environmental protection and transportation authorities to strengthen control. Among them, the black smoke emitted by diesel vehicles is the most criticized by the public. This plan is to effectively control diesel vehicles. In addition to continuing to strengthen control operations such as roadside inspections/inspections, station inspections, and visual cigarette inspections, it also establishes correct vehicle inspections for vehicle owners through project control and education and promotion. In order to achieve the effectiveness and purpose of pollution reduction, the relevant results of this year are summarized as follows:
The overall progress has been completed in accordance with the contract requirements and reached 100%. The relevant execution results are shown in Tables 1 and 2. This city’s diesel vehicle dynamometer testing station has completed station repairs and equipment updates, and was officially opened on September 27, 2020. In order to improve the city’s diesel vehicle acceptance rate and reduce its pollution emissions, ① dynamometer testing will be implemented this year , roadside inspection, visual inspection of cigarettes, station inspection and in-site inspection of large fleets registered in this city, a total of 3,614 vehicles were inspected; of which 170 vehicles were inspected with diesel vehicle dynamometer inspection completed; roadside inspection The total number of inspections was 948, of which 782 vehicles had inspection passing records within one year. In addition, 166 vehicles that did not have inspection passing records within one year were all subjected to the opacity test under no-load rapid acceleration. In terms of promoting the self-management plan, a total of 1,081 self-management labels were issued this year, and we worked with Hsinchu County to promote CSR (corporate social responsibility) for businesses in the Hsinchu Science Park, using low-polluting vehicles (either by the company itself or by outsourced manufacturers). Diesel vehicles must be used in Phase IV or above (inclusive), Phase III vehicles are equipped with air pollution control equipment, or Phase III vehicles are not equipped with air pollution control equipment, but the inspection meets the IV standards). In promoting maintenance shop certification, in addition to continuing to improve the inspection quality of existing A-level maintenance shops, we also provide guidance for B-level maintenance shops to upgrade to A-level maintenance shops. In the existing A-level maintenance plant, a total of 1,052 self-management labels were issued this year, accounting for about 40% of the city’s inspection station capacity, effectively reducing the inspection load during the renovation of the diesel engine station. In order to ensure inspection quality, our team Personnel are sent to 4 authorized certified maintenance plants every month to conduct inspections. This year's tutoring class B maintenance factory is Shengxing Power Information Technology Co., Ltd. The Environmental Protection Bureau borrows opacity meter equipment for the maintenance factory to operate. Our team goes to the maintenance factory every month to conduct instrument comparison operations to confirm maintenance capabilities and quality verification. , passed the committee evaluation on November 8 and was upgraded to a Class A certified maintenance factory.
This year, for the first time, the AI cigarette identification license plate image automatic identification system was used for inspection operations. A total of 56 inspections were carried out, and 4,952 diesel vehicles were identified. A total of 3,395 vehicles with duplicate vehicle numbers were screened and inspected. Suspected high-risk vehicles were automatically identified through the system and reviewed by Environmental Protection Bureau personnel. There were 23 polluting vehicles, accounting for 0.3%; one vehicle was notified by Hsinchu County, and the remaining 22 vehicles were notified for inspection. Among them, 13 vehicles passed the inspection, 2 vehicles were punished for not arriving for inspection, and 7 vehicles were notified for inspection. ; To effectively increase the inspection rate of high-polluting vehicles by 2 times, effectively improve inspection efficiency, reduce labor costs, and capture high-polluting vehicles. .
Based on the above control actions, statistics show that as of the end of September, the number of retired large diesel vehicles was 51. The reduction of each pollutant was calculated based on the air pollution emission TEDS11.1 line source emission estimation manual published by the Ministry of Environment. The reduction of PM10 is 1.58 metric tons/year, the reduction of PM2.5 is 1.35 metric tons/year, and the reduction of NOX is 31.63 metric tons/year.
