The project period dates from 13th February to 30th November, 2023. The main tasks include promotion of chemical substances registration affairs, optimization of the registration system and management mechanism of chemical substances, improving Chemical Substances Registration System, and sustaining the “one-stop window” for registration cross-ministerial operation. The main accomplishments of this project are accordingly described as follows:
⚫ Assist in technical review and guidance of chemical substance data registration:
The statistic of technical review services have assisted with 8,678 applications for
chemical substances. Through a strategy of urging improvement based on experience, and in cooperation with the environmental protection bureaus of six municipalities for the first time, the completion rate of applications by industry reached 99.98% for the year. Regarding the counseling programs for the standard registration of existing chemical substances. These programs include conducting joint registration explanatory sessions in collaboration with industry leaders, providing guidance to a total of 740 entities. In total, 1,086 submissions have been made, including 190 joint registration applications. Additionally, through telephone counseling, 436 cases of ceasing production or importation have been facilitated.
⚫ Promotion of chemical substance registration system and improvement in
management mechanism:
Collect the latest news on the management regulations and systems of advanced
countries monthly. The content includes the latest updates from four advanced countries regarding registration systems, chemical substance management, and alternative testing, which encompass the most recent developments in PFAS management in major global countries, updates on international chemical substance control thresholds and classification adjustments, and the composition and operational mechanisms of the European Chemicals Agency. We propose optimizing the criteria for screening and designating funding, and we have initiated preliminary planning for the subsequent funding case information
transmission page and content. We continue to engage in discussions and communication with information system developers. In this year, we have completed 4 predictive toxicology documents in Chinese and have made them available on the registration platform for industry consultation.
⚫ Maintenance and expansion the Chemical Substances Registration System:
To promote the electronic application of the registration platform, related operations are gradually being introduced online. This year, achievements include approving changes and supplements to registration data and planning an electronic payment mechanism to achieve the goal of simplifying government services. System query functions have been optimized, including the completion of lists for existing chemical substance standard registrations and material statistics, as well as comprehensive query functions, providing a simple and fast data filtering mechanism. Additionally, a new case upload error prevention
mechanism has been introduced, which involves optimizing the front-end registration information entry function and implementing a registration account control mechanism to reduce the possibility of data entry errors and enhance administrative efficiency.
⚫ Sustaining the “one-stop window” for registration cross-ministerial operation:
The new chemical substances registration dossier review collaboration as well as
communication with Occupational Safety and Health Administration (OSHA) went
smoothly. A total of 8 new chemical substance standard registration cases were reviewed completed, including 7 cases of level I and 1 cases of level II.
