112-113年運送及危害預防相關系統建置及提升計畫

中文摘要 本計畫目的為掌握毒性及關注化學物質運送車輛軌跡資訊,以推動毒性及關注化學物質運送管理作業,並提升毒災應變之效率。此外,配合毒性及關注化學物質管理法相關子法的發布,建置相關子系統功能,因此本計畫工作分為:(一)配合法規修訂及行政簡化更新系統規劃與功能、(二)因應應變體系需求調查與精進車機功能規格、(三)強化車輛狀態掌握性確保運送安全管理、(四)辦理審驗作業並推動業者自主管理、(五)系統效能監控與維運更新作業、(六) 精進偵測設備連線平台數據分析與即時通報功能、(七) 提升精進應變器材及偵測警報設備系統功能、(八) 精進毒性及關注化學物質聯防系統功能、(九) 強化風險等級試算及專業應變人員登載網站功能、(十) 優化毒性及關注化學物質危害預防及應變計畫填報功能、(十一) 加強防災基本資料表查詢功能,優化運送表單填報功能、(十二) 辦理系統事故速(結)報功能及責任保險登載功能之正常運作並提供例行性維運服務,以及(十三) 辦理說明會或教育訓練。   本計畫在提升毒性化學物質運送管理與資訊完整性方面,依使用需求調整精進相關功能,並優化小量運送相關管理功能。在因應毒災應變體系資訊需求方面,則是完成評估介接外部單位緊急應變相關資料。針對GPS系統誤判的勾稽異常案件,已逐步分析出原因並有效地降低查核案件量,進而提升勾稽系統的品質。

The improvement of system related to accident prevention on toxic chemical substances. (2023-2024)

英文摘要 The purpose of this project is to capture the trajectory information of vehicles transporting toxic and hazardous chemicals to promote the management of such transportation operations and enhance the efficiency of response to chemical disasters. In addition, in accordance with the release of relevant subsidiary laws of the Toxic and Hazardous Substances Management Act, subsystem functions are established. Therefore, the project is divided into the following tasks: (1) System planning and functionality update in response to regulatory revisions and administrative simplifications, (2) Investigation of contingency system needs and refinement of vehicle-machine functional specifications, (3) Enhancement of vehicle status control to ensure safe transportation management, (4) Conducting inspections and promoting voluntary management by operators, (5) System performance monitoring and maintenance update operations, (6) Improvement of data analysis and real-time notification functions for detection equipment connection platforms, (7) Enhancement of contingency equipment and detection alarm equipment system functions, (8) Improvement of the joint defense system for toxic and hazardous substances, (9) Strengthening risk level calculations and functions for professional response personnel registration websites, (10) Optimization of reporting functions for the prevention and response plans of toxic and hazardous substances, (11) Strengthening the query function for basic disaster prevention data and optimizing the transportation form reporting function, (12) Conducting the normal operation of the system accident speed (end) reporting function and responsibility insurance registration function, and providing routine maintenance services, and (13) Conducting explanatory meetings or educational training. This project, in enhancing the management and information integrity of toxic chemical transportation, adjusts and refines relevant functions according to user needs and optimizes the management functions related to small-scale transportation. Regarding the information requirements for responding to chemical disaster contingency systems, the assessment of interfacing with external units for emergency response-related data has been completed. For cases of GPS system misjudgments, the reasons have been gradually analyzed and the number of audit cases effectively reduced, thereby improving the quality of the reconciliation system.
