The project comprises four major focus areas:
1. Evaluate both domestic and international carbon management mechanisms and requirements. Propose recommendations for Taipei City's Net Zero Emission Management Self-Government Ordinances and subsequent amendments, drawing insights from global experiences.
2. Establish dedicated lines and consultation windows for managing and guiding the reduction of greenhouse gas emissions and reporting entities. Identify list of entities under Taipei City's carbon management, conduct three legal regulation advocacy seminars, and assist Beitou, Muzha, and Neihu incineration plants in completing greenhouse gas inventory operations based on ISO14064-1:2018, obtaining third-party verification statements.
3. Building energy efficiency evaluation demonstration: submit this year's selection criteria for evaluation and operational plan based on the Ministry of the Interior's "Green Building Evaluation Manual - Building Energy-Efficiency Rating System." Select existing buildings owned by public institutions within the jurisdiction as targets, conduct building energy efficiency evaluation, and complete comprehensive assessment reports for 20 buildings shared by 37 public institutions.
4. Special seminars, promotional activities, and administrative coordination: conduct four sessions of carbon reduction strategy seminars, handle temporary assignments in coordination with agency business needs, assist in promotional matters, and print 20 copies each of the Chinese and English versions of the "2030 Taipei City Voluntary Local Review."
