112-113年綠色採購制度精進及推動專案工作計畫
| 中文摘要 | 本計畫主要為推動綠色採購，涵蓋兩大面向，分別為「政府機關」、以及「民間企業及團體」。政府機關綠色採購重要推動包含：(1)綠色採購範疇擴大之評估（新增國外標章或以租代購優先推動項目增減）、(2)檢討並精進機關工程及勞務實施綠色採購，透過分析近年推動成果設定未來推動目標；並製作指引供機關推動參考、(3)對過往推動優良與待改善機關進行訪查與輔導（共訪談輔導27處機關）。綜合以上項目後，透過113、114年度「機關綠採購績效評核方法」之訂定，以利持續管考各機關綠色採購之推動成效，112年機關整體綠色採購金額達126億元，較111年增加約17億元。民間企業及團體綠色採購推動重要部分包含：(1)年度輔導家數、申報金額目標值之精進、(2)修訂表揚原則，亦相同透過113、114年度「推動民間企業及團體實施綠色採購計畫」之訂定，由各地方環保局輔導民間企業及團體實施並申報綠色採購，112年民間企業及團體整體綠色採購金額達657億元，較110年上升約61億元。 除此之外，本計畫辦理許多培訓或會議，提升機關與民間企業及團體綠色採購知能，如配合辦理30場次機關實務教育訓練（共計2,632人參與）、4場次民間綠色採購說明會（共計532人參與）；於推動過程中亦積極與推動機關或縣市政府討論交流，辦理5場次執行會議。而對於年度績優之綠色採購推動機關與民間企業及團體，本計畫共辦理2場次公開表揚典禮，共計表揚341處機關或企業。其餘例行性作業則包含提供客服諮詢服務、並對機關/民間申報資料執行線上審查作業等。 | ||

2023-2024 Green Procurement and Consumption Promotion Project
| 英文摘要 | The primary objective of this project is to promote green procurement across two key sectors: government agencies and private enterprises and organizations. Key initiatives for green procurement in government agencies include: (1) assessing the expansion of green procurement scope, such as adding international certification marks or prioritizing lease options over purchases; (2) reviewing and enhancing green procurement practices in public works and services by analyzing recent outcomes, setting future goals, and developing guidelines to assist agencies; and (3) conducting surveys and providing support to agencies with past performance requiring improvement, totaling 27 agencies visited and assisted. To further these efforts, the Government Agency Green Procurement Performance Assessment Method for 2024 and 2025 has been established to facilitate ongoing monitoring and evaluation of green procurement effectiveness. In 2023, government agencies’ total green procurement spending reached NT$12.6 billion, marking an increase of approximately NT$1.7 billion from 2022. For private enterprises and organizations, the main green procurement initiatives of this project include: (1) setting and refining annual targets for the number of companies receiving assistance and the total reported procurement amount; and (2) updating the criteria for commendation. Through the Green Procurement Implementation Plan for Private Enterprises and Organizations, set for 2024 and 2025, local environmental protection bureaus will support private entities in implementing and reporting green procurement. In 2023, private enterprises and organizations reported a total of NT$65.7 billion in green procurement, an increase of approximately NT$6.1 billion from 2022. This project also organized numerous training sessions and meetings to increase green procurement knowledge and awareness among agencies, private enterprises, and organizations. These included 30 practical training sessions for agencies, with a total of 2,632 participants, and four green procurement briefings for the private sector, attended by 532 participants. Throughout the project, the team engaged in active discussions and exchanges with government agencies and local governments, holding five execution meetings. To recognize outstanding green procurement performance, this project organized two public commendation ceremonies, honoring a total of 341 agencies and enterprises. Routine activities also included providing customer support, conducting online reviews of reports submitted by agencies and private entities, and offering other related services. | ||
