112年度花蓮縣空氣污染防制暨空氣品質分析計畫

中文摘要 本計畫各項工作包括多元化政策宣導及教育訓練規劃、擴大工檢會召開、經理會報之辦理及空氣品質原因分析報告等作業,112年度合約達成率依工作權重加權計算後為100%,整體進度管控達成率100%,無落後之情形,主要執行成果如下: (一)掌握環境部考評工作項目及污防書達成情形 本計畫協助局內管控26項(其中含加分6項及污染熱區改善1項)細項指標執行情形,以掌握考評得分,本計畫於每月經理會報及各季工檢會中追蹤各項考核項目執行情形,112年度自評得分為100.52分(含加分7.6分),年底可得100.52分(含加分7.6分)。 為掌握109-112年污防書各項達成情形,每月定期彚整各計畫執行進度,112年指標項目共計37項,已全數達年度目標,達成率100%。 (二)PM2.5與臭氧減量作法 112年度PM2.5減量作法共17項,其中屬永久性污染物減量策略為:公私場所採行最佳可行控制技術、提升逸散管辦符合度、輔導餐飲油煙防制設備改善、淘汰1-4期老舊高污染機車車籍數及汰除1-3期柴油車等。永久性削減量主要為威神減少原物料產能、道路掃街里程及礦場法規符合度提升及淘汰1-4期老舊高污染機車車籍數。PM2.5年度預計可削減151.693公噸(包含永久性88.59公噸、暫時性63.103公噸),112年度共計削減423.583公噸(永久性248.78公噸、暫時性174.803公噸)。 在O3前驅物NOx平時管制共5項,年度預計可削減68.09公噸,112年度共削減681.955公噸(包含永久性659.50公噸;暫時性22.455公噸)。NMHC平時管制共5項,年度預計可削減21.19噸(包含永久性7.7公噸、暫時性13.49公噸),112年度共削減77.34公噸(包含永久性53.28公噸、暫時性24.06公噸)。 另針對O3高值事件日(O3(8hr)濃度>70ppb)應變管制作為NOx6項、NMHC6項,112年度O3高值事件日共計1日,4月16日因受境外移入影響,AQI達101以上。 (三)本縣空品達成指標及空品分析 112年度各項污染物均符合法規空氣品質標準與本縣污防書目標,112年年初冬季AQI平均值為38,較去年同期(40)下降,AQI≦50之良好日數比例為96%,較去年同期(96%)持平;春季(3月至5月)AQI平均值45,較去年同期(42)上升,AQI≦50之良好日數比例為76%,較去年同期(86%)下降;夏季(6月至8月)AQI平均值27,較去年同期(26)上升,AQI≦50之良好日數比例為100%,較去年同期(99%)上升;秋季(9月至11月)AQI平均值37,較去年同期(38)下降,AQI≦50之良好日數比例為89%,較去年同期(92%)下降。 本縣CEMS針對NOx監測連線廠家共4家(含和平電廠、台泥花蓮(停工)、台泥和平、亞洲水泥),計11根排放管道;針對SOx監測連線廠家共2家(台泥和平及和平電廠),計6根排放管道;CEMS排放量NOx及SOx皆較去年同期下降。 (四)每季辦理擴大工檢會 112年共完成4場次擴大工檢會,針對年度重點工作、核心指標、合約執行進度、年度創新作法及環境部考評與污防書目標達成情形及委員指導之意見等,要求各計畫於各期報告中分析呈現。 (五)每月經理會報 本計畫共完成辦理12場次經理會報,主要內容為提報各計畫之執行情形,並於會議中進行檢討,以利環保局掌握各計畫實際執行現況及進度,以及透過横向溝通,有效達成環境部考核目標。 (六)各委辦計畫人員教育訓練 112年已完成外部人員教育訓練4場次。   (七)創新作法 本計畫於112年1月11日提送環保學堂2.0創新作法企劃書,依2月20日召開之研商會議委員意見修正創新作法內容後於3月3日提送修正稿,3月8日經環保局同意即開始執行,112年上傳Facebook粉絲專頁之空污宣導影片計5則、靜態31則防制宣導,觸及人數共計16,893人次、互動次數共計2,087次,已於11月30日提送成果報告。 (八)細懸浮微粒(PM2.5)研析 彙整各空氣污染防制相關計畫針對細懸浮微粒(PM2.5)空氣品質標準規劃推動之管制作為,以掌握本縣PM2.5微粒濃度與成份分析現況與歷年趨勢為首要,相關防制技術應用評估與輔導為次,研析報告已於12月8日前提送。其執行成果如下: 1.不區分氣流來源影響下所測得PM2.5平均質量濃度為7.7 μg/m3(其中大漢站為7.6 μg/m3與城中站為7.7 μg/m3)。 2.2023年1至10月花蓮縣指定測站於不同氣流來源影響下所採集PM2.5微粒優勢物種成份多以SO42-為主。PM2.5微粒來源推估結果以二次衍生微粒所佔比例最高,以氯離子損失法推估微粒中水溶性離子組成的推估結果,PM2.5微粒以硫酸銨鹽類為主要物種。 3.配合縣政「大口呼吸」,本計畫依花蓮縣政府觀光處遊客人數統計資料選定七星潭遊憩區、東大門夜市商圈、鯉魚潭商圈、慶修院、太平洋公園、松園別館、光復糖廠園區等七處熱門低碳旅遊景點,以即時性PM2.5量測儀量測的PM2.5平均質量濃度則在4.7~14.6 μg/m3之間變動,平均值為7.7 μg/m3。 (九)多元化政策宣導作業 協助各空污防制委辦計畫進行宣導推廣,針對環保局業務整合行銷及花蓮縣空污議題重視度與施政滿意度調查評估。執行現況與成果如下: 1.於2月21日及2月24日及5月11日完成提送多元化政策宣導及花蓮縣空污議題重視度與施政滿意度調查評估等企劃書,並經環保局同意後執行。 2.已完成多媒體網路宣導2家次(共58則)、花蓮縣空污議題重視度與施政滿意度調查評估完成第一階段及第二階段問卷調查。 (十)空污防制與環境保護之政策推動宣導活動 112年已完成辦理8場次宣導活動、媒體宣導5家次(共17則)及創新、污防書研商會2場次。 (十一)空氣污染管制整體成效與創新作為 112年延續111年整體成效及創新作為等工作,再精進辦理並配合縣長施政重點,凸顯本縣之成效,各項管制作為及內容說明如下: 1.減污減排愛花蓮,淨零碳排顧地球(由固定計畫負責整併)。 2.永續是花蓮的日常(由淨零計畫負責整併)。 3.智慧科技監控,稽查滴水不漏(由機車計畫負責整併)。 (十二)施政滿意度調查 2023年《天下雜誌》縣市長施政滿意度調查花蓮縣獲得「優等組」第1名。 (十三)其他 人力及物力支援:皆依局內指示協助辦理。 臨時交辦事項:皆依局內指示協助辦理。

112th Annual Hualien County Air Pollution Control and Air Quality Analysis Plan

英文摘要 Various tasks of this plan include diversified policy promotion and education and training planning, convening of expanded work inspection meetings, handling of manager briefings, and air quality cause analysis reports, etc. The contract completion rate in 2023 is calculated based on the work weight and is 100 %, the overall progress control achievement rate is 100%, and there is no falling behind. The main execution results are as follows: (一) Understand the Ministry of Environment’s assessment work items and the completion of pollution prevention documents This plan assists the bureau in controlling the implementation of 26 detailed indicators (including 6 bonus points and 1 pollution hot spot improvement) to grasp the evaluation scores. This plan is included in the monthly manager reports and quarterly work inspection meetings. Tracking the implementation of various assessment projects, the self-assessment score in 2023 is 100.52 points (including 7.6 bonus points), and 100.52 points (including 7.6 bonus points) will be obtained by the end of the year. In order to understand the achievement of various items in the pollution prevention book from 2020 to 2023, the implementation progress of each plan is reviewed regularly every month. The dominant species components of PM2.5 particles collected at designated measuring stations in Hualien County from January to October 2023 under the influence of different air flow sources are mostly SO42-. The source estimation results of PM2.5 particles have the highest proportion of secondary derived particles. The chloride ion loss method is used to estimate the composition of water-soluble ions in the particles. The main species of PM2.5 particles are ammonium sulfate salts. 3. In line with the county government's "big breath", this plan selects Qixingtan Recreation Area, Dongdamen Night Market Commercial District, Liyutan Commercial District, Qingxiuyuan, Pacific Park, and Pine Garden based on the tourist statistics of the Hualien County Government Tourism Office. At seven popular low-carbon tourist attractions, including the annex and Guangfu Sugar Factory Park, the average mass concentration of PM2.5 measured by instant PM2.5 measuring instruments ranged from 4.7 to 14.6 μg/m3, with an average value of 7.7 μg/m3.
