In order to comply with the promotion of Environmental Protection Administration (EPA) subsidies of phasing out outdated scooters/motorcycles to substitute low-pollution vehicles for the former and process the inspection notices of reports submitted by the populace for the motor vehicles that generate excessive amounts of visible exhaust emissions, to gradually reduce the use of high-pollution vehicles and increase the use of low-pollution vehicles, the Department of Environmental Protection of Taoyuan City (TYDEP) commissioned this program to provide sufficient professionals to assist TYDEP in implementing the EPA subsidies mentioned above, purchase subsidies of new two-wheeler electrical vehicles, as well as censoring and integration of submitted reports related to high-pollution vehicle. This program started from January 1 to Dec 31, 2023. The implementation summary during the period are as follows:
I. Details related to the promotion of subsidies of phasing out outdated scooters to substitute low-pollution vehicles for the former and of purchasing new two-wheeler electrical vehicles
1. During the period of statistical subsidies, a total of 7,457 electric scooters received subsidies. Among them, the "Youthful E-Purchase Project" and the "Women and Children E-Ride Go Project" collectively accounted for4,727 cases, representing 63.4% of the total number of applications. This indicates that projects targeting specific demographic groups have achieved significant effectiveness. In addition, the fifth phase of the "Taotailang Project" for fuel-powered motorcycles accounted for 33.4% of the total replacement applications, promoting the phasing out of old and highly polluting vehicles and actively changing the motorcycle composition structure in Taoyuan City.
2. A total of 9,552 application cases were audited for the EPA subsidy, including 2,247 replacement cases of the electric scooters, and 7,277 cases of purchasing new electric scooters. A total of 85 violation cases were seized, including 23 replacement cases of the electric scooters, and 62 cases of purchasing new electric scooters.
3. 403 new charging/battery-exchanging stations were installed for the two-wheeler electric scooters and 19 existed stations were cancelled. A total of 2,167 stations have been established in the Taoyuan City.
4. 53 parking spots for two-wheeler electrical vehicles in Taoyuan City were inspected. The utilization rate was 70.0%~75.1%, and the violation rate was 11.4~16.9%.
5. The software of information, geographical map and query of charging/battery-exchanging stations in Taoyuan City was updated 12 times at a total.
II. Reports on high-pollution vehicle
A total of 598 cases were investigated and responded to by the public, of which 321 were diesel vehicles, accounting for 53.7% of the total number of cases. In recent years, due to the implementation of the subsidy program, a large number of old motorcycles and highly polluting vehicles have been phased out, resulting in a significant decrease in the number of motorcycle reports, with diesel vehicles accounting for the majority of the reports.
III. Maintenance of the online application and review system, and the promotion of the low-carbon vehicle subsidy
1. The new functions of the online application and review system of Hide bicycle application items, set the running light, correct the text, set the maximum value for each item, and close the link to the form in the Attachment Area.
2. 15 cases related to the maintenance and management of the online application and review system of low-carbon vehicle subsidy were reported.
3. There were a total of 1 sessions about the online low-carbon vehicle subsidy application review system. The first session was held on November 18, 2022 to November 22, 2022, and November 25, 2022 to November 29, 2022, and the film was watched 1,022 times.
4. The Electric Motorcycle Subsidy Explanation and Consumer Protection Law Seminar was held on April 18th of the 2023, with the participation of 20 electric motorcycle dealers.
IV. Electric Vehicle Charging and Switching Facilities in Taoyuan City
1. In order to improve the friendly environment for electric vehicle charging, Taoyuan City has been actively constructing energy supplemental facilities. This program uses questionnaires to survey the public's understanding of electric vehicles and their needs for installation, and a total of 30,027 questionnaires have been completed during the program period to serve as a reference for the installation of charging and switching facilities.
2. Organized 4 meetings for industry visits and exchanges, 5 inter-bureau matching meeting and 23 site surveys.
